PD CEN/TR 15339-1:2014 CEN/TR 15339-1:2014 (E) 5 1 Scope This Technical Report specifies and indicates safety requirements of mac

19、hines, machine accessories, and equipment for thermal spraying. The provisions stated in this document are intended for the designer, manufacturer, integrator, and user of thermal spray equipment. Safety requirements of specific and auxiliary components of a thermal spray system will be focused in f

20、urther parts. (For details, see Clause 3). 2 Normative references The following documents, in whole or in part, are normatively referenced in this document and are indispensable for its application. For dated references, only the edition cited applies. For undated references, the latest edition of t

EN ISO 12100:2010, Safety of machinery - General principles for design - Risk assessment and risk reduction (ISO 12100:2010) 3 Legal requirements 3.1 Design and construction of safe machinery for thermal spraying 3.1.1 Procedure to design an

22、d to construct safe machinery for thermal spraying Thermal spray equipment and related safety components shall be placed in the market and put into service only if they satisfy essential health and safety requirements. NOTE The procedure indicated in 3.1.2 and 3.1.3 is a summary and output of direct

23、ives, especially the Machine Directive 2006/42/EC 1 and several European Standards. In every case, the detailed directives and European Standards are valid. 3.1.2 Design and construction following the essential health and safety requirements 3.1.2.1 Risk analysis The manufacturer is under an obligat

24、ion to assess the hazards in order to identify all those applying to his machine; he shall then consequently design, construct and produce the machinery taking his assessment into account. The representation of the iterative method for the risk reduction process is schematically shown in Figure 1. P

26、ted in Machine Directive 2006/42/EC 1 are mandatory. However, taking into account the state of the art, it may not be possible to meet the objectives set by them. In this case, the thermal spray equipment shall be designed and constructed as far as possible with the purpose of approaching those obje

27、ctives. 3.1.2.3 Principles of safety integration Machinery must be designed and produced in a way so that it is fit for its function, and can be operated, adjusted, and maintained without putting persons at risk when these operations are carried out under the conditions foreseen but also taking into

28、 account any reasonable foreseeable misuse thereof. The aim of measures taken shall be to eliminate any risk of accident throughout the foreseeable lifetime of the equipment, including the phases of transport, installation and commissioning, teaching, programming and process change over, normal oper

29、ation, malfunction and trouble shooting, dismantling and disposal, even where risks of accident or operational safety arise from foreseeable misuse. In selecting the most appropriate methods, the manufacturer shall apply the following principles in the order given: a) eliminate or reduce risks as fa

30、r as possible (inherently safe machinery design and construction); b) take the necessary protection measures in relation to risks that cannot be eliminated; c) inform users of the residual risks due to any shortcomings of the protection measures adopted, indicate whether any particular training is r

31、equired and specify any need to provide personal protective equipment. When designing and producing the thermal spray equipment, and when drafting the instructions, the manufacturer shall envisage not only the normal use of the machinery but also uses which could reasonably be expected. The thermal

32、spray equipment shall be designed to prevent abnormal use if such use would engender a risk. The instructions shall draw the users attention to operating conditions in which the thermal spray equipment should not be used. Under the intended conditions of use, the discomfort, fatigue and psychologica

33、l stress faced by the operator shall be reduced to the minimum possible taking ergonomic principles into account. When designing and producing thermal spray equipment, the manufacturer shall take account of the constraints to which the operator is subjected to as a result of the necessary or foresee

34、able use of personal protective equipment (such as footwear, gloves, etc.). Thermal spray equipment shall be supplied with all the essential special equipment and accessories to enable it to be adjusted, maintained and used without risk. 3.1.3 Technical documentation construction file The manufactur

35、er, or his authorized representative in the Community, shall have ensured and be able to guarantee that the documentation listed below is and will remain available on his premises for any inspection purposes: a general description of the machinery (layout, overview) together with drawings of the con

36、trol circuits; full detailed drawings, accompanied by any calculation notes, test results, certifications, etc., required to check the conformity of the machinery with the essential health and safety requirements; PD CEN/TR 15339-1:2014 CEN/TR 15339-1:2014 (E) 8 the documentation on risk assessment

37、including a list of: the essential health and safety requirements which apply to the machinery; standards and other technical specifications used when the machinery was designed; a description of methods adopted to eliminate hazards presented by the machinery; if he so desires, any technical report

38、or certificate obtained from a competent body or laboratory; if he declares conformity with a harmonized standard which provides therefore, any technical report giving the results of tests carried out at his choice either by himself or by a competent body or laboratory; a copy of the instructions fo

39、r the machinery including EC declaration of conformity. The listed construction file shall be retained and kept available for the competent national authorities for at least 10 years following the date of manufacture of the machinery or of the last unit produced, in the case of series manufacture. T

40、he construction file shall be drawn up in one of the official languages of the Communities. 3.2 Procedure or market placement and putting into service of thermal spraying equipment 3.2.1 Instructions The instructions for thermal spray equipment, including the relevant documentation for putting into

41、service, operation, trouble shooting, and maintenance, should be issued in the language as defined in Directive 2006/42/EC. 3.2.2 Declaration of conformity For the placing on the market and putting into service of thermal spray equipment, an “EC declaration of conformity” is required for each indivi

42、dual component. NOTE 1 See Directive 2006/42/EC 1, Annex II.A. For the placing on the market of a thermal spray equipment that is intended to be incorporated into a thermal spray system or to be assembled with other machinery to constitute machinery covered by Directive 2006/42/EC 1, at least a “Dec

43、laration of incorporation” is required. NOTE 2 See Directive 2006/42/EC 1, Annex II.B. The declaration shall be drawn up in the same language as the original instructions. The words “Original instructions” shall appear on the language version/s verified by the manufacturer or his authorized represen

44、tative. It shall be accompanied by a translation in one of the official languages of the country in which the machinery is to be used. The translated document shall bear the words “Translation of the original document”. The procedures on how to place machinery on the market and how to put it into se

45、rvice, as well as the related responsibilities, are shown in Figure 2. 46、ective 2006/42/EC 1, Annex II.A. This document declares that design and construction of the machinery (complete thermal spray installation) followed the essential health and safety requirements. 3.2.3 Marking All machinery shall be marked legibly and indelibly according to EN 61310-2. NOTE See Direc

47、tive 2006/42/EC 1, Annex III. 3.3 Operation / Maintenance The manufacturers documentation should be made available to the operators, and formal instructions on the material contained in the manuals should be given, including operating conditions in which the thermal spray equipment should not be use

48、d. All safety recommendations stated in the manufacturers documentation should be followed. Only those who have been thoroughly trained and shown themselves competent should be permitted to operate thermal spraying equipment. The more complicated the equipment, the more extensive is the training req

49、uired before it is reasonable to leave the operator to work without supervision. EN ISO 14918 is primarily concerned with the quality of the coatings produced, and has relatively little on the subject of safety. 3.4 Modifications Modifications to thermal spray equipment should only be performed either by the manufacturer, or by a competent person authorized by the manufacturer. They shall not invalidate equipment certification and safety integrity levels. Consideration should be given to e
