2、 purchase of an indefinite quantity of hardware spread over several years. The hardware was procured for this project using a modified Blanket Purchase Agreement (BPA) which resulted in cost savings to the project, simplified procurement and good service from the vendor. In addition, the BPA set pri
3、ces for the hardware at the beginning of the contract and having this information allowed better planning for material purchases.Lesson(s) Learned: Investigation into procurement sources for the hardware to be purchased revealed that it was on GSA Schedule. Working with NASA procurement our project
4、was able to get a modified BPA in place that gave us: 1. Prices discounted below GSA Schedule prices2. An Indefinite Delivery date/Indefinite Quantity (IDIQ) contract which did not commit NASA to buying any particular amount at any particular time but fixed prices and delivery terms up front.3. Not
5、Separately Priced (NSP) services from the vendor that made them a valuable team player. Examples of NSP services include 3 site visits by knowledgeable engineers employed by the vendor after each purchase to resolve technical issues with purchased hardware; a spreadsheet maintained by the vendor lis
6、ting part number, serial number and warranty data for all items delivered; guaranteed delivery dates for purchased items; and paper and CD ROM copies of all specifications, databooks, users guides, engineering notes and so forth.All of these services were provided “free“, but their cost was included

Another benefit of this contract is that all of the paperwork is done up front. After the initial order is made against the contract, subsequent orders require very m
8、inimal paperwork. In fact, after the first order is made using a standard NASA Purchase Request form, subsequent orders can be done using a simple electronic form sent directly to the procurement office. This resulted in a substantial benefit to the project and a good working relationship with the v
9、endor supplying the products. In addition, this kind of contract could be set up to support logistics after a system becomes operational. Recommendation(s): All projects requiring procurement of more than just a few items should have extensive discussions with NASA Procurement and look for innovativ
10、e ways to procure the things they need. The type of purchase agreement discussed here is one example of the benefits to be found when procurement methods are tailored specifically to the project at hand.
