28、le en CEM AVANT-PROPOS 1) La CE1 (Commission Electrotechnique Internationale) est une organisation mondiale de normalisation compose de lensemble des comits lectrotechniques nationaux (Comits nationaux de la CEI). La CE1 a pour objet de favoriser la coopration internationale pour toutes les question

29、s de normalisation dans les domaines de llectricit et de llectronique. A cet effet, la CEI, entre autres activits, publie des Normes internationales. Leur laboration est confie des comits dtudes, aux travaux desquels tout Comit national intress par le sujet peut participer. Les organisations interna

30、tionales, gouvernementales et non gouvernementales, en liaison avec la CEI, participent galement aux travaux. La CE1 collabore troitement avec lOrganisation Internationale de Normalisation (ISO), selon des condition fixes par accord entre les deux organisations. 2) Les dcisions ou accords officiels

31、de la CE1 en ce qui concerne les questions techniques, prpars par des comits dtudes o sont reprsents tous les Comits nationaux sintressant ces questions, expriment dans la plus grande mesure possible un accord international sur les sujets examins. 3) Ces dcisions constituent des recommandations inte

32、rnationales publies sous forme de normes, de rapports techniques ou de guides et agres comme telles par les Comits nationaux. 4) Dans le but dencourager lunification internationale, les Comits nationaux de la CE1 sengagent appliquer de faon transparente, dans toute la mesure du possible, les Normes

33、internationales de la CE1 dans leurs normes nationales et rgionales. Toute divergence entre la norme de la CE1 et la norme nationale ou regionale correspondante doit tre indique en termes clairs dans cette dernire. 5) Lattention est attire sur le fait que certains des lments de la prsente Norme inte

34、rnationale peuvent faire lobjet de droits de proprit intellectuelle ou de droits analogues. 36、es types suivants: type 1, lorsque, en dpit de maints efforts, laccord requis ne peut tre ralis en faveur de la publication dune Norme internationale; type 2, lorsque le sujet en question est encore en cours de dveloppement technique ou lorsque, pour une raison quelconque, la possibilit dun accord p

37、our la publication dune Norme internationale peut tre envisage pour lavenir mais pas dans limmdiat; type 3, lorsquun comit dtudes a runi des donnes de nature diffrente de celles qui sont normalement publies comme Normes internationales, cela pouvant comprendre, par exemple, des informations sur ltat

38、 de la technique. Les rapports techniques de type 1 et 2 font lobjet dun nouvel examen trois ans au plus tard aprs leur publication afin de dcider ventuellement de leur transformation en Normes internationales. Les rapports techniques de type 3 ne doivent pas ncessairement tre rviss avant que les do

39、nnes quils contiennent ne soient plus juges valables ou utiles. 41、ection 4: Immunity to HEMP - Specifications for protective devices against HEMP radiated disturbance - Basic EMC publication FOREWORD 1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC Nation

42、al Committees). The object of the IEC is to promote international cooperation on all questions concerning standardization in the electrical and electronic fields. To this end and in addition to other activities, the IEC publishes International Standards. Their preparation is entrusted to technical c

43、ommittees; any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International, governmental and non-governmental organizations liaising with the IEC also participate in this preparation. The IEC collaborates closely with the International Organiza

44、tion for Standardization (ISO) in accordance with conditions determined by agreement between the two organizations. 2) The formal decisions or agreements of the IEC on technical matters, prepared by technical committees on which all the National Committees having a special interest therein are repre

45、sented, express, as nearly as possible, an international consensus of opinion on the subjects dealt with. 3) They have the form of recommendations for international use published in the form of standards, technical reports or guides and they are accepted by the National Committees in that sense. 4)

46、In order to promote international unification, IEC National Committees undertake to apply IEC International Standards transparently to the maximum extent possible in their national and regional standards. Any divergence between the I EC Standard and the corresponding national or regional standard sh

47、all be clearly indicated in the latter. 5) Attention is drawn to the possibility that some of the elements of this International Standard may be the subject of patent rights. IEC shall not be held responsible for identifying any or all such patent rights. 6) The IEC has not laid down any procedure c

48、oncerning marking as an indication of approval and has no responsibility when an item of equipment is declared to comply with one of its standards. The main task of IEC technical committees is to prepare International Standards. In exceptional circumstances, a technical committee may propose the publication of a technical report of one of the following types: type 1, when the required support cannot be obtained for the publication of an Internati
