A Technical Coordination Meeting (TCM) that is part of a document/data review allows Subject Matter Experts (SMEs) to discuss and vet comments and issues within requirements and documentation. Maintaining a standardized process is also an integral part of the Data Management discipline, e
3、specially during an informal evaluation, when comments are incorporated prior to a formal Change Request. If comments are incorporated without an SMEs input, the data or document may be changed inappropriately during comment incorporation. Description of Driving Event: During the Constellation Progr
4、am, data and document reviews were conducted inconsistently. Multiple document revisions occurred during four separate informal evaluations prior to the comments being dispositioned. This caused confusion for everyone involved in the review and wasted valuable technical resources. Even though the Co
5、nstellation Program had an approved formal Technical Coordination Meeting (TCM) process, how the TCM was conducted varied widely depending on who was managing the review (i.e., virtual TCM, email only, telephone only). It was difficult to give direction to Change Package Engineers and often elicited
6、 complaints from them. Lesson(s) Learned: A well-documented process for both Informal and Formal reviews must be established and followed by all those leading the reviews and these reviews should include Technical Coordination Meetings (TCMs).
