、tional Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international co-operation on all questions concerning standardization in the electrical and electro

、nic fields. To this end and in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their preparation is entrusted to technical committees;

、 any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International, governmental and non-governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for Stand

、ardization (ISO) in accordance with conditions determined by agreement between the two organizations. 2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international consensus of opinion on the relevant subjects since each technical committee has re

、presentation from all interested IEC National Committees. 3) IEC Publications have the form of recommendations for international use and are accepted by IEC National Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC Publications is accurate,

、IEC cannot be held responsible for the way in which they are used or for any misinterpretation by any end user. 4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications transparently to the maximum extent possible in their national and regional pub

、lications. Any divergence between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter. 5) IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any equipment declared to be in conformity with

、an IEC Publication. 6) All users should ensure that they have the latest edition of this publication. 7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and members of its technical committees and IEC National Committees for any personal

、injury, property damage or other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC Publications. 8) Attention is drawn to the Normative referenc

、es cited in this publication. Use of the referenced publications is indispensable for the correct application of this publication. 9) Attention is drawn to the possibility that some of the elements of this IEC Publication may be the subject of patent rights. IEC shall not be held responsible for ide

、ntifying any or all such patent rights. The main task of IEC technical committees is to prepare International Standards. However, a technical committee may propose the publication of a technical report when it has collected data of a different kind from that which is normally published as an Interna

、tional Standard, for example “state of the art“. IEC 62271-300, which is a technical report, has been prepared by subcommittee 17A: High-voltage switchgear and controlgear, of IEC technical committee 17: Switchgear and controlgear. This technical report cancels and replaces the first edition of IEC/

、TR 61166 and constitutes a technical revision. 31、A/760/DTR 17A/763/RVCFull information on the voting for the approval of this technical report can be found in the report on voting indicated in the above table. This publication has been drafted in accordance with the ISO/IEC Directives, Part 3. A list of all parts of IEC 62271 series, under the gen

The committee has decided that the contents of this publication will remain unchanged until the maintenance result date indicated on the IEC web site under “http:/webstore.iec.ch“ in the data related to the specific

、ROLGEAR Part 300: Seismic qualification of alternating current circuit-breakers 1 Scope and object This technical report applies only to circuit-breakers with their supporting structures which are rigidly connected with the ground, and does not cover the seismic qualification of circuit-breakers in

、metal enclosed switchgear. Where circuit-breakers are not ground mounted, for example in a building, conditions for application are subject to agreement between users and manufacturers. The seismic qualification of the circuit-breakers should take into account any auxiliary and control equipment whi

、ch is mounted on the circuit-breaker structure. If the auxiliary and control equipment is mounted on a separate structure, it may be qualified independently. This technical report is a guide providing procedures to seismically qualify ground mounted circuit-breakers. The seismic qualification of a c

、ircuit-breaker is only performed upon request. This technical report specifies seismic severity levels and gives a choice of methods that can be applied to demonstrate the performance of circuit-breakers for which seismic qualification is required. NOTE In the USA, the evaluation of the seismic qual

、ifications for circuit breakers is conducted in accordance with IEEE 693: IEEE Recommended Practice for Seismic Design of Substations. 2 Normative references The following referenced documents are indispensable for the application of this document. 43、60068-3-3 and IEC 62271-100 apply. 4 Seismic qualification requirements The seismic qualification should demonstrate the circuit-breakers ability to withstand seismic stress and to maintain its specified function, both during and after the seismic event. No failure on the main circuits, the control

、and auxiliary circuit, including the relevant mounting structures, should occur. The equipment should properly operate after the seismic event as defined in 8.3 and 8.4. Analytical methods, experimental methods or a combination of both should be used to perform the seismic qualification If analytica

、l methods are used, sufficient data is required as defined in 7.2; if not, a sample specimen representing the system for the purpose of structure and function should be subjected to a test. This basic experimental data should be used as input for calibration in analytical methods. For complete circu

、it-breakers the analytical method should be considered as a sufficient demonstration for seismic qualification. 5 Preliminary analysis 5.1 Selection of the representative test specimen Due to limitation of the available experimental facilities, the seismic qualification of circuit-breakers may requi

、re the definition and the choice of a different test specimen. The manufacturer should demonstrate that the test specimen represents the whole circuit-breaker for the purpose of structural and functional checks. It is recommended to identify the dynamic behaviour of the circuit-breaker (natural freq

、uencies and damping ratios) through the experimental activities of Annex A. 5.2 Mathematical model of the circuit-breaker On the basis of technical information concerning the design characteristics, a three-dimensional model of the circuit-breaker should be created. Such a model should have sufficie

、nt sensitivity to describe the dynamic behaviour of the circuit-breaker in the frequency range being studied.
