In the event of a conflict between the text of this specification and the references cited herein, the text of this specification shall take precedence. Nothing in this specification, however, shall supersede applicable laws a
15、nd regulations unless a specific exemption has been obtained. 3. REQUIREMENTS 3.1 Guide samples. Samples of the end item, when furnished, are solely for guidance and information to the contractor (see 6.3). Variations from this document may appear in the sample, in which case this document shall gov
16、ern. 3.2 First article. When specified in the contract or purchase order, a sample shall be subjected to first article inspection (see 4.3, 6.2, 6.4). 3.3 Materials and components. Materials and components shall be as specified on Drawing 2-1-1981, and all subsidiary drawings and parts lists pertain
17、ing thereto, For materials or components for which it is stated “or equalt1, if the contractor proposes to use an item considered to be equal to the material or component specified, prior to its use the contractor shall furnish a sample of the material or component, with supporting data to the contr
18、acting officer for subsequent evaluation by the responsible military agency. Recycled materials may be used (see 6.5). 3.4 Construction. The construction shall conform in all respects to the drawings in 2.1.2 and all subsidiary drawings and as specified herein. 3.4.1 Stitches, seams, and stitching.
19、All stitches, seams, and stitchings, except bartacking, shall be performed using stitch type 301 with 7 to 9 stitches per inch and shall conform to FED-STD-751, 3.4.1.1 Type 301 stitching. Ends of all stitching, except box and box-x, shall be backstitched or overstitched 1 inch minimum except where
20、ends are turned under in a hem or held down by other stitching. On box and box-x stitching, all ends shall be backstitched or overstitched 1/2 inch minimum. Thread tension shall be maintained so that there will be no loose stitching resulting in loose bobbin or top thread, or excessively tight stitc
21、hing resulting in puckering of the materials sewn. Repairs of type 301 stitching shall be as follows: a.
22、When thread breaks or bobbin run-outs occur during stitching, the stitching shall be repaired by restarting the stitching a minimum of 1 inch (1/2 inch for box and box-x stitching) back of the end of the stitching. b. Thread breaks or two or more consecutive skipped or run-off stitches noted during
23、inspection of the item (in-process or end item) shall be repaired by overstitching. The stitching shall start a minimum of 1 inch in back of the defective area (1/2 inch for box and box-x stitching), continue over the defective area, and continue a minimum of 1 inch (1/2 inch for box and box-x stitc
24、hing) beyond the defective area onto the existing stitching. Loose or excessively tight stitching shall be repaired by removing the defective stitching without damaging the materials, and restitching in the required manner. I/ - 1/ When making the above repairs, the ends of the stitching are not req
25、uired to - be backstitched. 3.4.1.2 Automatic stitching. Automatic stitching machines may be used to perform any of the stitch patterns provided that the requirements for the stitch pattern, stitches per inch, and size and type of thread are met, and that at least three tying, overlapping, or back s
26、titches are used to secure the ends of the stitching. 3.4.1.3 Bartacking. stitching. Bartacking Length 1 + 1/16 inch 3/T + 1/16 inch . Bartacking shall be free from thread breaks and loose shall be as follows: Width No. of stitches 1/8 + 1/32 inch 1/8 - T 1 /32 inch 42 42 3.4.1.4 Thread ends. All th
27、read ends shall be trimmed to a maximum length of 1/4 inch. 3.4.1.5 Lubrication of thread. Lubrication shall be permitted only to the extent that it does not stain the adjacent fabric. Only non-wicking lubricants shall be used. 3.4.2 Fusing of ends of nylon webbing, cord, and material. Ends of webbi
28、ng, including bias cuts, cord and raw edges of nylon material shall be fused smooth. Fusing of webbing ends and nylon material shall be accomplished prior to assmbling for stitching. The apparatus used to fuse the webbing and cord ends, and material shall be capable of providing sufficient heat to p
29、rovide a smooth edge with the cut ends of the yarns fused together to prevent separation. 3.4.3 Location marks. Location marks shall not be drilled. Printed markings shall not be more than 1/32 inch in width. 4 Licensed by Information Handling Services3.4.4 Repairs. Except as otherwise specified her
30、ein, repairs shall not be made to the vest. 3.4.5 Replacement of defective components. During the spreading, cutting and manufacturing process, components having material defects or damages that are classified as defects in 4.4.3 shall be removed from production and replaced with non-defective and p
31、roperly matched components * 3.4.6 Setting of eyelets. Holes shall be prepunched or drilled to receive the eyelets. Holes prepunched to receive the eyelets shall be smaller than the outside diameter of the eyelet barrel so that the barrel must be forced through the hole. 5 3.4.6.1 Eyelets, with wash
32、er, brass. The brass eyelets with washer shall be securely clinched in a manner that will prevent detachment from or cutting of . the surrounding material. The eyelets shall be clinched without splitting. 3.4.6.2 Eyelets, aluminum. The aluminum eyelets shall be installed using score setting dies con
33、forming to J. C. Rhodes part number 1-KW-1KL and lOlY-Klom, or Stimpson Co. Part Number A 2744-7 or equal (see 6.6). The eyelet shall be securely set in a manner that will prevent detachment from, or cutting of, the adjacent material. The clinched portion- of the eyelet shall be on the inside of the
34、 assembly. * 3-4.7 Setting of grommets. Holes shall be prepunched or drilled to receive the grommets. Holes prepunched to receive the grommets shall be smaller than through the hole. The grommet shall be securely clinched without cutting the adjacent material. 0 the outside diameter of the grommet b
35、arrel so that the barrel must be forced 1 * 3.4.8 Setting of snap fasteners. A hole shall be prepunched or drilled to receive the button and eyelet components of the snap fasteners. The hole shal be smaller than the outside diameter of the button and eyelet barrels so that the barrel must be forced
36、through the hole. The hole shall not be punched in the setting operation with the button or eyelet barrel. The fasteners shall be securely clinched without cutting the adjacent materials and no more than three splits shall occur in the button or eyelet barrels. 3.5 Marking. The identification markin
37、g shall be applied in the location shown on Drawing 2-1-1997 and shall conform to type IV, class 5 of DDD-L-20. The letters ltUSfl shall be applied in the size characters and in the location indicated on Drawing 2-1-1981 and shall conform to type IV, class 9 of DDD-L-20. Fastness of class 9 marking
38、shall be as specified for class 5 marking. 3.6 Patterns. Standard patterns for textile components other than tape or webbing are shown full scale on drawings and provide allowances for all seams and shall be used for making working patterns. The standard patterns shall not be altered in any way. 5 L

The textile components shall be free of defects, such as holes, tears, loose weaving, or unfused ends. The hardware shall be free of corroded areas, sharp edges, or unfini
40、shed areas. 4, QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or purchase
41、 order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in this specificatin where such 44 inspecti
42、ons are deemed necessary to assure supplies and services conform to prescribed requirements. . 4.1.1 Responsibility for compliance. All items must meet all requirements of sections 3 and 5. The inspection set forth in this specification shall become a part of the contractors overall inspection syste
43、m or quality program, The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling in quality conforma
44、nce does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to acceptance of defective material. 4.1.2 Responsibility for dimensional requirements. Unless otherwise speci- fied in the contract or purchase order, the contractor is respo
45、nsible for assuring that all specified dimensions-have been met. When dimensions cannot be examined on the end item, inspection shall be made at any point, or at all points in the manufacturing process necessary to assure compliance with all dimensional requirements. 4.1.3 Certificate of compliance.
46、 When certificates of compliance are sub- mitted, the Government reserves the right to check test such items to determine the validity of the certification. 4.2 Classification of inspection, The inspection requirements specified herein are classified as follows: a. First article inspection (see 4.3)
47、. b. Quality conformance inspection (see 4.4). 4.3 First article inspection. When a first article is required (see 6.2), it shall be examined for the defects specified in 4.4.3, 4.4.4 and 4.4.5. The presence of any defect shall be cause for rejection of the first article. 4.4 Quality conformance ins
48、pection. 49、l be inspected in accordance with all the requirements of referenced documents unless otherwise excluded amended, modified, or qualified in this document or applicable purchase document. 4.4.1.1 Certification. The contractor shall furnish a certificate of compliance for the buckle specified on Drawings 2-1-1989 and 2-1-1990, for the D-rings specified on Drawing 2-1-1992, the cord-lock specified on Drawing 2-1-1981 (see 6.7). 4.4.2 In-process inspection. Inspection shall be made at any point or during any phase of the manufacturing operation to determine whether cut lengths, cut par
