12、(Safety) Regulations 1991 9 The Control of Substances Hazardous to Health Regulations 2002 10 The Management of Health b) of a velocity sufficient to dampen the asbestos without disturbing it. NOTE “Disturbing” refers to both dislodging particles and creating airborne fibres. 3.4 Where wetting equip

13、ment uses mains water pressure to deliver the wetting solution, the water pressure shall be sufficient to achieve delivery of the wetting solution to the asbestos-containing material. The inlet pressure shall be controllable via a pressure-regulating valve. A pressure booster shall be available in c

14、ase the mains water pressure is not adequate to achieve delivery of the wetting solution. 3.5 A wetting solution strainer capable of filtering to a maximum particle diameter of 70 m shall be present to strain the wetting solution before it reaches the point of injection or spray. 3.6 An automatic ti

15、mer may be incorporated which is capable of starting and stopping the flow of wetting solution to the asbestos-containing material at set times. 4 Construction (safety) NOTE 1 For equipment with electrical or moving parts, attention is drawn to The Supply of Machinery (Safety) Regulations 1992 which

16、, in accordance with the “Machinery Directive” (Directive 98/37/EC of the European Parliament and of the Council of 22 June 1998 on the approximation of the laws of the Member States relating to machinery), require machinery to be CE marked. NOTE 2 For equipment without electrical or moving parts, a

17、ttention is drawn to Section 6 of the Health and Safety at Work Act 1974. 5 Failure warning facility The wetting equipment may incorporate a warning facility, which is activated if the wetting equipment fails. 6 Instructions for installation and use 6.1 General guidance documentation on at least the

18、 specifications, intended use and limitations of the wetting equipment shall be provided with each piece of wetting equipment. The specifications shall include: a) information on the electricity supply required and any safety devices required (e.g. earth leakage circuit breakers); NOTE Attention is

19、drawn to The Electrical Equipment (Safety) Regulations 1994. b) the range of water pressure suitable for the inlet; c) recommended liquids or additives for use with the equipment; d) the range of pressures available from the outlet; e) the recommended number of needles that can be used in series and

20、 still maintain a similar flow rate from each needle with regard to 6.1c) above; f) the range of flow rates obtainable from 6.1e) above. 21、ctions for installation, operation and maintenance containing at least the following items a) to k) shall be supplied with each piece of wetting equipment. a) Instructions containing appropriate detail, supplemented by diagrams, to enable the user to correctly install and use the wetting equipment.

22、b) An instruction that the wetting equipment shall be used under the supervision of trained, competent personnel. c) Advice on where needles or spray equipment shall not be used. d) Instructions that, before use, the user shall: 1) make a visual inspection of the wetting equipment to ensure that it

23、is in a serviceable condition and operates correctly, including the safety warning facility, and record confirmation thereof; 2) ensure that the recommendations for use are followed; 3) check the flow of fluid through the needles if a blockage in the needle is suspected; 4) replace the needles if th

24、ey fall outside the rate indicated in Clause 3.2 and Annex A. e) Instructions on personal protective equipment to be worn by operators when using the wetting equipment. f) Advice on hazard prevention during use, e.g. handling of sharp needles, minimizing tripping and slipping hazards. g) Advice on c

25、ontrol of substances hazardous to health pertaining to the wetting agent, if supplied as part of the wetting equipment. h) Maintenance procedures, and advice that such procedures are strictly adhered to with specific instruction on how to: 1) check the flow of fluid through the needles if a blockage

26、 in the needle is suspected; 2) replace the needles if they fall outside the rate indicated in Clause 3.2 and Annex A. NOTE 1 Attention is drawn to The Control of Asbestos at Work Regulations 2002, Regulation 12(1). i) An instruction that the wetting equipment be examined or, where deemed necessary

27、by the manufacturer, serviced at least once every 12 months by a competent person. NOTE 2 Injection equipment should be visually examined before each use. NOTE 3 Attention is drawn to The Control of Asbestos at Work Regulations 2002, Regulations 2, 10 and 12. j) Advice on inspection and test of elec

28、trical equipment. NOTE 4 Attention is drawn to The Electrical Equipment (Safety) Regulations 1994 and the Provision and Use of Work Equipment Regulations 1998. k) Advice on storage of the unit when not in use. 6.3 Each piece of wetting equipment shall be supplied with a printed service record chart

29、that includes the manufacturers recommended servicing intervals. 7 Warning labels Each piece of wetting equipment shall bear a securely attached label containing the following text in black 14-point print font on a yellow coloured background: “WARNING: For use by trained, competent operators only.”

31、t shall be clearly, indelibly and permanently marked, by any suitable method not having a harmful effect on the materials, with the following information: a) the number and date of this Publicly Available Specification, i.e. PAS 60-1:2004 1) ; b) the name or trademark of the manufacturer or their ap

32、pointed agent; c) last two digits of the year of manufacture, e.g. 04 for 2004. d) a unique serial number, the date of previous services and the next due service. 1) Marking PAS 60-1 on or in relation to a product represents a manufacturers declaration of conformity, i.e. a claim by or on behalf of

33、the manufacturer that the product meets the requirements of the specification. The accuracy of the claim is therefore solely the responsibility of the person making the claim. Such a declaration is not to be confused with third party certification of conformity, which may also be desirable. Licensed

35、se 6.1c) can be set at a controlled rate at which asbestos-containing materials can naturally absorb (typically 15 ml to 60 ml per minute) and that the amount being delivered at each needle is similar. A.2 Apparatus A.2.1 1 piece of wetting equipment, to injection units with a line of needles, and a

36、 single isolating in-line valve, between the wetting equipment and needles. A.2.2 1 timer or stopwatch. A.2.3 500 ml cylinders, graduated in 5 ml divisions manufactured in a transparent or translucent material. A.2.4 A bench to stand the cylinders on, which should be placed at eye level. NOTE The nu

37、mber of needles used in a single row (in series) for the test should be based on the manufacturers recommendations as stated in Clause 6.1e). A.3 Reagents The wetting agent shall conform to the definition in Clause 2.4. The wetting solution shall be made in accordance with the manufacturers instruct

38、ions and shall conform to the definition in Clause 2.6. A.4 Pre-test set up A.4.1 Prepare the wetting equipment, wetting solution and wetting agent in accordance with the manufacturers instructions. A.4.2 Place each needle at the top of a graduated cylinder. The rate of flow for the test at each nee

39、dle should be the same and selected at a value of not less than 15 ml and not greater than 60 ml per minute. A.4.3 Prior to the test, individual needles might require flow adjustment to compensate for the pressure differential across the wetting equipment. A.4.4 Once adjustments are complete, and al

40、l needles are delivering a similar volume of wetting solution, close the main isolating valve and empty out the cylinders, replace each needle at the top of its respective cylinder and proceed with the test.
