12、interpretations with regard to the understanding of clauses in EN 14766:2005. The replies concern those requests which have resulted in an interpretation, or a decision that no action is required as the standard is sufficiently clear. An interpretation does not have the same status as the text of th
13、e standard, nor can it overrule the text of the standard. However, following an interpretation should give assurance that the relevant clause of the standard has been correctly applied. An interpretation shall only be regarded as a clarification of the meaning of the standard. Requests for interpret
14、ation Requests for interpretations may be submitted by a CEN member body through its national committee or by a CEN/TC 333 liaison (but not directly by an individual or a company) in accordance with the interpretation protocols agreed by CEN/TC 333 and resumed in Doc. CEN/TC 333 N 182. The requests
15、are then channelled to the relevant TC 333 working party which will deal with the request. A request for an interpretation may lead to: a) An interpretation of the standard This should reflect a reasonable interpretation of how the standard should be used, taking into account: 1) the wording of the
16、standard; 2) the rationale of the standard; 3) the history of the standard. b) A no action decision This is applicable when it is agreed that the standard appropriately specifies how a cycle or a component shall be assessed. c) A proposal for an amendment of the standard This is applicable when it i
17、s agreed that the standard is deficient in some way. NOTE The interpretations and no-action decisions are published in this Technical Report, which will be updated on a regular basis. Proposals for amendments will be progressed as new work item proposals in accordance with CEN rules. Answers to requ

PD CEN/TR 16043:2010 CEN/TR 16043:2010 (E) 6 1 Scope The purpose of this Technical Report is to provide replies to requests for interpretations of EN 14766:2005, Mountain-bicycles Safety requirements and test me
21、thods. 2 Agreed interpretations and no action decisions 2.1 Clause 4.3.1 Security of screws (interpretation) Question According to the text, locking devices are required for the following: suspension system; generator attachment; brake-mechanism to frame, fork or handlebar; mud-guards to frame or fo
22、rk; saddle to seat-pillar (except in EN 14765). The requirement does not apply to: handlebar to handlebar stem; seat pillar to frame; luggage carrier to frame or fork. What is a locking device (thread locking compound)? Interpretation The locking devices mentioned as examples in the standard shall n
23、ot be considered to be an exhaustive list. Also other means of locking devices can be acceptable provided that they do not unintentionally become unlocked. NOTE 1 Thread locking compound was discussed and considered as acceptable for locking of e.g. levers to handlebars. NOTE 2 This decision is also
24、 applicable to the corresponding clauses in the Technical Reports related to EN 14764, EN 14765 and EN 14781. REQ 004-10-2007 (Sweden) 2.2 Clause 4.6.4 Brake-block security test (no action) Question During the test the wheel will lock and the tyre will slip on the surface. A brake that does not fulf
25、il this requirement will not fulfil the ordinary brake-performance test. The test can be carried out as follows: PD CEN/TR 16043:2010 CEN/TR 16043:2010 (E) 7 apply the brakes according to the standard; rotate the wheel by hand forward and rearwards five times. Is the test meaningful? Should the test
26、ing procedure be revised? Reply The test mainly aims at checking if the brake-pad can be released when the bicycle is moved backwards with the brakes applied. This situation will not occur during the other brake tests. The test shall remain. REQ 005-10-2007 (Sweden) Question Can brake pad security t
27、est be performed on a brake test machine? Is it acceptable if the wheel skids? Reply Test machine can be used. The wheel is permitted to skid. See also reply to REQ 005-10-2007 (Sweden). NOTE This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 14764,
28、EN 14765 and EN 14781. REQ 026-10-2007 (Germany), REQ 033-10-2007 (Germany) 2.3 Clause 4.6.7.5.2.6 and 4.6.7.5.2.7 Dry and wet brake performance (no action) Question What clamping force is required for machine testing? 4.6.7.5.2.6 says that sufficient force must be applied to prevent skidding. Then
29、the test should stop if a lever force of 180 N is reached, or a braking force of 700 N but the test can be stopped if the wheel locks up (4.6.7.5.2.7 III a). Is there a difference in requirements between wet and dry? It is often difficult to prevent wheel skidding at high lever forces during wet tes
30、ting (requires a very large clamping force). Reply There is no limit to the force. It can be increased to prevent skidding. NOTE This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 14764 and EN 14781. REQ 032-10-2007 (Germany) 2.4 Clause 4.7.2 Handleb
31、ar plugs (interpretation) Question Handlebar grips are no problem to test. For plugs it is difficult to apply 70 N without coming into contact with the handlebar. Should it be permitted e.g. to drill a hole in the plug? PD CEN/TR 16043:2010 CEN/TR 16043:2010 (E) 8 Interpretation Yes. NOTE This decis
32、ion is also applicable to the corresponding clauses in the Technical Reports related to EN 14764 and EN 14781. REQ 008-10-2007 (Sweden) 2.5 Clause 4.7.6.4.2 Test method (no action) Question When the handlebar is fitted with bar-ends, the tests in 4.7.6.4.2 and 4.7.6.6.2 are similar. We suggest to ke
33、ep only one. Proposed answer There is only one case: apply a torque of 60 Nm (80 Nm in MTB). Reply There are two tests and they are different. There is no repetition. NOTE This decision is also applicable to the corresponding clause in the Technical Report related to EN 14764. REQ 067-10-2007 (Franc
34、e) 2.6 Clause 4.10.3.1 Requirement (no action) Question The standard EN 14766 only specifies: “apply a static force of 370 N at one point on the rim“. On the contrary EN 14781 states: “once at one spoke and once between two spokes“. We suggest to use the method mentioned in EN 14781 for all types of
35、 bicycles. Reply Standard is clear: the load is applied once at each location mentioned (once on the spoke and once between two consecutive spokes). The load is applied on the sprocket side. NOTE This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 147
36、64, EN 14765 and EN 14781. REQ 051-10-2007 (France) 2.7 Clause 4.10.5.2 Quick-release devices (interpretation) Question The Note “It is recommended that it be possible“ is sometimes in the wheel retention clause and sometimes in the quick-release clause. In both cases the note is difficult to unders
37、tand in relation to the text in clauses. PD CEN/TR 16043:2010 CEN/TR 16043:2010 (E) 9 Interpretation The present text is correct. The requirement applies to cases where secondary devices are not present. If they are present, the recommendation is that the same requirement is applied. NOTE This decis
38、ion is also applicable to the corresponding clauses in the Technical Reports related to EN 14764 and EN 14781. REQ 016-10-2007 (Sweden) 2.8 Clause 4.12.3 Stage 2: Test method Radial force (interpretation) Question According to 4.12.3 of EN 14764:2005 and EN 14766 (Mudguards Stage 2: Test method radi
39、al force), the force shall be applied 20 mm from the free end of the mudguard. Many mudguards will have a rubber “mud flap“ attached to the free end of the mudguard. Where shall the force be applied if such a flap is mounted? Interpretation Mudguards: the force shall be applied 20 mm from the end of
40、 the actual mudguard (not taking the flap into consideration). However, any mud-flap shall be mounted during the test. NOTE This decision is also applicable to the corresponding clause in the Technical Report related to EN 14764. REQ 072-05-2008 (Sweden) 2.9 Clause 4.14.7.1 General (no action) Quest
41、ion In the EN 14766 the following note is missing which is in the standard EN 14764: NOTE If a seat-pillar survives the test described in 4. 14.6.3 with the test force applied 70 mm or more behind the centre of the clamp, there is no need to conduct this test. Reply This note is in EN 14764 because
42、the forces in both tests 4.14.7.1 and 4.14.6.3 are the same. This is not the case in EN 14766 and therefore it is correct, that this note is not in EN 14766.
