25、CTRICIT SRET DE FONCTIONNEMENT Partie 21: Collecte des donnes de sret de fonctionnementdes compteurs partir du terrainAVANT-PROPOS1) La CEI (Commission lectrotechnique Internationale) est une organisation mondiale de normalisationcompose de lensemble des comits lectrotechniques nationaux (Comits nat

26、ionaux de la CEI). La CEI apour objet de favoriser la coopration internationale pour toutes les questions de normalisation dans lesdomaines de llectricit et de llectronique. A cet effet, la CEI, entre autres activits, publie des Normesinternationales. Leur laboration est confie des comits dtudes, au

27、x travaux desquels tout Comit nationalintress par le sujet trait peut participer. Les organisations internationales, gouvernementales et nongouvernementales, en liaison avec la CEI, participent galement aux travaux. La CEI collabore troitementavec lOrganisation Internationale de Normalisation (ISO),

28、 selon des conditions fixes par accord entre lesdeux organisations.2) Les dcisions ou accords officiels de la CEI concernant les questions techniques reprsentent, dans la mesuredu possible, un accord international sur les sujets tudis, tant donn que les Comits nationaux intressssont reprsents dans c

29、haque comit dtudes.3) Les documents produits se prsentent sous la forme de recommandations internationales. Ils sont publiscomme normes, spcifications techniques, rapports techniques ou guides et agrs comme tels par lesComits nationaux.4) Dans le but dencourager lunification internationale, les Comi

37、rotechnical Commission) is a worldwide organization for standardization comprisingall national electrotechnical committees (IEC National Committees). The object of the IEC is to promoteinternational co-operation on all questions concerning standardization in the electrical and electronic fields. Tot

38、his end and in addition to other activities, the IEC publishes International Standards. Their preparation isentrusted to technical committees; any IEC National Committee interested in the subject dealt with mayparticipate in this preparatory work. International, governmental and non-governmental org

39、anizations liaisingwith the IEC also participate in this preparation. The IEC collaborates closely with the InternationalOrganization for Standardization (ISO) in accordance with conditions determined by agreement between thetwo organizations.2) The formal decisions or agreements of the IEC on techn

40、ical matters express, as nearly as possible, aninternational consensus of opinion on the relevant subjects since each technical committee has representationfrom all interested National Committees.3) The documents produced have the form of recommendations for international use and are published in th

41、e formof standards, technical specifications, technical reports or guides and they are accepted by the NationalCommittees in that sense.4) In order to promote international unification, IEC National Committees undertake to apply IEC InternationalStandards transparently to the maximum extent possible

42、 in their national and regional standards. Anydivergence between the IEC Standard and the corresponding national or regional standard shall be clearlyindicated in the latter.5) The IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for anyequipment declared

43、 to be in conformity with one of its standards.6) Attention is drawn to the possibility that some of the elements of this technical report may be the subject ofpatent rights. The IEC shall not be held responsible for identifying any or all such patent rights.The main task of IEC technical committees

44、 is to prepare International Standards. However, atechnical committee may propose the publication of a technical report when it has collecteddata of a different kind from that which is normally published as an International Standard, forexample “state of the art“.Technical reports do not necessarily

45、 have to be reviewed until the data they provide areconsidered to be no longer valid or useful by the maintenance team.IEC 62059-21, which is a technical report, has been prepared by IEC technical committee 13:Equipment for electrical energy measurement and load control.The text of this technical re
