30、unications Systems Bulletin (TSB) is being promulgated and will be maintained by the TR-8 Private Radio Technical Standards committee, responsible subcommittees, and working groups under the sponsorship of the Telecommunications Industry Association. While not finished, TR-8 believes that an urgent

31、need exists for and that this document accurately portrays a significant amount of information regarding emerging technologies for mission critical broadband communications, especially Project 34. Therefore, TR-8 has chosen to recommend it for publication as a TSB and thereby expedite its expected b

32、enefits to the industry. Generally, the Broadband Data Standards Definition and various elements thereof have been developed by TIA TR-8 to be consistent with the evolving Project 34 Statement of Requirements and the SAFECOM Statement of Requirements for Public Safety Wireless Communications and Int

33、eroperability. This TSB provides an overview of public safety broadband requirements and references to other applicable standards. When the Project 34 Statement of Requirements is completed it might be added to this document as an annex. While all reasonable efforts have been made to ensure the accu

34、racy of this document, it should be understood that significant work remains in fully developing the Project 34 family of standards and bulletins and that this document will be updated as necessary to ensure an accurate representation of Project 34 systems as other implementation requirements become

35、 available. TSB-1065 11 Scope 1.1 General This document provides a framework for interoperable public safety broadband data communications standards. These standards form the basis for a variety of broadband data services suitable for mission-critical Public Safety applications and compatible with t

36、he 4.9 GHz Public Safety band. These standards might potentially be applicable to other broadband spectrum. Standards derived within this framework are based on broadband IEEE 802 protocols. The goals of these standards are to: (1) enable user interoperability including at the air interface level in

37、 accordance with FCC systems authorization and product certification requirements; (2) leverage COTS wireless standards to 4.9GHz; (3) enable interchangeability of public safety equipment from multiple vendors; and (4) leverage the vast body of Internet based network and application protocols for us

38、e in systems based on these standards. These standards will maximize the application of commercial off the shelf (COTS) capabilities and standards in order to enable interoperability among users and interchangeability across vendors providing compatible products. Interchangeability in this context i

39、s an operational definition meaning that equipment from multiple vendors which are designed to TIA-1065 will be able to communicate at the PHY/MAC layer in much the same way that 802.11 Wireless LAN equipment operates (i.e., a public safety entity could buy an AP from one vendor and a client laptop

40、from another and the units could communicate with each other with no special configuration/intervention required). As such, interchangeability enables user interoperability which, in addition, requires interoperability of higher layer protocols, services and applications. Notwithstanding any element

41、s or features mandated by these standards, equipment/software that embodies a compliant PHY/MAC might need to be configured by the customer a priori to enable interoperability. 1.2 Key Concepts As described in Section 4.3, leveraging the IEEE 802 model in this TIA standard defines Layer 1 (Physical)

42、 and Layer 2 (Link LLC and MAC) of the 7-layer OSI model. Through the use of Subnet Layers that reside between Layer 2 and the Network Layer, this framework is suitable for implementing a variety of network architectures. These include: Local Area Wireless Networks, comprised of broadband access poi

43、nts that service client devices within a small geographic area; Wide Area Wireless Networks, comprised of broadband access points or base stations that provide ubiquitous broadband service, including mobility management; Peer-to-peer networks, which include ad-hoc networks and mesh networks; Point-t

44、o-point networks typical of backhaul applications. TSB-1065 21.3 Application and Support This framework also defines Service Application Points for Layer 3 and above. These layers are defined by IETF standards and hence provide support for a wide variety of applications, including TCP/UDP/IP. Other

45、applications utilize SIP and RTP, or even HTTP.
