This is a greater risk in cases where a new program is utilizing assets transitioned from a previous Program. Description of Driv
3、ing Event: The Constellation Program did not plan thoroughly for the facilities at the Kennedy Space Center (KSC) needed to accomplish all operations. Some facilities, such as the KSC Flight Crew Equipment (FCE) Laboratory, were not identified as necessary for the Constellation Program, and no other
4、 facility was identified for the processing of Constellation FCE at KSC. Lesson(s) Learned: Clearly map all facilities required to perform all operations to be performed by the program. Map all operations in the Operations Concept to facilities. Recommendation(s): The transfer of existing facilities
