30、l Committee on Respira-tory Protection Equipment (FAE-RPE) and released by the Technical Correlating Committeeon Fire and Emergency Services Protective Clothing and Equipment. It was issued by theStandards Council on November 27, 2012, with an effective date of December 17, 2012, andsupersedes all p

31、revious editions.This edition of NFPA 1852 was approved as an American National Standard on Decem-ber 17, 2012.Origin and Development of NFPA 1852The technical committee was assigned the responsibility of addressing selection, care, andmaintenance issues for open-circuit self-contained breathing app

32、aratus (SCBA). To addressthese issues, the Committee developed NFPA 1852, which is oriented to the users of suchSCBA and their respective organizations.This document was developed for organizations that use SCBA for the respiratory protec-tion of their personnel who engage in emergency operations wi

33、th the goal of reducing thesafety risks and potential health risks associated with poorly maintained, contaminated, ordamaged SCBA.This document was also developed to fulfill the SCBA selection, care, and maintenanceportions of the overall respiratory protection program required by NFPA 1500, Standa

34、rd onFire Department Occupational Safety and Health Program, and applies to all SCBA that are certifiedas compliant with the current and previous editions of NFPA 1981, Standard on Open-CircuitSelf-Contained Breathing Apparatus for Fire and Emergency Services.During the development of this document,

35、 committee member Deputy Chief Robert Kolendaof the Pittsburgh, Pennsylvania Bureau of Fire (PBF) worked tirelessly to develop meaningfulrequirements to assure the safety of fire and emergency services personnel who depend on SCBAfor their respiratory protection and their lives. Chief Kolenda lost h

36、is son, Pittsburgh Fire FighterMarc Kolenda, at a fire, due in part to inadequate protection provided by his SCBA.The first edition, the 2002 edition of NFPA 1852, was acted on by the NFPA membership atits November Association Technical Meeting in Dallas, Texas, on November 13, 2001 andbecame effect

37、ive on January 31, 2002.In the 2008 edition, the second edition of NFPA 1852, the Committee processed a com-plete revision of the document including an overall revision of text for clarity and up-to-dateterminology since the previous edition.Section 1.3 was revised and restructured to include later

38、editions of NFPA 1981 and toclarify to which documents this standard applies. Chapter 2 was revised to include the docu-ments referenced within the mandatory sections of the standard and updated editions ap-proved by the Committee. Section 3.3 was reviewed and revised as necessary to update or addne

39、w definitions according to the project on Fire and Emergency Services Protective Clothingand Equipment glossary.Chapter 4 was completely reviewed for upgrades and modifications to existing text asnecessary. A new Section 4.2 was added to cover the special procedures and notifications forhazards invo

40、lving SCBA. Section 4.4 (formerly Section 4.3), SCBA Compliance Upgradesand Retirement, was revised and reformatted to add new requirements for SCBA purchasedduring the effective periods of the 2000 and 2007 editions of NFPA 1981. In Chapter 5,subsection 5.1.1 was expanded to include selected access

42、y, and the annex material was updated and expanded to provide additional advisory information regardingselection, care, and maintenance issues.The 2008 edition was issued by the NFPA Standards Council with an effective date of December 31, 2007.The 2013 edition of NFPA 1852 has been completely revie

43、wed for updates and changes to the existing text. Thecommittee has processed several proposals and comments, most notably changing the term hazards in Section 4.2 toadverse conditions. Several annex items have been updated to reflect changes in U.S. Department of Transportationterminology, including

44、 a replacement of the term exemptions with special permits. Also, in Annex C the committee hasreplaced “Research and Special Programs Administration (RSPA)” with the current name of that governmentalagency, “Pipeline and Hazardous Material Safety Administration (PHMSA).”18522 SELECTION, CARE, AND MA
