、Center. Introduction This introduction is not part of IEEE Std 1675-2008, IEEE Standard for Broadband over Power Line Hardware. Broadband over power line (BPL) equipment and methods comprise communications equipment, signal couplers, and installation methods, related to carrying high-speed data over

、 low- and medium-voltage power lines. Standards for communications equipment powered from low-voltage power lines already exist and include Telcordia GR-487-CORE, Generic Requirements for Electronic Equipment Cabinets B9, and IEC 60950, International Safety Standard for Information Technology Equipm

、ent.a, bThis standard covers signal couplers and installation methods. This standard is a part of a planned IEEE series of BPL standards that cover major aspects of BPL communication technology: safety, electromagnetic compatibility, media, coexistence, interoperability, and education. A power line

、coupler acts as an insulating interface between power lines and communications equipment. Power lines may carry high levels of energy, whether at their nominal operating voltage or through the surges that appear on these lines during lightning strikes, switching transients, or faults. A properly des

、igned and tested coupler minimizes risks associated with coupler installation and usage. Accepted safety criteria and test methods facilitate the use and deployment of BPL. The resulting safety standard will increase the level of confidence between interested parties. It will also be instrumental in

、 guiding the design, installation, and maintenance of BPL equipment and installations. Notice to users Laws and regulations Users of these documents should consult all applicable laws and regulations. Compliance with the provisions of this standard does not imply compliance to any applicable regulat

、ory requirements. Implementers of the standard are responsible for observing or referring to the applicable regulatory requirements. IEEE does not, by the publication of its standards, intend to urge action that is not in compliance with applicable laws, and these documents may not be construed as d

Patents Attention is called to the possibility that implementation of this standard may require use of subject matter covered by patent rights. By publication of this standard, no position is taken with respect to the exist

A patent holder or patent applicant has filed a statement of assurance that it will grant licenses under these rights without compensation or under reasonable rates, with reasonable terms and conditions that are demonstrably free of any

、unfair discrimination to applicants desiring to obtain such licenses. Other Essential Patent Claims may exist for which a statement of assurance has not been received. The IEEE is not responsible for identifying Essential Patent Claims for which a license may be required, for conducting inquiries in

Implementers of the standard are responsible for determining appropriate safety, security,

、 environmental, and health practices or regulatory requirements. This IEEE document is made available for use subject to important notices and legal disclaimers. These notices and disclaimers appear in all publications containing this document and may be found under the heading “Important Notice” or

、 “Important Notices and Disclaimers Concerning IEEE Documents.” They can also be obtained on request from IEEE or viewed at http:/standards.ieee.org/IPR/disclaimers.html. 1. Overview 1.1 Scope The scope of this standard is to provide testing and verification standards for the commonly used hardware,

、 primarily couplers, and enclosures, for broadband over power line (BPL) installations, and provide standard installation methods to enable compliance with applicable codes and standards. This standard does not cover repeater/node hardware, data transmission, protocols, or other aspects of BPL relat

、ed to the internal workings of this technology. 1.2 Purpose The BPL industry in the United States is in its infancy. For this technology to become widespread, standards must be put in place that will enable utilities to quickly develop a BPL program without the tedious task of investigating every po

、ssible hardware solution for safety and usability. A BPL standard will give both the utilities and the BPL industry the ability to confidently pursue a BPL installation. In addition, because of the nature of BPL, non-utility personnel will be working in close proximity to areas that are commonly con

、sidered off-limits to all personnel except for qualified linemen. The purpose of this standard is to provide the boundaries of what is strictly the working area for linemen only in the utility environment, and detail construction practices that enable adherence to applicable codes and standards. 2.
