11、ative) Forms for proposal for a graphic character repertoire 3ISO/IEC7350:1991(E) BSI 01-2000 iii Foreword ISO (the International Organization for Standardization) and IEC (theInternational Electrotechnical Commission) form the specialized system for worldwide standardization. National bodies that a

12、re members of ISO or IEC participate in the development of International Standards through technical committees established by the respective organization to deal with particular fields of technical activity. ISO and IEC technical committees collaborate in fields of mutual interest. Other internatio

13、nal organizations, governmental and non-governmental, in liaison with ISO and IEC, also take part in the work In the field of information technology, ISO and IEC have established a joint technical committee, ISO/IECJTC1. Draft International Standards adopted by the joint technical committee are circ

14、ulated to national bodies for voting. Publication as an International Standard requires approval by at least75% of the national bodies casting a vote. 15、laces the first edition (ISO7350:1984), which has been technically revised. Annex A forms an integral part of this International Standard. Annex B is for information only.iv blankISO/IEC7350:1991(E) BSI 01-2000 1 1 Scope This International Standard specifies the procedures to be followed in preparin

16、g, publishing, and maintaining a register of graphic character repertoires which are composed entirely of graphic characters from ISO10367. The coded representation of the characters of such repertoires is not prescribed by the entries in the register. The SPACE character is deemed to be available w

17、ith any repertoire. A numeric identifier shall be assigned to each registered repertoire. It is intended to be used as a parameter value of the control function IDENTIFY GRAPHIC SUBREPERTOIRE (IGS) defined in ISO6429. The numeric identifier may also be used in communication protocols and for visual

18、identification by human operators. 2 Normative references The following standards contain provisions which, through reference in this text, constitute provisions of this International Standard. At the time of publication, the editions indicated were valid. All standards are subject to revision, and

19、parties to agreements based on this International Standard are encouraged to investigate the possibility of applying the most recent editions of the standards indicated below. Members of IEC and ISO maintain registers of currently valid International Standards. ISO 6429:1988, Information processing

20、Control functions for 7-bit and 8-bit coded character sets. ISO 6937:1983, Information processing Coded character sets for text communication. ISO/IEC 10367:1991, Information technology Standardized coded graphic character sets for use in 8-bit codes. 3 Definition of a repertoire A repertoire shall

21、consist of graphic characters from ISO/IEC10367 as follows: either: a) the characters of the G0 set, and b) the characters of any number of supplementary sets except that of ISO6937; or: c) the characters of the G0 set, and d) the characters of any number of the supplementary sets chosen from the Ar

22、abic, Cyrillic, Greek, Hebrew or Basic Box Drawings supplementary sets, and e) a subrepertoire of the repertoire associated with the supplementary set of ISO6937, NOTEThe subrepertoires of ISO6937 already registered in accordance with the first edition of ISO7350 are not in accordance with the above

23、 definition. They are retained for reasons of continuity. A repertoire may, after registration, be identified by a single IGS selective parameter value. The character SPACE is deemed to be always available with any repertoire and, therefore, is not to be specified in the tables of repertoires submit

24、ted for registration. The numeric identifier assigned to a repertoire in accordance with this International Standard shall serve as an identification of the repertoire. Apart from such identification, registration shall not affect the status of the repertoire. 4 Registration Authority 1) 4.1 The Reg

25、istration Authority shall maintain a register of graphic character repertoires and of their assigned numeric identifiers. The contents of this register shall be available to ISO/IEC National Bodies and organizations having liaison status with ISO/IEC or with any of their technical committees or sub-

26、committees. 4.2 With regard to the assignment of numeric identifiers to repertoires and of subsequent additions of repertoires to the register, the responsibilities of the Registration Authority shallbe a) to receive from Sponsoring Authorities proposals of graphic repertoires to be assigned numeric

27、 identifiers; b) to ascertain that each proposal complies with clause 3, c) to circulate proposals to the National Bodies ofthe sub-committee concerned with coding for a 3-month period for information and comments; d) to take into account the comments received and where possible to integrate them in

28、 the final documents; e) to assign the next available number to be used as a numeric identifier when the proposal complies with the rules, unless the list of characters in the repertoire is identical to an already registered repertoire in which case the existing numeric identifier shall be assigned;

29、 f) to promulgate to all National Bodies and liaison organizations of ISO/IEC the graphic character repertoires and the numeric identifier that has been assigned to each repertoire; g) to inform the appropriate Sponsoring Authority when a proposal does not comply with the rules. 1) ISO and IEC Counc

30、ils have designated ECMA, the European Computer Manufacturers Association, 114Rue du Rhne, CH-1205 Geneva, Switzerland, to act as Registration Authority.ISO/IEC7350:1991(E) 2 BSI 01-2000 A critical concept in the registration process is that the contents of an individual registration is never change

31、d or deleted once it has been registered (except for editorial errors). This is contrasted with a standard which must be reviewed and/or revised periodically. When a standard is revised that has been used as the basis for a repertoire, the repertoire is not changed in the register. If the Sponsoring

32、 Authority desires recognition of such a revision, a new registration proposal shall be made by following the normal procedures. 4.3 If the set of characters of a proposal is identical with an already registered repertoire, the name of the applicant shall be added in the register on the cover page o

33、f the already registered repertoire. 5 Sponsoring Authorities 5.1 Proposals for registration of repertoires may be made only by the following, which for the purposes of this International Standard are Sponsoring Authorities: a) any ISO/IEC technical committee or sub-committee; b) any group within th

34、e ISO/IEC sub-committee concerned with coding in information processing, appointed by the sub-committee for purposes connected with text communication or the use of repertoires and their numeric identifiers; c) any National Body of ISO/IEC; d) any international organization having liaison status wit

35、h ISO/IEC or with any of their technical committees or sub-committees. 5.2 The responsibilities of the Sponsoring Authorities shall be a) to receive proposals concerning graphic character repertoires from within their respective countries or organizations; b) to make certain that proposals follow th

36、e rules for definitions outlined in clause6; c) to effect such rationalization or coordination of these proposals as they may desire; d) to forward to the Registration Authority those proposals that have their support; e) to make known within their respective countries or organizations the results o

37、f the registration procedure as transmitted to them by the Registration Authority. 5.3 Proposals shall be forwarded to the Registration Authority on Form No.1 or Form No.2, as appropriate, seeAnnex B. 6 Rules for proposals 6.1 Proposals shall adhere to the rules for defining repertoires contained in

38、 clause 3. 6.2 If the proposal is based on an approved standard of an ISO/IEC National Body or of an international organization, the proposal shall include the title of that standard as well as the name of the standards body that approved it and the date of its approval. 6.3 The proposal shall inclu

39、de an indication of the application area, typically the name of a country and/or the name of a natural language. 6.4 More than one repertoire may be registered relating to a natural language, country, or standard. 6.5 If a proposal contains graphic characters from the repertoire of the supplementary

40、 set of ISO6937 see3 c) to 3 e), it shall list these graphic characters using the names they have in the list of Form2 (seeAnnex B). Additional names or descriptions for a character may be included in a separate part of the registration form if they occur in the standard on which the proposal is bas

41、ed. 6.6 The characters pertaining to the repertoire associated with the supplementary set of ISO6937 shall be specified in the same order as in the list of Annex B, so that it is easier to determine if two repertoires are identical. 6.7 A proposal shall not specify coding or any other information no

42、t listed in these rules. 7 Appeal procedures Appeals against decisions of the Registration Authority can be made as follows 7.1 Appeal by a Sponsoring Authority can be made if it disagrees with the Registration Authority on whether the application meets the requirements of clause3. 7.2 If at least f

43、our National Bodies of the sub-committee concerned with coding, object to a forthcoming publication of a registration by the Registration Authority, but solely on the ground that the requirements of clause3 are not met. 7.3 Appeals shall be filed with the Registration Authority by registered mail ei

44、ther within 30 days of reception of the refusal of the Registration Authority; or before the end of the circulation period. 7.4 Appeals shall be submitted by the Registration Authority within30 days after reception in the case of7.1 or at the end of the circulation period in the caseof7.2 to the mem

45、bers of the Advisory Group (seeAnnex A). If the matter cannot be resolved by the Advisory Group, the appeal will be submitted to the P-members of the sub-committee for vote according to3.4.2 of the Directives for the technical work of ISO/IEC Joint Technical Committee1 (JTC1) on Information Technolo

46、gy.ISO/IEC7350:1991(E) BSI 01-2000 3 Annex A (normative) Advisory Group of the Registration Authority (AG) A.1 The sub-committee concerned with coding shall set up an Advisory Group of the Registration Authority of five members. A.2 The Advisory Group shall consist of a representative of the Registr

47、ation Authority and four other members elected by the P-members of the sub-committee. They shall be elected or re-elected at each plenary meeting of the sub-committee. A.3 The task of the Advisory Group shall be as follows: to consider appeals received by the Registration Authority; to act as mediat

48、or between the Registration Authority and the appealing parties; if four-fifths of the members of the Advisory Group consider the appeal justified, the Registration Authority shall yield; when required, to edit documents to be submitted to a vote in accordance with 7.4. Annex B (informative) Forms f

49、or proposal for a graphic character repertoire The following pages show a sample of forms to be used for the submission of a proposal for registration of a graphic character repertoire. The repertoire consists of the characters of the G0 set and of those of the supplementary sets indicated in the above table.
