35、9 2 Modifications to TIA-917 4 2.2 Modifications to Section 4, Assumptions The following text modifications to the TIA-917 Assumptions, provides assumptions for priority treatment of WPS calls in the access network: 4 Assumptions The following assumptions were used in the development of this documen

36、t: a. WPS is used only by National Security and Emergency Preparedness (NS/EP) personnel in key leadership positions duly authorized by the National Communications System (NCS) during times of emergency and network congestion. WPS callers may be government or non-government subscribers. The administ

37、rative process for NCSs authorization of NS/EP personnel for WPS is beyond the scope of this document. b. In this document, two independent solutions for WPS are described Wireless Priority Service Center (WPSC)-based and Service Profile-based. The MSC needs to support only one solution for WPS, not

38、 both. In the WPSC-based solution, the WPS User priority level information is stored in the WPSC. In the Service Profilebased solution, the WPS priority level information is stored in the wireless subscribers service profile in the HLR. The HLR provides the WPS User priority level information to the

39、 Serving System during registration or service qualification. For both solutions, the MSs used for making WPS calls are expected to have valid subscriptions with a WPS Provider. c. It is assumed that both the Serving and the Home Systems support the same solution for WPS. The support for WPS when th

40、e Serving and the Home Systems support different solutions for WPS has not been considered. d. Priority treatment for WPS in IOS is specified in WPS_IOS. e. No changes to the call processing functionality in cdma2000 Air Interface Standards are required as WPS is currently supported by signaling on

41、the air-interface. f. For purposes of this document, the MSC is assumed to support the functions of an MSC and BS when communicating with the MS. g. WPS is invoked only when the MSC receives the Origination Message from the Mobile Station (MS) on the access channel. h. WPS is invoked in the access n

42、etwork as specified in WPS_IOS. WPS priority treatment in the access network is needed when the access network is congested. i. The illustrative call flows in this document are based on the assumption that early traffic channel assignment is not performed. j. It is assumed that both Originating and

43、the Serving Systems support WPS to provide WPS treatment for NS/EP Calls that involve more than one wireless system. k. For the purposes of this document, no distinction is made between a cell, which refers to an area of wireless coverage, and a sector, which typically refers to a subarea of a cell.

44、 The sector is a smaller area of wireless coverage as compared to the cell. l. The WPS queue is a collection of all queued NS/EP call requests for radio traffic channels in a cell/sector. The WPS priority level and First-In-First-Out (FIFO) criteria are used for queuing NS/EP call requests in the WP

45、S queue. The WPS queue only allows a specified maximum number of NS/EP call requests in the WPS queue. This document does not address whether the BS or the MSC should support the WPS queue functionality. m. It is assumed that no modifications to existing MSs are required to support

47、 WPS. It is assumed that WPS Users will use MSs that are compliant with TIA/EIA-95- A + TSB-74 and later technologies, which support receiving the CDMA air interface Status Request Message and sending the Status Response Message. WPS Call originations from analog phones or dual-mode mobile phones op

48、erating in analog mode are not considered. NS/EP Calls terminating to analog mobile phones or dual-mode mobile phones operating in analog mode may not receive some of the WPS capabilities (e.g., radio traffic channel queuing) described in this document. n. Communications Assistance for Law Enforceme

49、nt Act (CALEA) is applicable to WPS calls, as per normal calls. o. Some or all of the High Probability of Completion (HPC) Network Capability capabilities standardized in ANSI T1.631 are required for providing priority during set up of a WPS or Government Emergency Telecommunications Service (GETS) (e.g., 710-NCS-GETS) call. The WPS call priority level information may be transported using the ISUP Precedence parameter. p. The wireless network will record usage Call Detail Records (CDRs) for WPS or GETS (e.g., 710-NCS-GETS) calls originating in the wireless network. q. It is assumed t
