SCOPE AS8049A currently requires adjustable features on aircraft seats to be designed so they can be returned to the positions required for taxi, takeoff and landing by the occupant without the release of the occupant restraints. This ARD will demonstrate Aviation Industry support for revision

8、s to TSO-C39c and TSO-C127a to allow Technical Standard Order (TSO) approval of aircraft seat products designed with adjustable features that require the release of occupant restraints to return the feature to the taxi, takeoff and landing position. 1.1 Purpose This ARD will provide the technical ev

9、aluation and recommendation to FAA Engineering Division AIR-120 from the SAE SEAT Committee for changes to TSO-C127a and TSO-C39c to allow for approval of seats with a conversion feature (e.g., berthable divans, full lie-flat seats, etc.) that require the release of the occupant restraints to return

10、 the seat to the taxi,takeoff and landing position. This ARD will also recommend these same changes be made to the next revision of AS8049.1.2 Applicability This document applies to AS8049A Section 3.2.6. with regard to seats with a conversion feature that require the release of the occupant restrai

11、nts to return the seat to the taxi, takeoff and landing position.1.3 Product Classification This document covers all passenger seats for use in aircraft type-certificated as defined in AS8049A Section 1.3. 2. 16、 20072.3 Definitions ARD: Aerospace Resource Document Berthable Divan: A two, or more, place seat that can convert to a pull out bed when the occupant releases the restraint, and leaves the seat to convert the seating area to a berth. CFR: Code of Federal Regulations Full lie-flat seat: A seat that

17、can only convert to a full lie-flat configuration when the occupant releases the restraint, andleaves the seat to convert the seat to a lie-flat configuration.3. GENERAL DISCUSSION 3.1 TSO C39c References. TSO-C39C was issued 02/13/04. The major change was removal of NAS 809, Type I Transport 9G for

18、ward load and replaced by the minimum performance standard of SAE AS 8049A. However this applies only to Type “A” Transport Category aircraft. Type II (Normal & Utility),Type III (Acrobatic), and Type IV (Rotorcraft) are still covered by TSO-C39b). 3.1.1 Background and timeline: Prior to August 2007

19、, TSO-C39c application was submitted for a First Class Commercial aircraft seat (Part 121 operations). The seat had a feature that required the occupant to leave the seat to convert the seat to a lie flat bed. TSO-C39c was denied. August 2007 An application for TSO-C39c for berthable divan submitted

20、 to Atlanta ACO was forwarded to FAA Aircraft Engineering Division (DC) for comment. TSO-C39c was denied. November 7th, 2007 FAA Aircraft Engineering Division released the FAA Memorandum “Clarification for Seat Adjustable Features per TSO-C39c and TSO-C127(). December 2007: Seat manufacturer applies

21、 to FAA Aircraft Engineering Division (via Atlanta ACO) for deviation to TSO. Deviations must demonstrate an equivalent level of safety to TSO and AS8049A. However this adjustable feature is specifically prohibited by TSO, and TSO was denied. 3.1.2 General Discussion. For Divans or any aircraft seat

22、ing product that received TSO-C39c or TSO C127a approval, each seat design must evaluated to AS8049A para 3.2.6 “Adjustable features (seat swivel, back recline,and stowage of movable tables, armrest, footrests, etc.) shall be designed so that they can be returned by the occupant to the position requ

23、ired for taxi, takeoff, and landing without the release of the occupant restraints. During the May, 2008 and Sept 2008 SAE Technical committee meetings. The FAA and industry representatives agreed that: The text of AS8049A para 3.2.6. was written without the consideration of features found on berthi

24、ng divans, and predated full lie-flat seats. Both berthing divans and commercial lie-flat seats are today being approved by STC (or TC). These are popular features and likely to remain popular with the traveling public. SAE ARD6481 Page 4 of 4 It is not a safety of flight issue, but rather a non-com

25、pliance with TSO issue. Proposed changes to text of Para 3.2.6., resulted in these comments from committee: No change to existing language in para 3.2.6 to ensure that a seat that has a reclining backrest that can be reclined without releasing the restraint must be required to be restored to TTOL po

26、stion without releasing restraint. 4. RECOMMENDED ACTIONS The following two actions are recommended: 1. To address the immediate TSO compliance issues for seats with a conversion feature, submit a request to FAA Engineering Division AIR-120 stating that: a. SAE supports TSO approval for seats with a

27、 conversion feature that require the release of the occupant restraints to return the seat to the taxi, takeoff and landing position.b. SAE recommends TSO-C127a Appendix 1 paragraph 2.1 be revised to include a paragraph 2.1.x. (inserted between paragraphs 2.1.2 and 2.1.3) “For seats with a conversio

28、n feature (e.g., berthable divans, full lie-flat seats, etc.) that require the release of the occupant restraints to return the seat to the taxi, takeoff and landing position, compliance with AS8049A Subsection 3.2.6 is not required with regard to the conversion feature.” c. SAE recommends TSO-C39c

29、paragraph 3.a.(4) be revised to add the following sentence at the end:”For seats with a conversion feature (e.g., berthable divans, full lie-flat seats, etc.) that require the release of the occupant restraints to return the seat to the taxi, takeoff and landing position, compliance with AS8049A Sub

30、section 3.2.6 is not required with regard to the conversion feature.” 2. Change SAE AS8049B Section 3.2.6 at its next revision. Recommended change to text as follows: “Adjustable features (seat swivel, back recline, and stowage of movable tables, armrests, footrests, etc.) shall be designed so that

31、they can be returned by the occupant to the positions required for taxi, takeoff and landing without release of occupant restraints. For seats with a conversion feature (e.g., berthable divans, full lie-flat seats, etc.) that require the release of the occupant restraints to return the seat to the taxi, takeoff and landing position, restraints may be released to use these features to return the seat to the taxi, takeoff and landing configuration.” PREPARED BY THE SAE AIRCRAFT SEAT COMMITTEE
