2、uding Contract Performance Report (CPR) reporting, were included in the Constellation Program (CxP) Extravehicular Activity (EVA) Project prime contract. The Prime operated without a Performance Measurement Baseline (PMB) for a year while under letter contract. Letter contract definitization can tak
3、e months/years to occur, and during that time NASA projects have little insight into contract performance. Additionally, there is a tendency for contractors to delay establishing a PMB, even an interim PMB, prior to contract definitization. Without an interim PMB, it is difficult to determine curren
4、t performance, assess technical, cost or schedule risks/impacts and planning and control by both the prime contractor and the government is diminished. Description of Driving Event: The event driving this lesson learned was a pilot project conducted on the CxP Extravehicular Activity (EVA) Project a
5、s part of the Agencys EVM Capability Project. Lesson(s) Learned: Prime contractors must comply with the EVM System and reporting requirements included in Letter Contract awards and projects should only allow waivers to these requirements due to extreme circumstances. This includes the initialization
6、 of the PMB, submission of the CPR and the Integrated Master Schedule (IMS), and conduct of the Integrated Baseline Review (IBR) to the extent practical within 180 days after award (in accordance with the contract EVM clause). Additionally, Projects should strive for timely contract definitization o
7、f letter contracts so that a comprehensive and reliable PMB can be established, performance measured and evaluated, and better insight is gained into the contractors and the overall Projects ability to meet the technical/cost/schedule objectives. Recommendation(s): Ensure Agency EVM System Descripti
8、on Document (SDD) and best practices clearly discuss application of EVM on prime contracts and major subcontractors to include expectations regarding initializing the PMB and EVM reporting on letter contract awards. Evidence of Recurrence Control Effectiveness: Projects receive EVM reporting from contracts operating under letter contract conditions. Projects are able to assess cost and schedule performance prior

Letter contracts are definitized in accordance with NFS 1843.7005 which refers to FAR 16.603 (Letter contracts definitized within target date of 180 days after date of letter contract or before completion of 40% of the work to be performed, whichever occurs first).
