23、 Procedures1The following CIT message procedures apply to CIT message transactions. The mobile station shall possess a 6 bit2value MRNs-p in semi-permanent memory for comparison with the Message Reference Number of incoming Charge3Indication messages. The initial value of this variable shall be 0.42

24、.1 CIT Message Delivery To MS562.1.1 CHARGE INDICATION7The following rules apply to a mobile station upon receiving a Charge Indication message:8 If the Message Reference Number Update IE in the Charge Indication message has a value of 1, the mobile9station shall discard any previous record of the c

25、harge indication functionality including accumulated10charges and set MRNs-p to (Message Reference Number + 1 MODULUS 64) as the Message Reference11Number expected for the next Charge Indication message. In this case, the mobile station shall consider the12accompanying credit/debit amount as valid.1

26、3 If the Message Reference Number Update IE has a value of 0, the mobile station shall compare the Message14Reference Number in the incoming message to the value of MRNs-p. If the values match, the mobile station15shall consider the Charge Indication message as valid and shall set MRNs-p to (MRNs-p

27、+ 1) MODULUS 64. If16the values do not match, the mobile station shall consider the Charge Indication message as not valid.17 If the mobile station determines that the Charge Indication message is valid, it shall use the information in18the IEs in the message to calculate the credit/debit applied to

28、 the mobile station and then send a Charge19Indication Ack message back to the BMI with the value of MRNs-p in the Message Reference Number field20to indicate that the next Charge Indication message is expected to have a Message Reference Number of21MRNs-p. In this case, the ACK/NACK Indicator field

29、 is set to 1 to indicate that this is a positive22acknowledgment.23 If the mobile station determines that the Charge Indication message is not valid, it shall discard the24information in the IEs in the message and then send a Charge Indication Ack message back to the BMI with25the value of MRNs-p in

30、 the Message Reference Number field to indicate that the next Charge Indication26message is expected to have a Message Reference Number of MRNs-p. In this case, the ACK/NACK27Indicator field is set to 0 to indicate that this is a negative acknowledgment.282.2 CIT Message Submission by MS292.2.1 CHAR

31、GE INDICATION ACK30A CHARGE INDICATION ACK message is sent from a mobile station to the BMI after processing the Charge31Indication message.32ANSI/TIA/EIA-136-760-A33 Message Set1This section describes the CIT messages. These messages are transported on the air interface via the layer 3 R-2DATA mess

32、age, more specifically within the R-Data Unit Information Element.3In all messages below, the information element at the top of the tables shall be regarded as the first when delivered to4layer 3. In the information elements the most significant bit (the leftmost bit in the tables) is the first bit

33、when5delivered to layer 3 when sending a CIT message. The information element descriptions are found in Section 4 in6alphabetical order. The following coding rules apply to this section:7 An CIT message shall be padded with trailing 0 (zeros) as necessary to the nearest octet boundary.8 In the inter

34、est of backward compatibility, a received CIT message shall still be accepted if its length exceeds9the maximum length the receiving end is capable of understanding, i.e., the receiving end discards any layer103 information it is incapable of understanding.11 The maximum length of a padded CIT messa

35、ge together with the layer 3 overhead (see TIA/EIA-136-123 and12TIA/EIA-136-133) shall not exceed 255 octets.13 Unless otherwise specified, a particular information element is present only once in a given message.14 Whether an information element is mandatory or optional in a message is identified b

36、y an “M“ or “O“15respectively in the column “Type“ of the table describing a message.16 All the mandatory information elements within a message shall be delivered to layer 3 in the order that they17appear in the table provided for each message.18 The optional information elements shall have a 4-bit

37、Parameter Type code. All optional information that are19included in a message shall be included in ascending order of the Parameter Type code, interpreted as an20unsigned integer.21 The Parameter Type codes are message specific. The Parameter Type codes not used are reserved.22 For each optional inf

38、ormation element within a message, there is a note which specifies when the23information element is to be sent.24 All specified lengths are in bits unless otherwise noted.25 A “*“ symbol in the length column of a message means that the maximum length of the associated26information element is only li
