SCOPE. This Commercial Item Description (CID) covers the general requirements for a port
2、able refrigerant reclaimer (FR) recovery and recycling center. The FR will be used to recover and recycle refrigerants such as R-12, R-22, R-500 and F-502. The FR is frame mounted with casters, fan cooled electrically driven reciprocating compressor, and has its own oil separator. 2. SALIENT CHARACT
3、RERISTICS. 2.1 Method of operation. The FR shall be capable of recovering and recycling refrigerant simultaneously. Recovery and recycling shall be completed in 10 to 15 minutes as compared to a minimum of 30 minutes using multi-pass systems. Automatic shutdown at the end of the operation shall be p
4、rovided in order to minimize monitoring of the system. A single air and oil purge valve shall be provided for operation. A digital panel-mounted gauge shall conduct monitoring of the air conditioning system and tank pressure. 2.2 Dimensions and weight. The FR shall be within the following dimensiona
5、l characteristics and weight limitations: a. Length: maximum 18 inches b. Width: maximum 16 inches c. Height: maximum 45 inches. d. Weight: maximum 120 pounds. 7、overing and resettling R-12, R-22, R-500 and R-502 using only one unit. 2.4 Tank. The FR shall be provided with a size of tank having the refrigerant capacity 50 pounds. This tank shall meet the Department of Transportation (DOT) specifications. 2.5 Filter(s). The FR filters shall be of the replacab
8、le core style for ease of maintainance. 2.6 Liquid level sensor. The FR shall have the ability of determining when the refrigerant tank is at full capacity condition. When detecting this full condition indicator light(s) shall illuminate and the FR shall automatically shutdown. 2.7 Noise. The FR noi
9、se level during any operating condition shall be maximum 90 dbA slow scale. This level shall be measured at a maximum three feet from the perimeter of the FR. 2.8 Electrical power requirements. The FR shall be capable of operation from a 1 lOV, 5 amps, 50/60 Hz, and 1 phase source. 2.9 Maintainabili
10、ty. The manufacturer of the FR shall make available parts to provide basic purifier maintenance. Parts requiring routine replacement shall be accessible by maintenance personnel without disassembling the FR. 2.10 Spare parts. Each FR shall be provided with the following minimum of additional compone
11、nts: one 50 lb. refillable tank, five filter cores, and one oil measuring cup. If more than the quantity of these components are required, this quantity shall be identified in 6.1. A storage compartment for the spare parts shall be provided within the FR cabinet. 2.11 Data plate. A corrosion resista

REGULATORY REQUIREMENTS. 3.1 Materials. The offerorkontractor is encouraged to use recovered materials to the maximum ext
14、ent possible, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 3.1.1 Recovered materials. For the purpose of this requirement, recovered materials are those materials that have been collected from solid waste and reprocessed to become a source of raw materials, as dis
15、tinguished from raw materials. The components, pieces and parts incorporated in the FR may be newly fabricated from recovered materials to the maximum extent practical, provided the FR produced meets all other requirements of this specification. Used, rebuilt or re- manufactured components, pieces a
16、nd parts shall not be incorporated. 4. QUALITY ASSURANCE PROVISIONS. 4.1 Product Conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be th
17、e same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. 4.2 Market acceptability. The product offered must have been sold to the government or commercial market. The contractor shall furnish the following information: a. The l
18、ength of time the product has been on the market b. The last four contracting sources of the product provided. c. The number of products provided for each contract. d. The reliability and performance of the product offered. 4.3 Bid samples. The Government will request bid samples for the FR being co
19、nsidered. The contractor shall furnish continuous maintenance support (parts and labor) during the evaluation timeframe of 14 to 30 days. All FRs evaluations shall be in compliance with this document and FRs not in compliance with the salient characteristics shall be cause of rejection. Bid samples
20、for evaluation shall be shipped to the address identified (see 6.1). 5. PACKAGING. Preservation, packaging, labeling, and marking shall be as specified in the contract or order. 6.
