9、 SCOPE:1.1 Scope: This specification covers the requirements for a film-forming liquid hold down fixant. The hold down fixant solution shall consist of compounds as required, to conform to the requirements specified herein. 2. APPLICABLE DOCUMENTS: The following publications, of the issue in effect

17、 of precedence: In the event of a conflict between the text of this specification and the references cited herein, the text of this specification shall take precedence. 3. REQUIREMENTS: 3.1 First article: When specified (see 6.2.1), the contractor shall furnish sample units for first article inspect

18、ion (see 4.3 and 6.3).3.2 Materials: The fixant (see 6.4.1) shall be a water-based mixture conforming to the requirements specified herein. 3.2.1 Toxicity: The fixant shall have no adverse effect on the health of personnel when used for its intended purpose. The fixant shall be certified as safe (se

19、e 4.5).3.2.2 Identification of samples: The first article sample submitted by the contractor shall be identified for the purpose of comparing with material subsequently submitted for acceptance. Within experimental limits, first article and quality conformance inspection samples shall be identical.

21、ition (see 6.4.3) shall be appropriate formulations of acrylic polymers and dilute ammonium hydroxide solution to meet the performance and physical characteristics as specified herein. The use of infra-red spectroscopy (see 4.7.1) shall be used as the criteria for compositional control. The spectra

22、of first article and quality conformance inspection samples shall be identical with respect to the number and location of infra-red absorption peaks. The peak heights shall not vary more than plus or minus 10 percent of that value determined for the first article inspection sample.3.3 Hold down fixa

23、nt characteristics: The hold down fixant shall conform to the chemical and physical requirements shown in table I.TABLE I. 24、nse from IHS-,-,-AMS-F-24610 SAE AMS-F-24610- 5 -3.3.1 Storage: The hold down fixant shall conform to the following requirements after 10 days at 60 degrees Celsius (C) (see 4.7.7).a) Viscosity (see table I).b) pH value (see table I).c) Solubility: as specified (see 3.3.3).d) Transparency: as specif

25、ied (see 3.3.5).e) Surface tension (see table I).f) Elongation (see table I).g) Homogeneity: as specified (see 3.3.8).3.3.2 Fixant performance compatibility: The hold down fixant shall be compatible with:a) Aqueous film-forming foam (AFFF): as specified (see 4.7.8.1).b) Sea water: as specified (see

26、4.7.8.2).3.3.3 Solubility: The film formed by the drying of the hold down fixant shall be insoluble in water up to 45 2C with a pH value between 4.0 and 8.0, when tested, as specified (see 4.7.9).3.3.4 Strippability: The dry hold down fixant film shall be strippable (see 6.4.2) with a 5 percent aque

27、ous solution of trisodium phosphate, when tested as specified (see 4.7.10).3.3.5 Transparency: The dry film of the hold down fixant shall be colorless and transparent when tested as specified (see 4.7.11).3.3.6 AFFF compatibility: The fixant solution shall be compatible with the fire-fighting agent

28、AFFF. There shall be no degrading of AFFF performance, as specified in MIL-F-24385, when fixant is applied over an AFFF foam blanket and tested as specified (see 4.7.12).3.3.7 Bacteria and fungal resistance: The hold down fixant shall resist the growth of bacteria or fungus, when tested as specified

29、 (see 4.7.13).3.3.8 Homogeneity: Products under this specification shall be produced utilizing the proper blending of materials, to provide a mixture of uniform structure and composition throughout, as specified (see 4.7.14).3.3.9 Unit content: The unit content shall be 5 gallons.3.4 Marking: 3.4.1

30、Identification marking shall be in accordance with MIL-STD-130. In addition, the marking on the containers (see 5.3) shall be in black characters against a white background (see 5.1.1.3).3.4.2 Two identical markings shall be applied to containers so that the markings are located diametrically opposi

31、te to each other. The markings shall be applied on the containers, so normal handling will not impair the legibility of the marking. QUALITY ASSURANCE PROVISIONS: 4.1 Responsibility for inspection: Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the cont

33、ract, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections a

34、re deemed necessary to assure supplies and services conform to prescribed requirements.4.2 Classification of inspections: The inspection requirements specified herein are classified as follows:a. First article inspection (see 4.3).b. Quality conformance inspection (see 4.4).c. Examination of filled

35、containers (see 4.6).4.2.1 Inspection conditions: Unless otherwise specified, all first article and quality conformance inspections shall be performed in accordance with the test conditions specified (see 4.5, 4.6, and 4.7).4.3 First article inspection: First article inspections shall consist of tho

37、on containers (15 gallons) from each lot, as specified (see 4.4.1), are required for the first article inspection.4.4 Quality conformance inspection: Quality conformance inspections shall consist of those tests listed in table III.TABLE III. Quality conformance inspections4.4.1 Inspection lot: A lot

38、 shall consist of all hold down fixant manufactured as a mass batch or job lot batch production, to assure required quality levels under large and small lot purchasing.4.4.2 Sampling for examination of filled containers: A random sample of filled containers shall be selected from each lot as specifi

39、ed (see 4.4.1), in accordance with MIL-STD-105 at inspection level I. The acceptable quality level (AQL) of 2.5 percent defective shall be used to verify compliance with all requirements regarding fill, closure, marking, and the requirements specified (see 4.6, 5.1.1.1 and 5.1.1.2).4.4.3 Sampling fo

40、r quality conformance inspection: Three filled 5 gallon containers shall be selected at random from each lot as specified (see 4.4.1) and used as one composite sample for the tests specified (see 4.7). The results of the tests required (see 4.4) shall be submitted to NAVSEA or the designated laborat

41、ory.4.4.4 Quality conformance inspection report: The contractor shall prepare test reports in accordance with the data ordering document included in the contract (see 6.2.2). If the sample tested is found not to be in conformance with any of the quality conformance tests, the lot represented by the

43、nd formulations in accordance with the data ordering document included in the contract (see 6.2.2) to evaluate the safety of the material for the proposed use. Data and formulations shall be referred by the contracting activity to the Bureau of Medicine and Surgery (BUMED), to be certified as safe f

44、or use when requested by BUMED or its agent. 4.6 Examination of filled containers: Each sample filled container shall be examined for defects of construction of the container and the closure, for evidence of leakage, and for unsatisfactory markings. Each filled container shall also be weighed to det

45、ermine the amount of contents. Any container in the sample having one or more defects or less than required fill, shall not be offered for delivery. If the number of defective containers in any sample exceeds the acceptance number for the appropriate sampling plan of MIL-STD-105, there shall be caus

46、e for rejection of the lot represented by the sample.4.7 Test procedures: 4.7.1 Infra-red spectroscopy: 4.7.1.1 Procedure: Cut a 65 millimeters (mm) square of aluminum foil of .08 mm thickness (minimum) having one side mirror bright1/. Wash the square with absolute alcohol, and air dry. The mirror b

47、right side should give a spectrum that differs less than 2 percent transmittance from the standard front surface test mirror, used in the specular reflectance accessory. Apply approximately 1 milliliter (mL) of fixant with an eye dropper in a zig-zag pattern, and produce a uniform layer by means of

48、a 50 mm doctor blade with 0.02 mm gap. The sample thus prepared is allowed to dry overnight and then conditioned at a relative humidity of 50 5 percent at 25 5C for 24 hours. CAUTION: To the extent possible the film thickness should be the same for all samples to insure consistent acceptable results

49、.4.7.1.2 Results: The spectrum of the coated foil is run on an infra-red spectrophotometer equipped with a specular reflectance accessory. The base line of the spectrum should show approximately 90 percent transmittance, and the most intense band should show approximately 10 percent.
