31、RODUCTIONThis Standard presents a recommended plan for the implementation of Uniform Featuresfor use in the Wireless Radiotelephone Service. Its intent is to describe services andfeatures so that the manner in which a subscriber may place calls using such features andservices may remain reasonably c
32、onsistent from system to system. It is not intended torequire that specific service offerings be required of all service providers.1.1 GeneralThis document describes a subset of wireless features, which have been defined to enablea wireless subscriber to use these features in any system into which t
33、he subscriber roams.To accomplish this, the selected subset consists of features that are more likely to be usedwhen roaming, and also features that are necessary to implement full intersystem operation.1.2 ObjectiveThe purpose of this document is to identify those wireless features, which need to b
34、estandardized in all wireless systems, and to specify operation of those features such that asubscriber could use the feature in any system in a consistent manner.1.3 ScopeThis document outlines standard operational procedures proposed for a number of specificfeatures. The particular features includ
35、ed for such description were selected with thefollowing considerations in mind: The list of features chosen for operational standardization is restricted to thosefeatures that afford the subscriber an acceptable degree of control over commoncall situations. No attempt is made to “standardize” all of
36、 the features that are, maybe, or could be made available in the wireless industry. The objective is to providesubscribers with reasonable comfort and familiarity as they move betweensystems while not infringing on the need of manufacturers and service providersto compete by means of nonstandard off
37、erings. All selected features can be implemented, in their “standard” form by MSCsdesigned to serve smaller markets; i.e., standard procedures should not haveunduly burdensome memory and processing capacity requirements. Individualmanufacturers may offer “enhanced” versions of standard features; how
38、ever, suchenhancements should not surprise the unsuspecting subscriber by deviations fromthe standard. Feature options should provide flexibility of the manufacturers andservice providers offerings. The features selected provide as much home service provider control over thefeature operation as poss
39、ible. This is to allow for competition betweenmanufacturers and service providers, while providing seamless feature operationto the subscribers. The mechanisms for these features should allow other homesystem controlled features to be implemented without sacrificing seamlessness.Copyright Telecommun
