Asuperscript epsilon () indicates an editorial change since the last revision or reapproval.INTRODUCTIONThe consumer safety specification addresses window fall prevention devices that p

3、rotect againstpotential falls by children age five and under through open windows not designated for emergencyescape or rescue in installations more than 75 ft (23 m) above ground level in multiple family dwellingbuildings since windows at these heights are beyond the reach of rescue ladders current

4、ly in use.Window fall prevention devices currently available include Window Opening Control Devices(WOCDs), window fall prevention screens, and some types of window guards. These devices usedifferent strategies to prevent children from falling through open windows. Window opening controldevices rest

5、rict the size of the open area of the window so that it is too small for a young child to fallthrough. They do this by allowing the window opening to be set at a predetermined position. Windowfall prevention screens and fall prevention window guards provide a barrier to prevent a child fromfalling t

6、hrough an open window. This safety specification is not intended for devices applied towindows installed in one and two family dwellings.A special study3by the U.S. Consumer Product Safety Commission indicates that young childrenare at high risk of death and serious injury from window falls. Childre

7、n age five and younger accountfor a higher percentage of window fall fatalities and injuries.4Security from forced entry is not within the scope of this safety specification and is not the intendedfunction of any of the devices referred to herein. Window fall prevention devices usually differ inpurp

8、ose and application from security/burglar bars. The general purpose of a window fall preventiondevice is to prevent a child age five or younger from falling through an open window. The generalpurpose of a security bar is to prevent unlawful entry through a window. Generally window fallprevention dev

9、ices and security bars are two separate devices. However, a security bar could be usedas a fall prevention device if it meets the requirements of this safety specification.The CPSC has advised caregivers to open windows less than 4 in. when children are present as onemeans to prevent child falls thr

10、ough open windows. The 4-in. dimension is drawn from relatedbuilding codes and standards for openings in guardrail assemblies,5and is universally accepted as theappropriate dimension to prevent a child from passing through balcony or guard railing systems.Window opening control devices provide a mea

11、ns that the window, when opened in an initialoperation, will satisfy the CPSC recommendation to open less than 4 in.6Window Opening Control Devices (WOCDs) are not covered by this safety specification to avoidconfusion with devices under the scope of Specification F2006 for non-emergency escape and

12、rescueopenings versus devices under the scope of Specification F2090 where the devices have releasemechanisms for emergency escape and rescue openings. WOCDs are a term to be used solely fordevices that comply with Specification F2090 in which the devices are releasable for sash operationto allow es

Scope1.1 This safety specification establishes requirements fordevices intended to address the risk of injury and deathassociated

15、 with accidental falls through open windows bychildren five years old and younger.NOTE 1This safety specification is not intended to meet the uniquerequirements of Americans With Disabilities Act (ADA).1.2 This safety specification applies only to window fallprevention devices, window fall preventio

16、n screens, and fallprevention window guards that are to be used on windows thatare not intended for escape (egress) and rescue (ingress).NOTE 2Specification F2090 addresses window fall prevention devices(releasable), including window opening control devices (WOCD(s) forwindows intended for emergency

17、 escape and rescue and any other windownot covered by this safety specification.1.3 This safety specification applies only to devices in-tended to be applied to windows installed at heights of morethan 75 ft7(23 m) above ground level in multiple familydwelling buildings. This safety specification is

18、 not intended toapply to windows below 75 ft (23 m) because all windowsbelow 75 ft (23 m) that are operable could be used as a possiblesecondary means of escape.8NOTE 3Users of this safety specification should consult local authori-ties for other requirements that may apply to the use or installatio

Terminology3.1 Definitions of Terms:3.1.1 aftermarket, adjreferring to a product or device thatis manufactured separately from a window but is intended to beused i

39、est openingportion of the window opening, with a release mechanism thatshall allow the sash to be opened to a larger opening area suchas that required for emergency escape and rescue, and thatautomatically resets when the window sash is fully closed.4. General RequirementsWINDOW FALL PREVENTION SCRE

40、EN AND FALLPREVENTION WINDOW GUARD DEVICES4.1 Window fall prevention screen or fall prevention win-dow guard devices shall be constructed so as to prohibit thefree passage of a 4.0 in. (102 mm) diameter rigid sphere12anywhere in the window opening (as required by applicablecodes for that jurisdictio

41、n), during or after testing as specifiedin 8.1 through 8.3, when the window fall prevention device isinstalled in accordance with the manufacturers instructions.4.2 The distance between window fall prevention screen orfall prevention window guard device structural members orcomponents after all test

42、ing is conducted shall not exceed 4.0in. (102 mm) when a 60 lbf13(267 N) direct force is applied inaccordance with the test method according to 8.2.4.3 Window fall prevention screen or fall prevention win-dow guard devices shall be free of sharp projections and edges.4.4 Window fall prevention scree

43、n or fall prevention win-dow guard devices shall not interfere with the operation,function or performance of the window to applicable standards,and shall not violate light, ventilation, and emergency escapeand rescue requirements of the applicable building code.4.5 Each window fall prevention screen

44、 or fall preventionwindow guard device shall be sold with installation instruc-tions and safety information included in the packaging for eachdevice.4.6 Installation instructions shall include the statement thata copy of the safety information shall be provided to the ownerof the building in which t

45、he device is installed and to theoccupant in the dwelling where the device is installed (or is tobe installed).4.7 Installation instructions and safety information shall beconspicuous.4.8 Installation instructions and safety information shallspecify maximum window opening width and height for whicht

46、he window fall prevention device is intended.4.9 Additional requirements for window fall preventionscreen assemblies used as window fall prevention devices.4.9.1 Window fall prevention screen assemblies designedfor exterior installation shall meet the weathering and durabil-ity requirements of ANSI/

47、SMA 1201-2002: “Specifications forInsect Screens for Windows, Sliding Doors and SwingingDoors.”4.9.2 Attachment of window fall prevention screen assem-blies to window units, framing, or surrounding materials, shallnot interfere with the operation, function or performance of thewindow to applicable s

48、tandards, and shall not violate light,ventilation, and emergency escape and rescue requirements ofthe applicable building code.4.9.3 Window fall prevention screen assemblies used aswindow fall prevention devices shall comply with applicablestandards contained in ANSI/SMA 1201-2002: “Specificationsfo
