12、to requests for interpretations with regard to the understanding of clauses in EN 14781:2005. The replies concern those requests which have resulted in an interpretation, or a decision that no action is required as the standard is sufficiently clear. An interpretation does not have the same status a

13、s the text of the standard, nor can it overrule the text of the standard. However, following an interpretation should give assurance that the relevant clause of the standard has been correctly applied. An interpretation shall only be regarded as a clarification of the meaning of the standard. Reques

14、ts for interpretation Requests for interpretations may be submitted by a CEN member body through its national committee or by a CEN/TC 333 liaison (but not directly by an individual or a company) in accordance with the interpretation protocols agreed by CEN/TC 333 and resumed in Doc. CEN/TC 333 N 18

15、2. The requests are then channelled to the relevant TC 333 working party which will deal with the request. A request for an interpretation may lead to: a) An interpretation of the standard This should reflect a reasonable interpretation of how the standard should be used, taking into account: 1) the

16、 wording of the standard; 2) the rationale of the standard; 3) the history of the standard. b) A no action decision This is applicable when it is agreed that the standard appropriately specifies how a cycle or a component shall be assessed. c) A proposal for an amendment of the standard This is appl

17、icable when it is agreed that the standard is deficient in some way. NOTE The interpretations and no-action decisions are published in this Technical Report, which will be updated on a regular basis. Proposals for amendments will be progressed as new work item proposals in accordance with CEN rules.

21、o provide replies to requests for interpretations of EN 14781:2005, Racing bicycles Safety requirements and test methods. 2 Agreed interpretations and no action decisions 2.1 Clause 4.3.1 Security of screws (interpretation) Question According to the text, locking devices are required for the followi

22、ng: suspension system; generator attachment; brake-mechanism to frame, fork or handlebar; mud-guards to frame or fork; saddle to seat-pillar (except in EN 14765). The requirement does not apply to: handlebar to handlebar stem; seat pillar to frame; luggage carrier to frame or fork. What is a locking

23、 device (thread locking compound)? Interpretation The locking devices mentioned as examples in the standard shall not be considered to be an exhaustive list. Also other means of locking devices can be acceptable provided that they do not unintentionally become unlocked. NOTE 1 Thread locking compoun

24、d was discussed and considered as acceptable for locking of e.g. levers to handlebars. NOTE 2 This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 14764, EN 14765 and EN 14766. REQ 004-10-2007 (Sweden) 2.2 Clause 4.6.4 Brake-block security test (no act

25、ion) Question During the test the wheel will lock and the tyre will slip on the surface. A brake that does not fulfil this requirement will not fulfil the ordinary brake-performance test. The test can be carried out as follows: PD CEN/TR 16044:2010 CEN/TR 16044:2010 (E) 7 apply the brakes according

26、to the standard; rotate the wheel by hand forward and rearwards five times. Is the test meaningful? Should the testing procedure be revised? Reply The test mainly aims at checking if the brake-pad can be released when the bicycle is moved backwards with the brakes applied. This situation will not oc

27、cur during the other brake tests. The test shall remain. NOTE This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 14764, EN 14765 and EN 14766. REQ 005-10-2007 (Sweden) 2.3 Clauses 4.6.7.5.2.6 and 4.6.7.5.2.7 Dry and wet brake performance (no action)

28、Question What clamping force is required for machine testing? 4.6.7.5.2.6 says that sufficient force must be applied to prevent skidding. Then the test should stop if a lever force of 180 N is reached, or a braking force of 700 N but the test can be stopped if the wheel locks up (4.6.7.5.2.7 III a).

29、 Is there a difference in requirements between wet and dry? It is often difficult to prevent wheel skidding at high lever forces during wet testing (requires a very large clamping force). Reply There is no limit to the force. It can be increased to prevent skidding. NOTE This decision is also applic

30、able to the corresponding clauses in the Technical Reports related to EN 14764 and EN 14766. REQ 032-10-2007 (Germany) 2.4 Clause 4.7.2 Handlebar plugs (interpretation) Question Handlebar grips are no problem to test. For plugs it is difficult to apply 70 N without coming into contact with the handl

31、ebar. Should it be permitted e.g. to drill a hole in the plug? Interpretation Yes. NOTE This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 14764 and EN 14766. 32、Test method (interpretation) Question In this test procedure it is to apply a vertical force of 1 000 N. But there is no requirement for maintaining of the force. Proposed answer Maintain the force for 1 min. Interpretation Force to be applied for 1 min. REQ 071-04-2008 (Germany) 2.6 Clause 4.8.x Fr

33、ame Fatigue test with a vertical force (no action) Question These clauses specify a bicycle frame fatigue test to be carried out by applying a vertical force at the seat pin with the rear drop-outs secure and a suitable roller at the front axle. This test is not specified in EN 14781 although all th

34、e other tests applied to the frame are present. Could you confirm whether this is intentional or is it an error. Reply This is intentional. The test is only applicable decision for certain shapes of frames in EN 14764 and EN 14766. REQ 003-11-2006 (UK) 2.7 Clause 4.10.3.1 Requirement (no action) Que

35、stion The standard EN 14766 only specifies: “apply a static force of 370 N at one point on the rim“. On the contrary EN 14781 states: “once at one spoke and once between two spokes“. We suggest to use the method mentioned in EN 14781 for all types of bicycles. Reply Standard is clear: the load is ap

36、plied once at each location mentioned (once on the spoke and once between two consecutive spokes). The load is applied on the sprocket side. NOTE This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 14764, EN 14765 and EN 14766. REQ 051-10-2007 (France

37、) PD CEN/TR 16044:2010 CEN/TR 16044:2010 (E) 9 2.8 Clause 4.10.3.2 Test method (no action) Question There are some points in this test method which are not clear: Have the load been applied once or twice? At which places of the wheel do the loads have to be applied? Do the loads have to be applied o

38、n one side of the wheel or on both? Reply The standard is clear. The load of 250 N has to be applied two times. Once at one spoke and once between two spokes. In case of a rear wheel the load has to be applied at the sprocket side of the wheel. REQ 020-10-2007 (Germany) 2.9 Clause 4.10.4.4 Wheel ret

39、ention (interpretation) Question The Note “It is recommended that it be possible“ is sometimes in the wheel retention clause and sometimes in the quick-release clause. In both cases the note is difficult to understand in relation to the text in clauses. Interpretation The present text is correct. Th

40、e requirement applies to cases where secondary devices are not present. If they are present, the recommendation is that the same requirement is applied. NOTE This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 14764 and EN 14766. REQ 016-10-2007 (Swed

41、en) 2.10 Clause 4.13.7.3 Requirement for stage 2 (no action) Question Should the stage 2 fatigue test of the seat-pillar be done with or without a saddle clamp system? Reply In the test method 4.13.7.4 it is clearly mentioned that a repeated, rearward force of 900 N shall be applied perpendicular to

42、 the main axis of the seat pillar. For a straight pillar, the force shall be applied through the centre of the saddle clamp (see Figure 45a), and for a pillar with a horizontal extension, the force shall be applied through the intersection of the axis of the main tube and the extension (see Figure 4

43、5b) and c). NOTE This decision is also applicable to the corresponding clause in the Technical Report related to EN 14766.
