4、 compromised by abandoning established processes, tools, and standards of performance. The intent was to catch up later, but the bow wave was growing. OSP implementation was impacted by a lack of shelf-ready standards and specifications for human-rated space flight. Additionally, OSP initially chose

Once standards sets are established for future development programs, they need to be organiz
10、ed in a central location, accessible to government and industry alike. Doing so will assist in information transmission, and aide in expediting the acquisition process.
