From an analysis of the hot-spot population it appears that it has not moved during the 30 million years. The significance of hot spots is

36、not confined to their role as a frame of reference. It now appears that they also have an important influence on the geophysical processes that propel the plates across the globe. When a continental plate comes to rest over a hot spot, the material rising from deeper layers creates a broad dome. As

37、the dome grows, it develops deep fissures(cracks): in at least a few cases the continent may break entirely along some of these fissures, so that the hot spot initiates the formation of new ocean. In fact, it fell to 2.6% in August, and is expected to average only about 3% for the year as a whole. In Britain and J

45、apan inflation is running half a percentage point below the rate predicted at the end of last year. This is no flash in the pan: over the past couple of years, inflation has been consistently lower than expected in Britain and America. Economists have been particularly surprised by favorable inflati

46、on figures in Britain and the Unite States, since conventional measures suggest that both economies, and especially Americas, have little productive slack. Americas capacity utilization, for example, hit historically high levels earlier this year, and its jobless rate(5.6% in August)has fallen below
