2、agencies. 1. SCOPE. This commercial item description covers the general requirements for a diesel engine driven, fiont wheel drive, rear wheel steer, pneumatic tired, 8,000 pound at 24 inch load-center capacity, forklift truck. One Cascade, model CRBC-50-28,360 degree rotating broke clamp (or equiva
3、lent) and one Cascade, model 50D-BC-74B. 360 degree rotating bale clamp (or equivalent) shall be hished with the forklift. The truck will be used in the recycling center for picking up, and turning upside down, large holding bins and for picking up cardboard and other recyclable material. 2. SALIENT
4、 CHARACTERISTICS: 2.1 Safety. The forklift shall comply with ANSI B56.1, and OSHA standards in effect at the time of manufacture. A seatbelt conforming to SAE 5386, and restraint devices designed to ensure the operators upper body remains entirely within the protection of the overhead guard in the e
5、vent of tip-over shall be provided. Unless otherwise specified in the contract, the final color shall be yellow for safe operation in an indoor environment. 2.2 Environmental requirements. The engine shall start without preheating within 5 minutes, and the truck shall operate as specified herein wit
6、hin 15 minutes after engine start, in any ambient temperature fiom O to 120 degrees F. The forklift shall be capable of continuous operation as specified herein at any ambient temperature up to 120 degrees F. 2.3 Engine. A diesel fueled engine, or when specified (see 2.28), a liquid petroleum gas (L
7、PG) fueled engine shall be provided. I, 2.4 Fuel system. (1) When a diesel engine is hished, all necessary filters, water separators, and other components required for diesel fuel operation shall be provided. It shall have a fuel tank of sufficient capacity to allow at least 8 hours of continuous op

It shall be of sufficient
10、capacity to provide at least 6 hours of continuos operation. A means shall be provided to prevent fuel flow when the engine run control (ignition switch) is off, or if the engine should stop running 2.5 Starting system. The engine starter motor shall not be capable of energizing while the engine is
11、running, or when the transmission is in a forward or reverse gear. 2.6 Transmission. A torque converter and a powershift type of transmission shall be furnished. The transmission shall provide for positive inching control, or declutch control, that permits lifting of rated load at maximum lifting sp
12、eed while the transmission control is in either forward or reverse direction, without vehicle movement. This inching/declutch control shall also apply the service brakes. 2.7 Hydraulic system. All components, including filter(s), necessary to make a complete hydraulic system. 2.8 Uprights and carria
13、ge. With no load on the forks, the seated operator shall be able to see at least one fork tip when the forks are at all lift heights and fork positions. 2.9 Forks. Fork dimensions shall be 2.1 inches maximum thickness, 5.1 inch maximum width, and 48.0 (+ or - 0.5 inch) long. Fork thickness at the ti
14、p shall be not more than 0.5 inch, and there shall be a taper on the underside of the forks of not less than 14 inches. 2.10 Fork position. Two forks shall be provided and laterally spaced 28.0 (+ or - 2.0) inches, measured to the outside edges of the forks. 2.11 Cascade D-series bale clamp. One Cas
15、cade, 50D-BC-74B, revolving bale clamp (or equivalent) shall be furnished. The clamp shall be capable of being installed or removed within five minutes, without the need for tools. Quick disconnects shall be furnished on all hydraulic hoses or lines that connect to the clamp. The clamp shall be capa
16、ble of picking up loads varying in width from 22.0 to 75.0 inches and rotating the load through complete 360 degrees. The mounting shall be class III (6,000 to 10,000 pound forklift capacity), with zero (O) degree vertical mounting angle. 2.12 Cascade roaing broke clamp. One Cascade broke clamp, mod
17、el CRBC-50-28,360 degree rotating (or equivalent) shall be furnished. The ciamp shall be capable of being installed or removed within five minutes, without the need for tools. Quick disconnects shall be finished on all hydraulic hoses or lines that connect to the clamp. The clamp shall be capable of
18、 rotating through complete 360 degrees. 2.13 Steering. Power steering shall be furnished. 2.14 Service brakes. Service brakes shall be furnished. They shall conforming to ANSI B56.1, except the maximum brake pedal force during stopping distance and drawbar drag tests shall be not more than 80 pounds
19、. 2.15 Parking brake. Parking brake shall conform to ANSI B56.1. 2.16 Electrical system. All components necessary to make a complete electrical system shall be bished. I I 2.17 Instruments. The instruments, gauges or warning indicator lights that are on the manufacturers standard commercial model sh
20、all be furnished. Minimum of two floodlights shall be furnished.
21、 One in front, mounted on the upright, facing forward, and one mounted in the rear, facing rearward. 2.19 Taillight. One combination stoplight and taillight shall be provided. 2.20 Hom. A horn shall be furnished, with the horn actuator mounted in the center of the steering wheel. 2.21 Operators over
22、head guard. The guard shall be in accordance with ANSI B56.1, including inside clearances. It shall also be a falling-object-protective-structure (FOPS) conforming to ANSI B56.1. The height, from the ground to the top of the overhead guard shall be not more than 88.0 inches. 2.22 Cab. When specified
23、 (see 2.28), a cab shall be furnished. It shall have inside clearances and FOPS capability per ANSI B56.1, and shall have two opening doors, and at least one fan for ventilation. There shall be sufficient window area to permit at least 250 degrees of horizontal visibility by the seated operator. The
24、 height, from the ground to the top of the cab shall be not more than 88.0 inches. A heater and defroster with fan shall be provided. There shall be at least three wipers, one on the front windshield, one on the rear window, and one on the roof window. 2.23 Painting. The forklift shall be primed and
25、 painted using the manufacturers standard commercial practices. Unless otherwise specified (see 2.28), the final color shall be yellow, except the upright, carriage and forks which may be the manufacturers standard color. 2.24 Walkway coating. Step surfaces shall be made of, or covered with, a non-s
26、lip material. 2.25 Lifting and tie-down provisions. There shall be permanently installed lifting devices that enable the truck to be lifted in its normal travel position, and tie-down device that enable the truck to be tied down to the floor of the transportation media. All devices shall be capable
27、of accepting a chain and hook with an outside diameter of 3.0 inches and shall have a structural safety factor of at least 2.0 to 1, based on static load. The notation “LIFT HERE” or “TIE DOWN” shall be stenciled, in black letters, near each lifting and tie-down device 2.26 Marking. A corrosion resi
28、stant identification plate shall be permanently installed at an easily accessible place on the truck. The truck shall be capable of meeting the following performance requirements: (1) With or without the Cascade 50D-BC-74B bale clamp, the Cascade CRBC-50-28 rotating clamp, or the 360 degree rotating mechanism in
30、stalled, the forklift shall have the capability to safely handle a 8,000 pound, 48 inch per side cube with the center of gravity at the center of the cube. This shall be defined, and referred to in this document, as the rated load. The forklift shall be able to safely handle this rated load at all l

(3) Load
32、 lowering speed: Not more than 80 feet per minute with rated load of forks and not less than 40 feet per minute with no load on the forks. (4) Right angle turn: With rated load on the forks and forklift located perpendicular to a wall, and with the front of the load against the wall, the truck shall
33、 be able to back up and make a complete right angle turn (ending up parallel to the wall) within 200 inches. (5) Travel speed 10 miles per hour minimum, in both forward and reverse, while carrying rated load on the forks. (6) Slope ascension: With the truck facing up the slope and with rated load on
34、 the forks it shall be able to accelerate up a 20 percent slope from a dead stop. (7) Upright tilt: With no load on the truck the forks shall have at least 6.0 degrees forward tilt, and at least 6.0 degrees of rear tilt. (8) Lowest upright height (collapsed mast height): The dimension from ground to
35、 top surface of the uprights, with uprights vertical, shall not exceed 88.0 inches maximum with no load on the forks. (9) Maximum fork lift height. At least 120.0 inches with rated load on forks and forks horizontal, when measured ffom ground to top surfaces of the forks. (IO) Free lift height. The
36、height that the forks can raise the rated load before the collapsed mast height is increased shall be at least 50.0 inches. (1 1) Drift of load. With hydraulic fluid at ambient temperature, lift assembly shall hold rated load at maximum lift height for at least 10.0 minutes with not more than 1-314
37、inch of vertical drift. (12) Stability. The forklift shall meet the ANSI B56.1 “forward stacking“, “forward travel“, “lateral stacking“, and “lateral travel“ stability requirements. (13) Noise limits. The maximum allowable at the operators ear is 95 db(A). If the noise level at the operators ear exc
38、eeds 84 db(A) (85 to 95 db(A), a warning sign stating that operators hearing protection is required shali be installed at the operators station. The sign shall be at least 4 inches square, with a yellow background. (14) Electromagnetic radiation. The forklift shall not exceed the limits of electroma
39、gnetic I-cidiation specified in SAE J55 1. 2.28. Options. When specified the following shall be furnished: a. A liquid petroleum gas (LPG) fuel system (see 2.3). b. Cab (see 2.22). c. However, used, rebui
41、lt, or remanufactured components, pieces, and parts shall not be incorporated in the forklift 4. QUALITY ASSURANCE PROVISIONS 4.1 Product Conformance. The products provided shall conform to the producers own drawings, specifications, standards and quality assurance practices, and be the same product
42、 offered for sale in the commercial market. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. 4.2 Market acceptability 4.2.1 Commercial. The vehicle furnished shall be,
43、as of the date of award, the latest model (with minor modifications, as that term is defmed in DoD FAR Supplement 252.21 1-7012, Paragraph K-85 of the solicitation) of an established product previously produced and sold in substantial commercial quantities (exceeding the criteria at FAR 15.804-3(f)(
44、2)(ii)(A) for at least three years. The vehicle furnished, or earlier models of it, absent minor modifications, shall have routinely been supported with spare/repair parts which were produced or sold in the normal course of business. At the time of delivery, the contractor shall furnish the Administ
45、rative Contracting Officer with verification of compliance with these requirements. Offers shall provide, as part of their proposals, the following information on the vehicle (or its earlier models) being offered as a commercial item: (1) Total sales to the U.S. Government or to contractors for U.S.
46、 Government use during the three (2) Total sale of the item to the general public during the three years. (3) Length of time the item has been sold in the commercial market place.
