The Testing Kit is a complete kit providing a quick, easy method
2、for determining the volume percent of fuel system icing inhibitor (FSII). 2.0 CLASSIFICATION 2.1 Classification. Anti-Icing Fuel Test Kits will be of the following types. 5、ALIENT CHARACTERISTICS 3.1 Description: The equipment, as described below, shall be provided. A current complete kit, with all items required for use shall be offered/provided. The Anti-Icing Test Kit shall be used in accordance with ASTM D 5006 specifications. The items listed in this section descr
6、ibe the components of this anti-icing test kit. 3.2 Type I Characteristics: 3.2.1 Refractometer: The refractometer shall be HB type direct reading and temperature compensated 0 to 0.250 percent volume (% v), to allow for easy reading of the percent volume at any temperature without the use of any co
7、nversion charts. 3.2.2 Operating Temperature: The operating temperature range shall be +64 to +95 degrees F (+18 to +35 degrees C). 3.2.3 Extraction Vessel: The extraction vessel shall be any suitable vessel of at least 200 mL with provisions for isolating a small column of water extract. 3.2.4 Meas
8、uring Vessel: The measuring vessel shall be any vessel capable of measuring up to 160 mL of fuel to an accuracy of +/- 2.0 mL. 3.2.5 Water Dispenser: The water dispenser shall be any vessel capable of dispensing small amounts of water. The preferred dispenser shall be a 2.0 mL pipette, but syringes
9、or burettes not exceeding 5.0 mL capacity that can dispense2.0 +/- 0.2 mL may be used. 3.2.6 Support Base: One (1) support base, rod and ring is required as part of this kit. 3.2.7 Carrying Case: All components of this kit including operating instructions shall be contained in a foam insert carrying
10、 case. 3.2.8 Net Weight: The net weight shall not exceed 10.0 lbs (4.5 kg) for the entire kit including the carrying case. 3.3 Type II Characteristics: 3.3.1 Refractometer: The refractometer shall be a 0 to 30 Brix type temperature compensated unit. Examples are separatory funnels, (glass or plastic), or plastic dropping bottles. 3.3.4 Measuring Vessel: The measuring vessel shall be any vessel capable of measuring up to 160 mL of fuel to an accuracy of +/- 2 mL, such as a 250 mL graduated cylinder, or other calibrated c
13、ontainer. 3.3.5 Water Dispenser: The water dispenser shall be a 1.0 mL pipettes (preferred), or syringes, or burettes not exceeding 5.0 mL capacity that can dispense 1.0 +/- 0.1 mL may be used 3.3.6 Support Base: One (1) support base, rod and ring is required as part of this kit. 3.3.7 Carrying Case
14、: All components of this kit including operating instructions shall be contained in a foam insert carrying case. 3.3.8 Net Weight: The net weight shall not exceed 10.0 lbs (4.5 kg) for the entire kit including the carrying case. 4.0 REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to us
15、e recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation. 5.0 PRODUCT CONFORMANCE PROVISIONS 5.1 Product Conformance: The products provided shall conform to the producers own drawings specifications, standards, and quality ass
16、urance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. Minor changes to the commercial product, with respect to ruggedizing and environmental suitability and protection shall be permitted, subject to
17、 the approval of the procurement office, to satisfy the requirements of this requirement. 5.2 Installation and Demonstration: If required by the end user, the contractor shall be responsible for user orientation of the equipment at the designated facility and demonstrate that the equipment is ready
18、for use. Installation and demonstration is projected to take one day. The cost for user orientation shall be at no additional cost to the government. 5.3 Market Acceptability: The following market acceptability criteria are necessary to document the quality of the product to be provided under this r
19、equirement. 20、 50 units meeting these requirements to the government and or the commercial market over the last 2 years. 5.4 Alternative offers: A current, complete instrument with all items required for use, shall be offered/provided. If an alternative/replacement item is offered, descriptive literature (commerc
21、ial catalogs, specification sheets, etc.) shall be submitted with the quote, for review and evaluation by the cognizant engineer who will coordinate qualifying the instrument with the end user and or applicable engine program office. If the instrument has not been purchased previously by the governm
22、ent and meets the evaluation process, the instrument shall be subjected to functional testing prior to final approval by the government. 5.5 Serviceability, Reliability, and Quality of Materials: 5.5.1 One copy of the commercial operation and maintenance manual(s) shall be shipped with the equipment
23、. One additional copy of the operation and maintenance manual shall be shipped to the cognizant engineer at no additional cost to the government. 24、ion on warranty duration and expiration date, conditions and point of contact shall be shipped with each unit.
