It was issued by the Standards Council on Dece

26、m-ber 13, 2011, with an effective date of January 2, 2012, and supersedes all previous editions.This edition of NFPA 1402 was approved as an American National Standard on January 2, 2012.Origin and Development of NFPA 1402In 1963, a subcommittee of the Fire Service Training Committee developed a doc

27、ument titledHow to Build Firemens Training Centers. That informative report was published and circulated as aguide and served to improve the scope and efficiency of fire fighter training. By 1985, the reporthad evolved into the first edition of NFPA 1402, Guide to Building Fire Service Training Cent

28、ers.Revisions to NFPA 1402 were published in 1992 and 1997.The Fire Service Training Committee appointed a Task Group to review the 1997 editionand make recommendations concerning the functionality of the document. After that review,the Task Group recommended a general updating of NFPA 1402, which w

29、as undertaken forthe 2002 edition.In addition to minor edits to address the general evolution of the subject, the Committeeplaced more emphasis in the 2002 edition on needs analysis before design and construction,establishing policies and procedures for effective use of the structure, and the enviro

30、nmentalimpact of training and training props.New material was added to the chapter on gas-fired burn props. The chapter on designand construction was renamed “Selecting an Architect/Engineer (A/E)” and placed moreemphasis on the important roles played by these professionals and on the contract docu-

31、ments that form the foundation of projects for building fire service training centers. Thechapter on burn buildings was renamed “Live Fire Training Structure” and placed moreattention on these structures, especially regarding the impact of repeated high temperatures.The 2007 edition of the guide inc

32、luded updated material on needs and cost analysis,training center components and considerations, and infrastructure considerations and expo-sures. The guide also included many new and updated illustrations.The 2012 edition includes a rewritten Chapter 7, Design and Construction Process, to aidthe us

33、er in the workflow. Chapter 10, Live Fire Training Structure, has also been rewritten toclarify some issues and make the document more user friendly, with Section 10.7 includingsuggested gas-fired live fire training safeguards.14021NFPA and National Fire Protection Association are registered tradema

35、ate, county, and regional training agencies that might wish tosponsor their programs at the training center; and findinglocal industrial plants that might be willing to contribute tothe costs of the training center. An example of one of theseoptions is that local police might share a need for driver

36、 train-ing, physical fitness, tower training, and use of various spaces,such as auditoriums, classrooms, offices, and conferencerooms. Another example is combining the training centerwith an in-service fire station, which could satisfy two needsand reduce the total financial impact of separate facil

37、ities.4.3.2.2 Finding ways to reduce construction, operations, andmaintenance costs should be part of the cost-benefit analysis.Modular construction, including pre-engineered structures,could be cost-effective for training structures and for administra-tion, classroom, storage, and other facilities.

38、 Exploring varioussite layouts, construction phasing, grant opportunities, and alter-natives for training props should be part of the analysis.4.3.2.3 The cost-benefit analysis should include an evaluationof potential cost savings for current training expenditures thatmight not be necessary if a tra

39、ining center is built. Examplesinclude the following:(1) Fees paid to use facilities at other training centers(2) Travel costs, such as fuel, overtime pay, lodging, and perdiem, associated with training at other training centers(3) Costs associated with preparing acquired structures fortraining evol

40、utions4.3.3 Intangible Benefits. Potential intangible benefits couldhelp a community accept the need for building a new trainingcenter. It might be beneficial to organize a commission oradvisory group to interface between governing bodies and thefire training agency. The group should include represe

41、ntativesof the agencies, organizations, and departments that will usethe training center. Such a group could weigh the importanceof the following potential benefits:(1) Reduced injuries and deaths of civilians and fire fighters(2) Reduced number of fires and property damage(3) Increased efficiency a

42、nd morale of the fire-fighting force(4) Improved training capability and public image of the firedepartmentChapter 5 Components and Considerations5.1 General. This chapter lists general components that couldbe part of a training center. Other components that might beunique to a particular area of in

43、dustry are not included. For thepurpose of this guide, the buildings, training structures, andtraining props are discussed separately; however, combinationsof these components might be necessary or advantageous. Aslong as the function of an individual component is not compro-mised, each component ca

44、n be located wherever it is conduciveto effective training and safety. The installation of all componentsis not necessary for an efficient training center.
