3、gerators and FreezersSupersedes prior Certification Requirement Decision dated 2011-03-04DECISION:(For the sake of clarity, the following new text is not underlined)Supplement SBSafety of Smart Enabled Household Refrigerators and FreezersSB1 ScopeSB1.1 These requirements apply to household refrigera

4、tors and freezers intended to receive and respondto communication signals or data relating to power billing rate or demand response.SB1.2 Appliances covered by SB1.1 are commonly identified as “smart” appliances or “smart enabled”and are intended to interact with the “Smart Grid,” as described by th

5、e US Energy Independence andSecurity Act of 2007, or other communications networks not identified as Smart Grid.SB1.3 These requirements do not address the integrity of any output signal or data to the network devicesor interoperability with other devices.SB1.4 These requirements supplement those sp

6、ecified in the Standard for Safety of HouseholdRefrigerators and Freezers, UL 250 and in the Standard for Household and Similar Electrical Appliances,Part 2: Particular Requirements for Refrigerating Appliances, Ice-Cream Appliances and Ice-Makers, UL60335-2-24.SB1.5 These requirements contemplate “

7、smart grid” technology as described by the U.S. EnergyIndependence and Security Act of 2007 that is integral with the appliance or incorporated as an accessory(wired to the appliance or wireless with a corresponding appliance receiver) on the appliance or in thesame occupancy as the appliance.SB1.6

8、These requirements encompass accessory devices to which multiple appliances may communicateand be smart enabled by providing direction for investigation of such devices in addition to therequirements of standards generally applicable to those devices.SB1.7 These requirements do not apply to communic

9、ation network devices that control appliances viasimple power on-off, building wiring devices, panelboard mounted devices or utility meters.SB2 GeneralUL COPYRIGHTED MATERIAL NOT AUTHORIZED FOR FURTHER REPRODUCTION ORDISTRIBUTION WITHOUT PERMISSION FROM ULSB2.1 Controls that respond to external comm

10、unication signals or data shall comply with the constructionand performance requirements of UL 60730-1, Automatic Controls for Household and Similar Use, Part 1:General Requirements, and tested as an operating control utilizing the parameters specified in Table SB1.Exception No. 1: This requirement

11、is not applicable to controls located in extra-low voltage circuits wherethe maximum power available does not exceed 15 W. This does not exempt the control from investigationfor compliance with SB3.1.Exception No. 2: Compliance with UL 244A, Solid-State Controls for Appliances, taking into accountcr

12、iteria comparable to that specified in Table SB1, is considered to fulfill this requirement.Exception No. 3: A communication device that is not integral with the appliance control (e.g. on a separatePWB) and complying with UL 60950-1 (Information Technology Equipment Safety - Part 1: GeneralRequirem

13、ents) is considered to fulfill this requirement.Exception No. 4: If the control also incorporates protective functions, these control functions shall beevaluated to the requirements for protective controls. See SB3.2 and SB3.4.SB2.1.1 For the purposes of application of UL 60730-1, EMC emissions test

14、ing of H23 is not applicableto controls which are integral with the appliance, or incorporated as an accessory (wired or wireless) onthe appliance, or in the same occupancy as the appliance.Table SB1Operating Control ParametersInformation Operating Control RequirementOperating Ambient As specified b

17、e Electric Strength Test of UL 60730-1 (Clause 13.2).SB2.3 When the control enclosure forms part of the overall appliance enclosure, the enclosure materialshall comply with Group 1 or Group 2 requirements of Table 4.3, as appropriate. The enclosure for anextra-low voltage circuit only shall be minim

18、um HB.SB2.4 The separation of communication circuits from power and control circuits shall be evaluated for riskof electric shock in accordance with Clause 4.12.Exception: Compliance with the separation of circuits requirements of UL 60730-1 or UL 60950-1 isconsidered to fulfill this requirement.SB2

19、.5 A communication or display device, such as a router or monitor, provided as an accessory for usewith the appliance, shall comply with UL 60950-1.SB2.5.1 The power supply cord of an external communication device shall comply with this standard orUL 60950-1, except Types SP-2, SPE-2, SPT-2, NISP-2,

21、ata ports on the appliance which are located in extra low voltage circuits.SB2.5.2 If the external communication or display device is grounded via bonding with the applianceenclosure, the bonding requirements of the appliance standard shall be applied.SB2.5.3 Grounding connections for external commu

22、nication or display devices shall be made beforepower connections and shall break only after power connections are broken (“make first, break last”).SB2.5.4 Functional grounding shall not be relied upon for equipment grounding or bonding.NOTE: Functional grounding is grounding of a point in an appli

23、ance or in a system, which is necessary for a purpose other thansafety.SB2.5.5 External communication conductors and cables shall comply with UL 60950-1.SB2.6 Communication conductors and cables within the appliance shall be evaluated as internal wiring inaccordance with this appliance standard.SB2.

24、7 Communication connectors and data ports accessible to the user and service personnel shallcomply with UL 60950-1. Otherwise, communication connectors and data ports shall be evaluated inaccordance with this appliance standard.SB2.7.1 With the exception of communication-on-power-line technology, an

25、 appliance plug, flatiron plug,jumbo appliance plug, motor attachment plug or other conventional power cord connectors (NEMA / IEC)shall not be used for communication circuit connections.SB2.8 Any functionality enabled in response to external communication or data signals shall beconsidered when det

26、ermining normal and abnormal conditions of the appliance.SB3 Functional SafetySB3.1 Controls actuated in response to external communication or data signals shall not introduce ahazardous operating condition or a state that may lead to a hazardous operating condition.SB3.1.1 With respect to Clause SB

27、3.1, the control shall not:a) Render inoperative any protective control or protective control function within the appliance,b) Alter the response or expected performance of hazardous electrical, moving or hot parts touser actuation of controls, movement of doors, covers or lids or contact with exter

28、nal andfunctional surfaces of the appliance.Exception: If the altered response or performance does not introduce a hazardous condition (e.g.a rotating part stops more quickly), this requirement is not applicable.c) Alter the order of appliance control response (e.g. force a protective control to ope

29、rate wherenormally another control would respond) ord) Supersede the response of any protective control.Note: Examples of protective control functions include temperature limiting and interlocking functions.STANDARD NUMBER: UL 250 -3-UL COPYRIGHTED MATERIAL NOT AUTHORIZED FOR FURTHER REPRODUCTION OR

30、DISTRIBUTION WITHOUT PERMISSION FROM ULSB3.2 Compliance with Clause SB3.1 (a), (b), (c), (f), and (g) shall be determined using methodsappropriate for determining the performance and reliability of protective control functions in accordancewith UL 60730-1.Exception No. 1: Compliance with UL 991 (Tes

31、ts for Safety-Related Controls Employing Solid-StateDevices) and, if software is relied upon for protective functions, UL 1998 (Software in ProgrammableComponents), is considered to fulfill this requirement.Exception No. 2: The performance and reliability evaluation is not required if it is obvious

32、from examinationof circuit diagram(s) that the control operates wholly independent of the appliance protective control(s) andtherefore is incapable of adversely affecting their operation.SB3.3 With reference to SB3.2, the following shall be considered when judging the acceptability of theprotective

33、circuit.Application of UL 991 and 1998 Application of UL 60730-1Conduct a failure-mode and effect analysis (FMEA) for the protective circuits and functions identified in Clause SB3A control becoming permanently inoperative and disconnecting power meets the criteria for mitigating the risk.Assumed te

34、mperature ranges are as follows:Indoor Use 0.0 2C (32.0 3,6F) and 40.0 2C (104 3.6F)Outdoor Use 35.0 2C (-31.0 3.6F) and 40.0 2C (104 3.6F)Cycling test duration shall be 14 daysEndurance test duration shall be 100,000 cyclesRadio-frequency electromagnetic field immunity:Immunity to conducted disturb

35、ances When applicable test level 3 shall be usedImmunity to radiated electromagnetic fields field strength of 3 V/m shall be usedFor exposure to humidity, the following conditions shall apply:Indoor Use 21.1 26.7C (70 80F) and minimum 50 percent relative humidityOutdoor Use minimum 98 percent relati

36、ve humidityElectrical fast transient/burst immunity such that a test level 3 shall be used for all equipment other than outdoor useequipment. Test level 4 shall be used for outdoor use equipment.Surge immunity test Test with installation Class 3 used forother than outdoor use protective devices. Cla

37、ss 4 shall beused for protective devices intended for outdoor use.Electrostatic Discharge Test with a Severity Level of 3 havingContact Discharge at 6 kV to accessible metal parts and airdischarge at 8 kV to accessible parts of insulating materialSB4 Resistance to Electro Magnetic Phenomena (Immunit

38、y)SB4.1 The appliance temperature setpoint and protective control functions shall remain operable whensubjected to conducted or radiated emissions from integral communication circuitry of the smart enabledcontrol or any accessory thereof.SB4.2 Compliance with SB4.1 is determined using the communicat

39、ion circuit source(s) adjusted to itsmaximum factory setting(s) in addition to any intermediate settings that are determined to present a riskto the acceptable operation of the protective control function. The protective control function shall betested in accordance with Clauses H.26.4 through H26.1

40、3 of UL 60730-1, as appropriate.Exception: If it is determined that the source within the appliance or its accessory(ies) producesemissions addressed by the standard test conditions of H.26 of UL 60730-1, it is not necessary to repeatthe tests.STANDARD NUMBER: UL 250 -4-UL COPYRIGHTED MATERIAL NOT A

41、UTHORIZED FOR FURTHER REPRODUCTION ORDISTRIBUTION WITHOUT PERMISSION FROM ULSB5 Markings and InstructionsSB5.1 Accessory devices shall be marked with the manufacturers name (or symbol), a part or catalognumber, and electrical ratings. Literature packaged with the accessory shall identify the applian

42、ce(s) forwhich it is intended to be used. Additional literature or markings may be required, as appropriate, whenUL 60730-1 and / or UL 60950-1 requirements are applied.Exception No. 1: Accessories that do not affect compliance of the appliance with SB3 need not identifythe intended appliance(s).Exc

43、eption No. 2: Battery operated devices may be marked with information identifying the appropriatebattery(ies) in lieu of electrical ratings.SB5.2 All electrical and communication cable connections shall be identified for their purpose.SB5.3 Literature packaged with the appliance shall contain inform

44、ation identifying the intended accessorydevice(s). A specific part or catalog number is not required if the manufacturer identifies a “family” ofdevices and limits the identification of devices within that family to those which are investigated incombination with the appliance.Exception: Accessories

45、 that do not affect compliance of the appliance with SB3 need not be identified.SB5.4 User instructions provided with the appliance shall identify accessories, their method of connection,operation and any precautions to be taken in their use.RATIONALE FOR DECISION:This Certification Requirement Deci

46、sion is intended to document the safety requirements for smartenabled refrigerators and freezers. As background, the U.S. Department of Energy (DOE) was chargedunder the Energy Independence and Security Act of 2007 (EISA 2007) with modernizing the electricity gridto improve its reliability and effic

47、iency. The term “smart grid” refers to the modernization of the electricitygrid. EISA 2007 required integration of Smart Appliances that can interact with the Smart Grid. The term“Smart Appliance” refers to a modernization of the electricity usage system of a home appliance so thatit monitors, prote

48、cts, and automatically adjusts its operation to the needs of its owner. The controls ofSmart Appliances may come in several forms, but one of the common features is the ability to receive andreact to communication data relating to power billing rate or demand response. One of the primary safetyconce
