AMSC N/A FSC 4910 A-A-59790 21 JUNE 2006 COMMERCIAL ITEM DESCRIPTION BALANCER, VEHICLE WHEEL (ELECTRIC) The General Services Administration has authorized the use of this Commercial I

3、tem Description (CID) for all federal agencies. 1. SCOPE. This commercial item description (CID) covers a stationary, torque motor driven truck and vehicle wheel balancer for tube-type or tubeless tires used on trucks and vehicles. The operator driven vehicle should be capable of operation within th

4、e accuracies, limits, and specifications herein. 2. SALIENT CHARACTERISTICS. 2.1. Design and construction. The wheel balancer shall be capable of servicing tires with diameters to 47 inches (maximum), rim widths of 4.5 to 20 inches, rim diameters of 16 to 28 inches (maximum) and tire weights of 440

5、lbs. (maximum). It shall accommodate Dayton style and Budd style rims. Resolution of the unit shall be +0.01 ounces, 1.4 degrees. The wheel balancer shall be provided with a wheel lift or tire lifter capable of lifting up a minimum of 350 lbs. to the threaded shaft of the wheel balancer. The lift sh

6、all be air or mechanical in operation and shall be provided as a permanently fixed unit or as a separate unit that operates with the wheel balancer. 2.2. Type. The wheel balancer shall be electrically powered and shall be designed to be used at depots and tire shops by personnel of average mechanica

7、l skill. 2.3 Noise. The wheel balancer shall not, under any operating condition, exceed 84 dBA (slow scale) under the maximum load conditions when measured at not more than four feet from the perimeter of the unit. 2.4 Electrical power requirements. The wheel balancer shall be powered by a 110 VAC o

8、r 220 VAC, 60 Hz, single phase unless otherwise specified. 2.5 Life. The operational life of the wheel balancer shall be at least twenty years. 9、balancer shall be corrosion resistant. 2.7 Maintainability. A minimum number of parts and tools shall be required to maintain the wheel balancer during its life cycle. The electric motor shall be enclosed to prevent environmental contamination. Removable panels shall be a part of the design to affor

10、d access to the electric motor. 2.8 Finish. The wheel balancer shall be finished to the manufacturers best commercial practice. 2.9 Accessories. The wheel balancer shall include all the necessary tools, adapters, and attachments. An operation and repair parts manual shall be furnished as specified i

11、n the contract. Standard equipment should include the following for use on tires of the type specified in paragraph 2.1, consisting of the following: Allen wrench, weight hammer, threaded stud, accessory pegs, hood, hood hardware, hood spring, caliper, small cone, medium cone, large cone, truck cone

12、, truck cone spacer, back cone spring, pressure drum, large hub nut wrench, small hub nut wrench, and hub nut. 3. REGULATORY REQUIREMENTS. 3.1 Recovered materials. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 o

13、f the Federal Acquisition Regulation (FAR). Used, rebuilt, or remanufactured components shall not be incorporated in the vehicle wheel balancer. 4. PRODUCT CONFORMANCE PROVISIONS 4.1 Product conformance. The product provided shall meet the salient characteristics of this CID, conform to the producer

14、s own drawings, specifications, standards, and quality assurance practices, and be substantially the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. 4.2 Commercial item requirement. The vehicle wheel balancer furnished m

15、ust meet the “commercial item” definition, as specified in FAR 2.101, as of the date of award. The offeror/contractor shall identify all modifications made to their commercial model in order to meet the performance and descriptive requirements of the CID or the referenced documents. Concerning the o

16、ffered item, the offeror/contractor shall identify any enhancements or improvements to the performance requirements of paragraph 3 of the CID or the referenced documents. 4.3 Inspection requirements and testing. 4.3.1 Classification of tests. The inspection and testing of the vehicle wheel balancer

17、shall be conducted in accordance with paragraphs 2.1 through 2.9. 4.3.2 Wheel balance test. A truck tire shall be balanced in order to ensure that the vehicle wheel balancer complies with paragraph 2.1 through 2.7. 18、from IHS-,-,-A-A-59790 34.3.3 Noise test. The vehicle wheel balancer shall be tested to demonstrate that the noise level of the unit meets the noise requirement of 84 dBD. 4.3.4 Verification. Prior to delivery of the first vehicle wheel balancer, the offeror/contractor shall demonstrate or test at h

19、is/her facility, each requirement of the CID or referenced documents. 4.3.5 Production units. All production units delivered under this contract shall have the same parts, part numbers, configuration, materials, and process as those of the approved bid sample. In addition, production units shall be

20、fabricated from the same parts and part numbers (original manufacturers part numbers) being that those components and part numbers were utilized on the approved bid sample. No substitute part numbers will be allowed. 4.3.6 Safety. The vehicle wheel balancer shall comply with Federal OSHA requirement

21、s in effect as of the date of the contractual document. The Federal OSHA regulations shall take precedence in the event of conflict with state or local OSHA regulations. 5. PACKAGING 5.1 Preservation, Packaging, Packing, Labeling, and Markings. Preservation, packaging, labeling, and marking shall be

22、 specified in the contract or order (see 6.2). 6. NOTES 6.1 Sources of documents. 6.1.1 FAR. The Federal Acquisition Regulation (FAR) may be obtained from the Superintendent of Documents, U.S. Government Printing Office, Washington, D.C. 20402 or online at http:/www.arnet.gov/far. 6.2 Ordering data.

23、 The purchaser must specify the following at the time of purchase: a. Title, number, and revision letter, and date of this document. b. Packaging requirements (see 5.1) c. Safety (see 4.3.6) 6.3 Part or Identification Number. The following part or identification numbering procedure is for government

24、 purposes only and does not constitute a requirement for the offeror/contractor. 6.4 Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, provided they fall within specified tolerances using conversion tables

25、 contained in the latest revision of Federal Standard 376 and all other requirements of this CID are met.
