INCH-POUND A-A-59939 19 November 2013 COMMERCIAL ITEM DESCRIPTION Testing Kit, Petroleum, Fuel Oxidation Tester The G

3、eneral Services Administration has authorized the use of this commercial item description for all federal agencies. 1. SCOPE. This Commercial Item Description (CID) describes the requirements for a Jet Fuel Thermal Oxidation Tester (JFTOT) which adheres to the industry standard ASTM D3241 “Standard

4、Test Method for Thermal Oxidation Stability of Aviation Turbine Fuels (JFTOT Procedure).” The unit must meet the form, fit, and function of the salient characteristics listed below. The JFTOT is used to measure the high temperature stability of gas turbine fuels to conditions that can be related to

5、those occurring in gas turbine engine fuel systems. 2. SALIENT CHARACTERISTICS. 2.1 Equipment. The JFTOT shall meet all requirements set forth in ASTM D3241 approved instrument for measuring the high temperature stability of gas turbine fuels in accordance with ASTM D3241. 2.2 Temperature Measuremen

6、t Range. The temperature measurement range of the tester shall be from +100 degrees C to +380 degrees C (+212 degrees F to +716 degrees F). 2.3 Sample Capacity. The tester sample capacity shall be 600 ml or more. 2.4 Differential Pressure. The differential pressure shall be 0 to 280 mm Hg. 2.5 Power

7、 Requirements. The power requirements for this tester shall be determined by the end user. If the solicitation indicates destination(s) outside the United States, then the offered item(s) may have to be altered to adapt to the proper power requirements and electric plugs for the destination. The pro

8、posed suppliers shall have the resources available to provide the proper power requirements for the destination indicated. 2.6 Weight. The weight of the tester shall be no more than 200lbs. 9、2.7 Safety Features. The system shall have an automatic shut-off mechanism in the event of a fuel leak from one or more of the components. 2.8 Test Procedures. The tester shall have the capabilities of automatically performing preprogrammed tests and allow user defined tests to be performed. 2.9 Dis

10、play. The tester shall have an easy to read display screen. LCD display is preferred. 2.10 Software. The tester shall use an operating system compatible with the latest Air Force standard such as Windows 7. 2.11 Printer. The tester will provide a means of connecting a standard printer. 2.12 Data Inp

11、ut. The tester shall provide a means to input data through a standard keyboard. 2.13 Data Storage. The tester shall be capable of storing data from different test results. 3. REGULATORY REQUIREMENTS. 3.1 Recycled, recovered, or environmentally preferable materials. Recycled, recovered, or environmen

12、tally preferable materials should be used to the maximum extent possible provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs. The offeror/contractor is encouraged to use recovered materials to the maximum e

13、xtent practicable, in accordance with 23.403 of the Federal Acquisition Regulation (FAR). However, used, rebuilt, or refurbished items shall not be provided. 3.2 Green Procurement Program. Green Procurement Program (GPP) is a mandatory federal acquisition program that focuses on the purchase and use

14、 of environmentally preferable products and services. GPP requirements apply to all acquisitions using appropriated funds, including services and new requirements. FAR 23.404(b) applies and states the GPP requires 100% of EPA designated product purchase that are included in the Comprehensive Procure

15、ment Guidelines list that contains recovered materials, unless the item cannot be acquired: a) competitively within a reasonable timeframe; b) meet appropriate performance standards, or c) at a reasonable price. The prime contractor is responsible for ensuring that all subcontractors comply with thi

16、s requirement. 4. PRODUCT CONFORMANCE PROVISIONS 4.1 Product Conformance. The products provided shall conform to the producers own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right

17、 to require proof of such conformance. Minor changes to the commercial product, with respect to ruggedizing and environmental suitability and protection shall be permitted, subject to the approval of the procurement office, to satisfy the requirements of this requirement. 4.2 Alternative offers. A c

18、urrent, complete instrument with all items required for use, shall be offered/provided. 19、dard commercial warranty on parts and labor. 5. PACKAGING. 5.1 Preservation, packing, and marking shall be as specified in the contract or order. 6.
