14、ns unless a specific exemption has been ob-tained.3. REQUIREMENTS3.1 First article. When specified (see 6.2), a sample shall be subjected to first article inspec-tions in accordance with 4.2.3.2 Materials. If another material is used other than one of those materials specified within3.2, that materi
15、al shall meet equivalent development performance requirements as the materi-al it replaces, and it shall be approved by the Government prior to use by the contractor. At thetime of disposal, materials shall not be a Resource Conservation Recovery Act hazardous wasteas defined in 40 CFR 261.21-261.24
16、 or 40 CFR 261.33.3.2.1 Adsorbent media. The adsorbent media shall fully meet the requirements ofEA-DTL-1704 when ASZM-TEDA carbon is used. The adsorbent media shall meet thehardness requirement of EA-DTL-1704 and performance requirements in 3.3.4.2 of thisspecification if ASZM-TEDA is not used.3.2.
17、2 Gasket. Gaskets shall be impermeable to conventional blood, blister, choking andnerve warfare agents (see 6.4). The gasket shall be capable of meeting the minimum physicalproperty requirements of ASTM D1056-91, Type 2 - closed cell rubber, Class C - oil resist-ant with medium swell, Grade 2 - havi
18、ng compression-deflection range of 5 to 9 pounds persquare inch.3.2.3 Other. All inner and outer case materials shall meet the minimum strength and corro-sion properties of type 304 stainless steel per ASTM A240. All fastener materials shall be com-patible with and not cause corrosion with the case
19、material. The pressure d
20、rop of the adsorber cell shall be no greater than 3.0inches water gage (iwg) with a maximum variance of 10% from the arithmetic mean of the pro-duction lot when the airflow rate is 416 standard cubic feet per minute (scfm).3.3.2 Adsorber cell leakage. The downstream concentration of the leak tracer
21、vapor shallnot exceed 0.0005 times the upstream concentration.3.3.3 Rough handling/dimethylmethylphosphonate (DMMP) gas life capacity. After roughhandling, each assembled and filled adsorber test cell shall have a minimum DMMP gas life ofat least 60 minutes when tested in accordance with 4.5.3. Afte
22、r rough handling, each cell shallshow no evidence of cracks or dents.3.3.4 Adsorbent media degradation. The adsorbent media shall not be degraded duringmanufacture, handling and storage.3.3.4.1 Moisture content. The moisture content of each adsorber cell shall not exceed 3.0%by weight of the carbon
23、in the cell.3.3.4.2 Cyanogen chloride (CK) gas life capacity. The adsorption media shall provide aminimum CK gas life of at least 50 minutes. If a material other than ASZM-TEDA carbon isproposed as the adsorbent media, the material must be pre-qualified in a gas life test programin advance of First
24、Article inspection. The qualification test program should demonstrate tothe Government that gas life before and after environmental open-air exposure is equal orgreater than that of ASZM-TEDA carbon for agents hydrogen cyanide (AC), CK, phosgene(CG), DMMP, sarin (GB), mustard (HD) and arsine (SA) an
25、d any additional chemical agentsor simulants that are specified by the Government (see 6.5).3.4 Interface. Each assembled and filled adsorber cell shall comply with the dimensions,tolerances and notes specified herein and in figure 1 to assure interchangeability of adsorbercells and proper fit with
26、the interfacing gasket and mounting frame of housing.3.4.1 Outer dimensions. The outer dimensions of the face area (surface area normal to air-flow) shall be 24 +0, -1/8 by 24 +0, -1/8 inches. The depth of the adsorber cell shall be 16 +0,-1/8 inches. See figure 1. Dimensions are exclusive of the ga
27、sket.3.4.2 Case flanges. Case flange on front face is represented by shaded area in figure 1.Width of case flanges on front and back faces shall be 3/4 1/16 inch (see figure 1.) Any materi-al which extends beyond the plane of the case flange on the gasketed face of the adsorber cellshall extend no m
28、ore than 1/4 inch with the plane of the flange to enable proper sealing of thecell to its mounting frame. 29、4.3 Case panels. All case panels (top, bottom and side surfaces of adsorber cell) shall beflat within 1/16 inch by 24 inch. Side case panels shall be perpendicular to adjoining top andbottom case panels within 1/16 inch tolerance. Any front or back panels of compartments thathold the adsorbent media
30、, fasteners (e.g. screws) and sealants shall be recessed, or, as a mini-mum, not extend beyond the plane of the front gasketed face and also not extend beyond theplane of the back ungasketed face to allow proper fit with the interfacing housings.Figure 1. Each adsorber cell shall be permanently and legibly markedwith the following information:(a) Manufacturers name(b) Serial number(c) Date of manufacture(d) Unfilled cell weight (pounds)(e) Contract number(f) Carbon type and grade designation, lot and batch(g

Each adsorber cell shall be free from foreign matter, such as dirt, grease,oil, and from minor damage that is non-mission essential, such as chipped, burred or bent sec-tions, or loose or frayed gasket material.4. VERIFICATION4.1 Classification of inspections. The
34、 inspection requirements specified herein are classi-fied as follows:(a) First article inspection (see 4.2)(b) Conformance inspection (see 4.3)4.2 First article inspection.4.2.1 Sample. Unless otherwise specified in the contract, the first article sample shall consistof 8 adsorber cells consecutivel
35、y manufactured using the same methods, materials, equipment,and processes as will be used during regular production. The first article sample shall be sub-mitted for inspection and approval in accordance with the terms of the contract.4.2.2 Inspections to be performed. Unless otherwise specified by
36、the terms of the contract,the sample first article items shall be subjected to all of the examinations and test specified inthis specification and shall be inspected for compliance with all of the requirements of the ap-plicable packaging requirements. All nondestructive tests shall be performed bef
37、ore destruc-tive tests.4.2.3 Acceptance criteria. If any first article sample item fails to comply with any of the ap-plicable requirements, the first article sample shall be rejected. The Government reserves theright to terminate inspection upon any failure to comply with any of the requirements. T
38、he con-tractor shall obtain written approval from the proper authority of the contracting activity beforeproceeding with regular production. Once the contractor has proper approval to proceed intoregular production, the contractor shall then meet the quality conformance inspection require-ments (4.3
39、).4.3 Conformance inspection.4.3.1 Lotting. A lot shall consist of the adsorber cells produced by one manufacturer, at oneplant, from the same materials, under the same manufacturing and process conditions and with-out a break in production of more than 10 calendar days. Any one lot of cells shall c
40、ontain nomore than one lot of adsorbent media. A new lot of adsorber cells shall be started wheneverany adsorbent media filling or final assembly process equipment change is made. Each lot shallbe produced in its entirety before any adsorber cells of another lot are produced on that produc-tion line

Inspection and test of random samples shall be conducted in accordancewith the classification of characteristics in 4.3.5 and, when specified, Table I.4.3.3 Inspectio
42、n procedure. Every item in the lot shall be inspected for critical characteris-tics. Sample adsorber cells shall be examined and tested in accordance with the classificationof characteristics in 4.3.5. If an adsorber cell is found that does not conform to any characteris-tic inspected 100%, such as
43、leakage and pressure drop requirements, the non-conforming ad-sorber cell shall be rejected and removed from the lot. For characteristics other than leakageand pressure drop, failure of any sample adsorber cell to conform to any major characteristic inthe classification of characteristics based on t
44、he sampling and acceptance criteria specifiedtherein shall be cause for rejection of the lot represented (see footnote, table I). If an adsorbercell is found that does not conform to any minor characteristic, the non-conforming adsorbercell shall be rejected and removed from the lot.4.3.4 Inspection
45、 characteristics. Critical characteristics are those whose nonconformanceto specified requirements is likely to result in hazardous or unsafe conditions for individualsusing, maintaining, or depending upon the product, characteristics whose nonconformance tospecified requirements is likely to preven
46、t performance of the tactical function of a major enditem. Major characteristics are those whose nonconformance to specified requirements is likelyto result in failure or to reduce materially the usability of the item for its intended purpose.Minor characteristics are those whose nonconformance to s
47、pecified requirements is not likelyto reduce materially the operation or usability of the item for its intended purpose.4.3.5 Classification of characteristics. Conformance examinations and tests shall be as spe-cified in the following classification of characteristics paragraphs. When specified her
