Description of Driving Event: A construction contractor on a NASA project is directed by the Contracting Officer to add scope (additional work) to the project; then the contractor submits their cost proposal for the added work to the Government. This cont
4、ractors proposal is evaluated by the NASA construction management team and if there are differences of opinion, a negotiation is held to clarify scope and imbalances between the parties estimated costs. In the past, NASA/KSC has not typically directed the contractor to use any one type of standardiz
5、ed format when submitting cost data for an authorized change. On smaller projects with few change orders, it has not been a problem to evaluate the change in whatever format the contractor wishes to use, as long as all the pertinent data has been included. In the course of the NASA on-site managemen

The project schedule was also very tight. Turnaround time to get the change orders negotia
7、ted and finalized was critical. Each of the subcontractors working under the prime used a different format. Some change order cost proposals being submitted contained seven or more independently formatted worksheets. Initial change order proposal requests from the contractor were being presented in
8、different formats depending on which subcontractor was preparing the cost information. This made it very difficult for the evaluation team to follow, and much time was spent understanding what information was or wasnt included in the contractors figures. The NASA team dictated the use of a specific
9、Excel format and requisite supporting data. This expedited review and facilitated negotiation. The prime contractor and subcontractors initially resisted but then fully endorsed the usage of standard formatting and suggested it be utilized on all construction change orders. Lesson(s) Learned: A stan
10、dard change order proposal format allowed improved understanding of the scope of the work by both parties and resulted in an expedited and more amicable resolution to the change order negotiation.
