16、intended to establish a minimum level of service and performance in organizations dealing with the moving of office or business equipment, furniture and goods as a service to commercial entities and other organizations.It is separate from, but related to, BS EN 12522-1, BS EN 12522-2, BS EN 14873-1

17、and BS EN 14873-2 covering furniture removal and storage services for private individuals.Distinction is made between the “service” on the one hand (Part 1), and the “provision of the service” on the other hand (Part 2): the service: all the services agreed upon between the service provider and the

18、customer within the framework of the contract; it includes characteristics which allow this said service to be assessed; the provision of the service: all the means engaged by the service provider, which include the personnel, the equipment, the organization and the budget, with a view to carrying o

19、ut the service.The systems of reference constitute a beneficial means of achieving the following objectives: to create a dialogue with customers which is favourable to the profession; to permit customers to identify and compare the services offered by companies in order to benefit from the positive

20、spin-off of fair competition in an open market; to protect customers against provision of services, the characteristics of which may not be in compliance with the standards; to allow the professionals of the trade to conduct their activity with the aid of technical specifications that are clearly de

21、fined by a common understanding.1 ScopeThis PAS specifies requirements for a commercial moving service.It is applicable to all forms of such service whatever the means of transport and handling or the type of property being moved, and whatever the type of customer organization, e.g. office-based, in

23、ce or business equipment, furniture and goods which are subject to the commercial moving contract 2.2 pre-move surveyvisit by a service provider representative to the customers premises to assess the service to be performed and to gather the information required for drawing up the quotation2.3 quota

24、tiondetailed written proposal of the commercial moving service and of the offer price, drawn up and signed by the service provider2.4 commercial moving contractquotation accepted by the customer and supplemented by the customers specification and the job sheet (work instructions and work completion

25、declarations)2.5 job sheet (instructions and work completion declarations)document, drawn up in several copies, which includes instructions relative to the commercial moving service and which allows its follow-upNOTE The job sheet is also known as a job ticket, crew sheet, work order, docket, job in

26、structions, waybill, etc.2.6 packinguse of packing material and other equipment to protect the property from damage during handling and moving operations2.7 handlingcarrying, moving, loading, stowing, transporting, where required, and unloading in accordance with the professional techniques in useNO

30、AS 126-1:20083 The commercial moving service3.1 Initial contact and preliminary information3.1.1 The service provider shall provide their potential customer with the following information:a) the scope of the service providers service;b) the importance of gathering adequate, accurate information to e

31、nable the quotation to be prepared;c) the consequences (including additional costs) of:1) any inaccurate information being provided by the customer, including inadequate valuation of the property and of non-compliance with the conditions set out by the service provider;2) any significant subsequent

32、change to any of the information being provided by the customer.3.1.2 The service provider shall seek to obtain from the customer all information required in order to carry out the service in accordance with the service providers established procedures. This shall include any and all information rel

33、ating to both the collection and delivery addresses, affecting the physical performance of the move.NOTE Obtaining all information required in order to carry out the service in accordance with the service providers established procedures may involve contact with other parties, such as landlord and s

34、tatutory authorities.3.1.3 Except where it is not practicable and/or by agreement with the customer, the service provider shall undertake a preliminary physical survey of the property to be moved.NOTE The preliminary physical survey can be carried out either directly or through another service provi

35、der operating to this PAS.3.2 Professionalism of the personnelCOMMENTARY ON 3.2The service provider should ensure that the professional personnel engaged to provide the service have, in addition to the necessary technical skills, the following qualities: punctuality;courtesy; good presentation; and

36、honesty.All foremen shall be fully acquainted with the general and special conditions of the commercial moving contract. They shall ensure that, according to the contract, the service rendered complies with the specifications agreed upon and that the commercial moving operations are conducted in saf

The equipment shall be clean a

38、nd shall have a tidy appearance.NOTE Attention is drawn to relevant legal requirements for operating and maintaining transport equipment and the associated maintenance of records.3.4 Packing materials3.4.1 The packing materials used shall be adequate to protect their contents (the property) from dam

39、age during packing, loading, moving, unloading and delivery.NOTE The shape, size and strength of the packing material are factors that should be taken into account when selecting packing for property.3.4.2 The packing materials shall be maintained during their service life and the duration of the mo

40、ve.NOTE Maintaining the packing materials qualities and their cleanliness will also help in protecting their contents (the property) from damage.3.5 Additional, optional servicesCOMMENTARY ON 3.5 The service provider can offer additional, optional services as part of the commercial moving service as

41、 follows (this list is not exhaustive):a) pre-move survey;b) loss or damage insurance;c) installation;d) reinforced floor protection;e) preparation of electrical equipment, computers and other electronic equipment for transportation, possibly requiring electrical disconnection and reinstallation by

42、suitably trained and qualified personnel;f) removal of fixtures and fittings;g) packing of non fragile objects;h) packing and unpacking of sequential material, e.g. files, books;i) dismantling of knock down or unit furniture;j) supply of packing materials in advance; k) additional handling operation

43、s within the premises;l) special packing and handling of high value objects;m) special handling of large and/or heavy objects;n) preparation of an itemized packing list; o) “export” type packing;p) clearance and disposal services;q) cleaning of the premises on departure and/or on arrival;r) supply o

45、BSI BSI 2008 5PAS 126-1:2008NOTE The combination of the minimum commercial moving service with the chosen additional, optional services will constitute the “commercial moving service”. Its constituent elements, broken down into three sections should be as follows:1) initial contact, pre-move survey

46、and preparation of the quotation, giving details of services, prices and times required for carrying out the work and any special conditions to be observed. Written acceptance of the quotation then becomes the contract;2) carrying out phase which includes the signing of the job sheet by the customer

47、, packing, handling, transportation and delivery of the property; final inspection and confirmatory signing of the job sheet by the customer. This latter element should provide a means by which the customer may make observations on the performance of the service;3) after sales service to ensure that

48、 the customers reasonable expectations for amicable settlement of any dispute can be met. This may include the involvement of any professional organization of which the service provider or customer may be a member.4 Contractual documents4.1 GeneralThe following contractual documents shall be provide

49、d in the course of the commercial moving service:a) quotation (see 4.2);b) job sheet (see 4.3).4.2 QuotationBefore a commercial moving contract is entered into, the service provider shall provide the customer with a written quotation which shall incorporate:a) the date of drawing up the quotation; b) the contact details of the service provider;c) the customers name and address;d) the contact details for the customers representative(s);e) if known, the planned carrying out period or dates; f) t
