2、ing a new scanner design. This new design was to replace a weak motor with a stronger one that would have the same operational performance. In doing this, the motor and the drive electronics had to be replaced. The Prime Instrument contractor always subcontracts out the build of the motors, and this

3、 time the decision was made to allow the motor vendor to build the control electronics as well as the motor. The build of the control electronics was a new venue for the motor vendor and made an equitable offer to the Prime for both the motor and the control electronics. The vendor was never able to

4、 produce the control electronics and that activity had to be brought back in-house by the Prime. As a consequence, the modification experienced a significant over-run and substantial delays in the delivery of the units.Lesson(s) Learned: If an offer seems too good to be true, it probably is. By exte

5、nding beyond the core competencies at the subcontractors, major financial and schedule impacts were incurred. In addition, it is imperative that the core competencies be understood at the onset of the procurement activities.Recommendation(s): In any instance where a contractor is doing something for

6、 the first time, significant oversight is needed. Try not to develop new abilities on flight hardware.
