29、ervice Respiratory Protection Training2013 EditionThis edition of NFPA 1404, Standard for Fire Service Respiratory Protection Training, was pre-pared by the Technical Committee on Fire Service Training. It was issued by the StandardsCouncil on November 27, 2012, with an effective date of December 17

30、, 2012, and supersedesall previous editions.This edition of NFPA1404 was approved as anAmerican National Standard on December17, 2012.Origin and Development of NFPA 1404The first edition of NFPA 1404, Standard for a Fire Department Self-Contained Breathing Appa-ratus Program, was developed in respon

31、se to a perceived need and was published in 1989. TheTechnical Committee on Fire Service Training recognized that there were no standards on afire department program for self-contained breathing apparatus (SCBA) and that the lack ofguidance in areas such as training, maintenance, and SCBAprogram eva

32、luation could causeserious problems for the fire service.At that time it was the hope of the technical committeethat the void had been filled in a practical and reasonable manner.The 1996 revised edition of NFPA1404 was the result of efforts by the technical committeeto update and provide a more use

33、r-friendly document.Afew years after the release of the 1996 edition, the committee appointed a task group toreview the content and make recommendations to the full committee concerning the func-tionality of the document. As a result of that review, the task group suggested a generalupdating of the

34、document.In the same time frame, broad questions regarding other fire service standards resulted inthe need for clarification of some issues of responsibility related to the subject of SCBA inNFPA1404.The Fire Service Training Committee previously included wide coverage of the subject ofSCBAin NFPA1

35、404 because there was a void of coverage elsewhere when NFPA1404 was firstdeveloped.Subsequently,however,theStandardsCouncilreassignedthe“use”ofSCBAtotheFire Service Occupational Safety Committee and NFPA1500, Standard on Fire Department Occu-pational Safety and Health Program.At the same time, the

36、Council assigned“selection, care, andmaintenance” and “respiratory breathing air quality” of SCBAto theTechnical Committee onRespiratory Protection, which was developing NFPA 1852, Standard on Selection, Care, andMaintenance of Open-Circuit Self-Contained Breathing Apparatus (SCBA).The Standards Cou

37、ncil appointed a task group to oversee the separation of these aspectsofSCBAduringthecurrentrevisioncycleforeachaffecteddocument.Asaresult,someSCBAsubject areas previously covered in NFPA1404 were moved to NFPA1500 (e.g., requirementsfor respiratory programs, fit-testing, and use of SCBA) and NFPA 1

38、852 (e.g., selection, care,and maintenance), while NFPA1404 concentrated on respiratory protection training. Due tothese changes, the title of NFPA1404 was changed to Standard for Fire Service Respiratory Protec-tionTraining, and the scope was changed to cover the minimum requirements for the traini

39、ngcomponent of the respiratory protection program found in NFPA1500.Inthe2006edition,thetechnicalcommitteeincludedupdatedinformationonrespiratoryprotection used in training evolutions simulating exposure to weapons of mass destruction.In the 2013 edition, the technical committee has added instructor

40、 and safety officer pro-visions.
