24、IDES - DTERMINATION DE LA TENSION DAPPARITION DES DCHARGES PARTIELLES (TADP) - MTHODE DESSAI AVANT-PROPOS La CE1 (Commission Electrotechnique Internationale) est une organisation mondiale de normalisation compose de lensemble des comits lectrotechniques nationaux (Comits nationaux de la CEI). La CE1

25、 a pour objet de favoriser la coopration internationale pour toutes les questions de normalisation dans les domaines de rlectricit et de llectronique. A cet effet, la CEI, entre autres actiis, publie des Normes intemationales. Leur laboration est confie des comits dtudes, aux travaux desquels tout C

26、omit national intress6 par le sujet trait peut participer. Les organisations internationales, gouvernementales et non gouvernementales, en liaison avec la CEI, participent galement aux travaux. La CE1 collabore troitement avec rorganisation Internationale de Normalisation (ISO), selon des conditions

27、 fixes par accord entre les deux organisations. Les dcisions ou accords officiels de la CE1 en ce qui conceme les questions techniques, prpars par les comits dtudes o sont reprsents tous les Comits nationaux sintressanf ces questions, expriment dans la plus grande mesure possible un accord internati

28、onal sur les sujets examins. Ces dcisions constituent des recommandations internationales publies sous forme de normes, de rapports techniques ou de guides et agres comme telles par les Comits nationaux. Dans le but dencourager runification internationale, les comits nationaux de la CE1 sengagent ap

29、pliquer de faon transparente, dans toute la mesure posible, les Normes internationales de la CE1 dans leurs normes nationales et rgionales. Toute divergence entre la norme de la CE1 et la norme nationale ou rgionale correspondante doit tre indique en termes clairs dans cette dernire. La tache princi

30、pale des comits dtudes de la CE1 est dlaborer des Normes internationales. Exceptionnellement, un comit dtudes peut proposer la publication dun rapport technique de lun des types suivants : 0 type 1, lorsque, en dpit de maints efforts, laccord requis ne peut tre ralis en faveur de la publication dune

31、 Norme internationale; 0 type 2, lorsque le sujet en question est encore en cours de dveloppement technique ou lorsque, pour une raison quelconque, la possibilit dun accord pour la publication dune Norme intemationale peut tre envisage pour lavenir mais pas dans limmdiat; 0 type 3, lorsquun comit dt

32、udes a reuni des donnes de nature diffrente de celles qui sont normalement publies comme Normes internationales, cela pouvant comprendre, par exemple, des informations sur ltat de la technique. Les rapports techniques de types 1 et 2 font iobjet dun nouvel examen trois ans au plus tard aprs leur pub

33、lication afin de dcider ventuellement de leur transformation en Normes internationales. Les rapports techniques de type 3 ne devant pas ncessairement tre rviss avant que les donnes quils contiennent ne soient plus juges valables ou utiles. La CE1 1294 rapport technique de type 3 a t tablie par le gr

34、oupe de travail 2 du Comit Technique 15 de la CIGRE la demande du SC 10A de la CE1 aujourdhui dissous. 37、(PDIV) - TEST PROCEDURE FOREWORD 1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National committees). The object of the IEC is to promote international cooperation on all questions concer

38、ning standardization in the electric al and electronic fields. To this end and in addlion to other activities, the IEC publishes International Standards. Their preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with may participate in this pr

39、eparatory work. International, governmental and nongovernmental Organizations liaising with the IEC also participate in this preparation. The IEC collaborates closely with the International Organization for Standardization (ISO) in accordance with conditions determined by agreement between the two o

40、rganizations. 2) The formal decisions or agreements of the IEC on technical matters, prepared by technical committees on which all the National Committees having a special interest therin are represented, express, as nearly as possible, an international consensus of opinion on the subjects dealt wit

41、h. 3) They have the form of recommendations for intemational use published in the form of standards, technical reports or guides and they are accepted by the National Committees in that sense. 4) In order to promote international unifcation, IEC National Committees undertake to apply IEC Internation

42、al Standards transparently to the maximum extent possible in their national and regional standards. Any divergence between the IEC standard and the corresponding national or regional standard shall be clearly indicated in the latter. The main task of IEC technical committees is to prepare Internatio

43、nal Standards. In exceptional circumstances, a technical committee may propose the publication of a technical report of one of the following type : O type 1, when the required support cannot be obtained for the publication of an International Standard, despite repeated efforts; O type 2, when the su

44、bject is still under technical development or where for any other reason there is the future but not immediate possibility of an agreement on an International Standard; O type 3, when a technical committee has collected data of a different kind from that which is normally published as an Internation

45、al Standard, for example “state of the art“. Technical reports of types 1 and 2 are subject to review within three years of publication to decide whether they can be transformed into International Standards. Technical reports of type 3 do not necessarily have to be reviewed until the data they provi

46、de are considered to be no longer valid or useful. IEC 1294 has been prepared by Working Group 2 of CIGRE Technical Committee 15 on request of IEC SC 1 OA presently disbanded.
