SCOPE. This commercia

2、l item description covers a 35-pound buoyancy life preserver vest containerized against pilferage and for extended shelflife. The life preserver intended for use as an emergency flotation device by an adult or a child while a passenger aboard a military aircraft durimg flights over water. 2. SALENT

3、CHARACTERISTICS. 2.1 Materials. The materials that are used for the life preserver shall comply with Air Transportation Association (ATA) Specification 801, except for the coated fabrics. The coated fabrics that are used for the life preserver, including the flotation chambers, shall conform to type

4、 I of MIL-C-83489, except that the minimum tearing strength of the coated cloth shall be 4.5 pounds in the warp direction and 3.5 pounds in the filling direction. The color of the coated fabrics shall be Spanish Yellow in accordance with ATA Specification 801. 2.2 Descridon. The life preserver shall

5、 be a commercial airline, heat-sealed design, that conforms to the requirements of paragraph 37.123 (“Life Preserver - TSO- 13d or 13e”), subpart A, part 37 of the Federal Aviation Regulations. The life preserver shall be a reversible vest type that will fit adults and children over 18 months old. T

6、he life preserver shall be fitted with an adjustable waist strap that shall be attached to a back strap panel, and shall be fitted with two swivel eye snaps for connection to a single “D” ring that is sewn to the front of the life preserver. A water-activated light shall be provided, with two remova

7、ble water plugs instailed in the battery. The life preserver shall be fined with one dye marker, one whistle, and one ten foot lifeline. A 0.25 inch swivel eye snap shall be provided at each end of the life line, for attachment to the life preserver, or the life line must be sewn into the life prese

8、rver and a swivel eye snap provided at the fiee end of the life line. The life preserver shall have two inflatable chambers that will encircle the neck of the wearer. Each inflatable chamber shall be fitted with a carbon dioxide inflation assembly and an oral inflation assembly. The carbon dioxide i

9、nflation assembly shall consist of an inflator and a carbon dioxide filled cylinder. The oral inflation assembly shall consist of a tube and a valve. The complete life preserver assembly shall be placed in an inner storage container. This assembly shall then be placed inside of an outer container, w

10、hich must be made from clear plastic with slightly larger envelope dimensions as the inner container, the life preserver assembly, must fit inside the outer container. The outer container shall be fire resistant and clear enough so that a crewmember can read the markings of the inner container. The

11、outer container may be heat sealed, with the life preserver in it, on all four sides. When the pull-tab is pulled the stitching shall break loose and allow the outer container to open up.

13、2.2.1 Characteristics of components. The components of the life preserver shall be as follows: a. The two inflators shali conform to Roberts 840-AM inflator, or equal. b. The two, carbon dioxide filled, cylinders shall conform to type III of MIL-C-6O1, or equal. c. The two oral inflation tubes and t

14、he two oral inflation valves shall conform to the Roberts 6.75 inch red urethane oral tube and the Roberts 727-ACU-66 valve, or equal. d. The water-activated emergency signal light shall conform to Part No. L-8-4, or equal. e. The inner storage container shall conform to Air Force part no. 85 18760.

15、 f. An outer storage container made of transparent fire resistant plastic. g. The adjustable waist strap shall be a 0.75-inch wide strap. The 0.75 inch swivel eye snaps shali conform to North and Judd part No. 435 or equal. The “D ring shall conform to North and Judd part No. 452, or equal. h. The l

16、ifeline shall conform to MIL-R-24050 or MIL-R-24677, size XXX, or equal. i. The Dye Marker shall conform to Mil-S-17980, or equal. j. The whistle shall conform to A-A-55106, or equal. 2.2.2 Performance. The performance of the life preserver shall conform to ATA Specification 801 except that, when th

17、e life preserver is inflated with the two 16 gram carbon dioxide cylinders, the buoyancy shall not be less than 35 pounds. 2.2.2.1 Donnins and operation instructions. Donning and operating instructions shail be pictorially depicted on both sides of the back strap attachment panel. Donning and operat

18、ing instructions and figures shall be printed on the inner storage container. 2.2.3 Identification of product. The life preserver and the inner container shali be marked with “Part Number AF85 18760”, “Adult/Child”, and “Buoyancy 35 Lbs.” for identification, in accordance with the requirements of pa

19、ragraph 37.123 (Life Preservers-TSO-13d or e), subpart A, part 37 of the Federal Aviation Regulations. 2.2.4 Configuration control. Unless otherwise directed by the contracting officer, the contractor shall not change the configuration of the life preserver to be delivered to the Government, not wit

REGULATORY REQUIREMENTS. 3.1 The offeror/contractor is encouraged to use recove

21、red materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 4. QUALITY ASSURANCE PROVISIONS. 4.1 Production certification. The contractor shall certiQ that the product offered conforms to the requirements specified herein and to t

22、he producers own drawings, specifications, standards and quality assurance practices and is the same product that is offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise p

23、rovided for under the provisions of the contract. 4.2 Inspection reyuirements. Each life preserver shall be inspected at the contractors plant to determine compliance with the requirements that are specified herein. The Inspection requirements shall be in accordance with ATA Specification 801, as am

24、ended herein, and the contractors quality assurance provisions that are on file at The Engineering and Manufacturing Branch of the Regional Office of the FAA. 5. PACKAGING. 5.1 Packaging. Preservation, packing, and marking shall be as specified in the contract or order. 6. ORDERING DATA. 6.1 Procure
