17、rities, the National ElevatorIndustries, Inc., the American Insurance Association, and the Alliance of American Insurers metin early 1981 to discuss the trend among state and municipal governments to rely on privateinspection agencies and self-inspection by elevator companies to perform inspections

18、that hadtraditionally been done by the jurisdictional authorities. One of the prime concerns of the groupwas to develop a means for ensuring that the quality of the inspections remained at a high level.Thegroupdeterminedthataddressingthequalificationsofthepersonsperformingtheinspectionsis an importa

19、nt part of achieving this goal.The American Society of Mechanical Engineers (ASME), which had been actively involved inelevator safety through the sponsorship of the A17 Elevator and Escalator Committee, was askedtoparticipateinthegroupsdiscussions.ASMEexpressedaninterestinthisprojectandestablisheda

20、n ad-hoc committee consisting of members of the above organizations to develop a scope andguidelines for the establishment of a standards-writing committee.On November 12, 1981, the ASME Council on Codes and Standards responded to this requestand approved the formation of the ASME Committee on the Q

21、ualification of Elevator Inspectors(QEI Committee) to develop an American National Standard.The goal established for the QEI Committee is to provide for the public health, safety, andwelfare by supplementing existing standards in this field. ASME A17.1, Safety Code for ElevatorsandEscalators,coversd

22、esign,construction,operation,inspection,testing,maintenance,alteration,andrepair. ASMEA17.2,Guide forInspectionofElevators, Escalators,andMoving Walks,supple-ments the Safety Code by providing guidelines for the inspection and testing of the equipment.Neither A17.1 nor A17.2, however, covers the qua

23、lifications of inspection personnel, and theduties of the inspector are only covered briefly in the Introduction to the Inspectors Manual.The excellent safety record of elevators, escalators, and related equipment has been maintained,in part, by quality field inspections and tests. However, advancin

24、g technology and safety require-mentshavehighlightedtheneedforestablishinguniformcriteriaforthepersonsperformingtheseinspections.Thequalityofinspections,ofcourse,dependsonthecompetenceoftheinspector,andthe Standard for the Qualification of Elevator Inspectors is dedicated to that purpose.Safety code

25、s and standards are intended to enhance public health and safety. Revisions resultfrom committee consideration of factors such as technological advances, new data, and changingenvironmentalandindustryneeds.Revisionsdonotimplythatpreviouseditionswereinadequate.With the harmonization of ASME A17.1 and

26、 CSA B44, the application of the QEI Standard isnow widespread in Canada. To enable the effective use of the QEI Standard by the jurisdictionsin Canada enforcing codes other than those published by ASME, the QEI Standard was revisedin the 2007 edition to include reference to equivalent Canadian code

27、s. The reference to anyCanadian standard and access to or possession of those standards is necessary only in Canadaor where the standards are adopted or enforced.This revision of QEI-1 was approved by the American National Standards Institute onApril 22, 2010.ivCopyright ASME International Provided

38、ccess to current editions ofdocuments referenced in para. 1.5.2SECTION 2.2DUTIESThe duties of an inspector include the following:(a) making acceptance inspections and witnessingtests to determine whether all parts of the installationconform to the requirements of the applicable code orregulations an

39、d whether the required safety devicesfunction as required therein(b) making routine or periodic inspections and wit-nessing tests of existing installations to determine thatthe equipment is in apparent safe operating condition,has not been altered except in conformity to the applica-blecodeorregulat

40、ions,andperformsinaccordancewithtest requirements(c) reporting the results of the inspection and testingin accordance with the appropriate administrative pro-cedures and the following:(1) the certified inspectors report shall include aclear description of the scope of the inspection per-formed, incl

41、uding the type of inspection (acceptance,periodic, or routine) and whether or not the inspectionwas performed in accordance with the applicablerequirements of ASME A17.1/CSA B44, Section 8.10, or8.11; ASME A18.1, Section 10, or CSA B355,Appendix A2; or ANSI/ASSE A10.4, Section 26, or CSAZ185, Sectio

42、n 24. If any other type of inspection wasperformed, the report shall include a complete descrip-tion of the scope of the inspection. The ASME checklistforms as published by ASME for electric elevators,hydraulic elevators, and escalators and moving walksshall only be used when the inspection complies

43、 with6the requirements in ASME A17.1/CSA B44, Section 8.10or 8.11.(2) thereportshallbesignedbythecertifiedinspec-tor and shall include his or her certification number andcertifying agency.(3) all Code deficiencies noted in the report shallinclude a reference to the applicable code and rulenumber(s).

44、(4) the report shall include the date and time thatthe inspection was conducted.(d) maintain his or her personal copy of QEI-1 tobe the latest edition, as well as the current edition ofdocuments referenced in para. 1.5(a)SECTION 2.3MAINTENANCE OF QUALIFICATIONSIn order to maintain qualifications as

45、an elevatorinspector, an individual shall(a) becomefamiliarwiththeapplicationsofnewtech-nology, including the electronic and material fields.(b) maintain knowledge of current local administra-tive or operating procedures necessary to dischargeduties.(c) maintain knowledge of recent revisions andawar

46、enessof publishedinterpretationsof ASMEA17.1/CSA B44, ASME A17.2, ASME A17.3, CSA B311, ASMEA18.1 or CSA B355, ANSI/ASSE A10.4 or CSA Z185,and awareness of B44.1/A17.5 to the extent specified inASME A17.1/CSA B44 and ASME A18.1 or CSA B355,as well as the applicable requirements in building, fire,ele

47、ctrical, and accessibility codes.(d) comply with the code of ethics (code of conduct)established by the accredited certifying organization.(e) have in his or her possession the latest edition ofASME QEI-1 and published interpretations as well asthe current edition of documents referenced in para.1.5

48、.1,plusworkplaceaccesstothedocumentsreferencedin para. 1.5.2. The inspector shall attest to compliancewith the above in writing or by electronic submissionupon certification and annual renewal of certification.(f) obtain 1.0 continuing education unit (CEU) on anannual basis by participating in conti

49、nuing educationand professional development activities acceptable tothe QEI accredited certifying organization (para. 4.2.2).Continuing education credit may be awarded for a widevariety of activities that involve training, education, orother endeavors wherein the objective includes achiev-ing relevant professional knowledge, skills, and abilitiesbeyond those required for initial cert
