1、Public Lessons Learned Entry: 4556 Lesson Info: Lesson Number: 4556 Submitting Organization: KSC Submitted by: Jenni Palmer Subject: Program vs. Center Processes Abstract: The Constellation Program spanned many NASA Centers. NPR 1440.6 requires Center Directors to “Ensure implementation of effective

2、 records management programs at their Centers“, which new Programs that reside at the center are expected to follow. However, NPR 1440.6 also levies responsibilities on Program Management to “Ensure execution of NASA records management functions within their respective organizations through the impl

3、ementation of information and records management infrastructure and processes“. This overlap in responsibility was not addressed during Constellation Program formulation, leading to a mature Program with as many record management methodologies as participating centers When the Center has processes i

4、n place to perform the work, Programs executing work at the Center should use the available processes rather than creating redundant processes. Failure to use Center processes results in wasted resources. Description of Driving Event: Programs coming to a Center to execute projects should avoid rein

5、venting processes already in place at the Center. The Constellation Program (CxP) had the Ground Operations Project (GOP) at Kennedy Space Center. CxP invented its own process for business systems documentation in addition to the one the Center already had. This resulted in two different processes f

6、or records management: one for the Center and one for the CxP Business Records Template (BRT). Kennedy Space Center (KSC) is governed by NPR 1441.1D, NASA Records Retention Schedules, and KNPR_1440.6, KSC Records Management which requires a business records listing. The CxP developed a “catalog“ (i.

7、e. access database) with considerable additional attributes to be managed for Program records. This resulted in Projects having two requirements for records identification, which is an additional effort. Lesson(s) Learned: Programs should make use of Center processes where possible. The Agency shoul

8、d establish a uniform process and requirements for records management and other processes. In this case, KSC business records documentation (i.e., Kennedy Documented Processes (KDPs) vs. CxP documentation) was the issue. If the Center already has processes in place to perform the work, use the avail

9、able resources to achieve the work. Recommendation(s): 1. Programs doing business at multiple NASA Centers should utilize the processes already established at the Center, which is especially important to ensure integration and standardization. 2. Use established Agency-wide process for records manag
