17、 Straenfahrzeugen ist in erster Linie eine Manahme, die eine Gefhrdung von Menschen, Tieren und Sachen verhindern soll. Bei der Beurteilung, ob eine Gefhrdung vorliegt, ge-ngt das Vorhandensein einer abstrakten Gefhrdung. Die zu erwartenden Beanspruchungen auf einem Transport unter blichen Verkehrsb
18、edingungen, z. B. Notbremsung, pltzliches Ausweichmanver, Fahr-bahnunebenheiten sowie eine Kombination der ge-nannten Beanspruchungen, sind durch die Ladungs-sicherung abzudecken.Der Transport von gewickeltem Stahlblech, Grob-blech, paketierten Blechen und Formstahl auf Stra-enfahrzeugen hat im gesa
19、mten Transportaufkom-men einen hohen Stellenwert. Die Richtlinie VDI 2700 Blatt 19 behandelt die Ladungssicherung bei gewickeltem Stahlblech, Grobblech, paketierten Blechen und Formstahl im reinen Straenverkehr. Bei intermodalen Transporten, z. B. im kombinierten Ladungsverkehr mit der Bahn, dem Bin
20、nenschiff oder dem Seeschiff, knnen fr die Ladungssiche-rung andere Regelwerke gelten, die den besonderen Bedingungen dieser Verkehrstrger angemessen und daher entsprechend einzuhalten sind. Gegebenenfalls muss die Ladung beim bergang auf den anderen Verkehrstrger anforderungsgerecht nachgesichert w

In judging whether there is actual endangerment, the existence of a notional en-dangerment will suffice.
25、 Making loads secure must cover the stresses expected on a means of transporta-tion under normal traffic conditions such as occur with emergency braking, sudden avoidance manoeu-vres, unevenness in the road surface as well as a com-bination of these stresses. The transportation of rolled steel sheet
26、, thick plate, strapped steel sheets and structural steel sections on road vehicles forms a very important part of the total volume of transportation. The present guideline, VDI 2700 Part 19, deals with the securing of rolled steel sheet, thick plate, strapped steel sheets and structural steel secti
27、ons during their transportation solely by road vehicles. In the case of a combination of modes of transportation for example, road com-bined with rail, inland waterways, or sea different regulations or codes of practise may apply to securing loads. These will take into account the special condi-tion
28、s applicable to these modes of transportation and must therefore be complied with accordingly. Upon transfer to the other form of carrier, the load may need to be resecured appropriately.The present guideline is based on scientifically sub-stantiated or recognized findings and tests, which also incl
29、ude road trials. 30、 dieser Richtlinie werden Lastkraftwagen mit und ohne Anhnger (beinhaltet auch Sattelkraft-fahrzeuge sowie Spezialfahrzeuge) betrachtet (vgl. DIN 70 010).Diese Richtlinie gilt fr alle oben genannten Fahr-zeuge, die fr den Transport von gewickeltem Stahl-blech, Grobblech, paketierten Blechen und Form
31、stahl eingesetzt werden. Sie ist bestimmt fr Absender, Verlader, Fahrer, Fahrzeughalter und diejenigen, die kraft Gesetz, Verordnung, Vertrag oder anderem Re-gelwerk fr die Ladungssicherung und den sicheren Transport verantwortlich sind. Die Verantwortungs-bereiche leiten sich ab aus den nationalen
32、Vorschrif-ten, den gesetzlichen Bestimmungen sowie aus den entsprechenden Gesetzen und Vorschriften anderer Lnder im grenzberschreitenden Straengterver-kehr. Schienen-, See- und Lufttransport sind aus dem Anwendungsbereich ausgenommen und weiteren Richtlinien oder Normen vorbehalten.Die Vielfalt der
33、 unter diese Richtlinie fallenden Stahlprodukte und die Zusammenstellung der Trans-porte mit einzelnen Produkten sowie die Vielzahl der Ladungssicherungsmglichkeiten und Spezialfahr-zeuge kann nicht umfassend bercksichtigt werden. Nachweisbar mindestens gleichwertige Ladungs-sicherungen knnen ebenso
34、 eingesetzt werden. 2 Anforderungen an das TransportfahrzeugJe nach Ladegut ist ein geeignetes Transportfahrzeug mit entsprechendem Aufbau und Ladungssiche-rungseinrichtungen einzusetzen. Die Transportfahr-zeuge sollen den jeweils geltenden Regeln der Tech-nik entsprechen. Entsprechen die Fahrzeuge
35、hin-sichtlich Festigkeit des Aufbaus nicht dem derzeiti-gen Stand der Technik, ist dies bei den Ladungssiche-rungsmanahmen zu bercksichtigen.Wurden die Aufbauten nach DIN EN 283 bzw. DIN EN 12 642 Code L bzw. Code XL gefertigt, mssen sie den in den Normen aufgefhrten Prfwer-ten entsprechen. Inwiewei
36、t derartige Aufbauten zur Ladungssicherung herangezogen werden knnen, ist vom Hersteller zu bescheinigen.2.1 SteckrungenSteckrungen mssen die vom Fahrzeug- und/oder Aufbauhersteller angegebenen maximalen Belastun-gen, die dauerhaft fr die Ladungssicherung genutzt werden drfen, sicher aufnehmen und i
37、n den Fahr-zeugaufbau einleiten knnen. It is intended for the use of consignors, ship-pers, drivers, vehicle owners, and such persons
39、as the law, ordinances, contracts or other codes of practise make responsible for securing the load and for safe transportation. Their areas of responsibility derive from national regulations, statutory provisions and also from the corresponding legislation and regula-tions in other countries in the
40、 case of international transportation by road. This guideline does not apply to transportation by rail, sea or air, which will be cov-ered by other guidelines or standards. A comprehensive treatment of every case has to be ruled out on account of not only the wide variety of steel products coming un
41、der this guideline and the possible combinations of individual products in a load but also the large number of different load-secur-ing methods and special vehicles. Load-securing methods of demonstrably at least equal efficacy can also be employed.2 Requirements applicable to the vehicleA transport
42、 vehicle must be used which is suitable for the type of cargo being carried; the vehicle must also have the appropriate body and load-securing equip-ment. Transport vehicles must meet the codes of practice applicable in each case. If the strength of a vehicle body does not meet modern standards, thi
43、s should be taken into consideration in the load-secur-ing measures.If vehicle bodies have been manufactured to DIN EN 283 or DIN EN 12 642 Code L or Code XL, they must satisfy the test values listed in these standards. The extent to which vehicle bodies can be used for se-curing loads should be cer
44、tificated by the manufac-turer.2.1 Removable stanchionsRemovable stanchions not only must be capable of safely absorbing the maximum loads specified by the vehicle and/or body manufacturer which are permis-sible in long term utilization for securing loads but also must be capable of transferring the

46、adungssicherung nicht grer als 400 mm sein.2.2 Ausstattung der FahrzeugeLadungssicherungseinrichtungen und Ladungssiche-rungshilfsmittel sind in ausreichender Zahl und ent-sprechend ihren erforderlichen technischen Eigen-schaften auszuwhlen. Steckrungen sind fr den je-weiligen Einsatz bei unterschie
47、dlichen Gtern (Coil, Spaltbnder, Bleche etc.) bestimmungsgem einzu-setzen.Die Anzahl und Dimensionierung der fr den Trans-portauftrag notwendigen Ladungssicherungshilfs-mittel und -einrichtungen (Zurrmittel, Steckrungen, rutschhemmendes Material (RHM) etc.) sollten vor dem Transport zwischen Absende
48、r/Verlader und Frachtfhrer festgelegt werden.RHM ist unter Bercksichtigung der Abmessungen des Ladeguts, der auftretenden Flchenpressung und des Gleit-Reibbeiwerts auszuwhlen. Es ist sicherzu-stellen, dass das Ladegut ber RHM von der Ladefl-che entkoppelt bleibt (Bild 1a). 2.3 Beschaffenheit des Lad
49、ebodensDer gesamte Boden sollte eben, besenrein und frei von z. B. Schnee, Eis, Reif, l und Fett sein (Bild 1b). Sollen Keile zum Einsatz kommen, die in den Ladeboden vernagelt werden, ist die Nagelfhig-keit des Ladebodens sicherzustellen. Eventuelle Lochleisten oder Schienen zur Aufnahme von Keilen, Kltzen usw. mssen mit dem Ladeboden fest ver-bunden sein und eben mit dem Ladeboden abschlie-en.
