Scope*1.1 This specification covers the minimum requirements forfield and laboratory personnel, for establishing and maintaininga quality system, and establishes minimum qualifications foragencies engaged in the testing and inspection of road andpaving materials.1.2 Criteri

4、a are provided for evaluating the capability of anagency to properly perform designated tests on road and pavingmaterials, and for establishing guidelines pertaining to anagencys organization, personnel, facilities, and quality system.This specification may be supplemented by more specificcriteria,

5、such as that in Specification E 329, and requirementsfor particular projects.1.3 This specification can be used as a basis to evaluatetesting or inspection agencies, or both, and is intended for usefor the qualifying or accrediting, or both, of testing orinspection agencies, public or private, engag

6、ed in the testingand inspection of road and paving materials.1.4 Accreditation is required to comply with this standard.(See 8.1.5.)1.5 The users of the accredited agency must review theagencys scope of accreditation to ensure the agency has beenaccredited for its technical competence to perform the

7、 tasksrequested by the user.1.6 This standard does not purport to address all of thesafety concerns, if any, associated with its use. It is theresponsibility of the user of this standard to establish appro-priate safety and health practices and determine the applica-bility of regulatory limitations

23、3 userthe person or organization engaging the agencyto provide inspections or tests; or using this specification toevaluate or accredit the agency.3.2.4 calibration, na process that establishes the relation-ship (traceability) between the results of a measurementinstrument, measurement system, or ma

24、terial measure and thecorresponding values assigned to a reference standard.3.2.4.1 DiscussionThe purpose of calibration is to estab-lish the traceability of a measurement on certain types ofequipment, such as balances (measurement instrument) anddynamic shear rheometer (measurement system). Uncerta

25、intyestimates obtained during calibration are used to judge if aninstrument is suitable for its intended purpose. There is a needto re-establish traceability or recalibrate only when instrumentmeasurements drift out of control (as determined throughverification of calibration).3.2.5 check, na specif

29、sure-ments. Measurements, not the instrument, can be traceable.Measurement traceability is established through calibration.Measurement traceability is maintained through check ofcalibration (a regular check of instrument output using acontrol standard).3.2.9 uncertainty, na parameter associated with

Significance and Use4.1 This specification provides the basic minimum criteriafor use in evaluating the qualifications of testing or inspectionagencies, or both, for road and paving materials. The criteriamay be supplemented by mor

34、e specific criteria and require-ments. An individual user can also use it to judge thequalification of an agency.3Withdrawn.D 3666 07ae124.2 The intent of this specification is to provide a consensusbasis for evaluating a testing or inspection agency, or both,with respect to that agencys capability

35、to objectively andcompetently provide the specific services needed by the user.4.3 This specification can be used as a basis for accredita-tion.5. Responsibilities and Duties5.1 The agency shall ensure that only inspections or tests forwhich it is adequately equipped and staffed are performed.5.2 Th

36、e agency shall ensure that personnel perform onlyinspections and tests for which they are adequately trained,qualified, and certified in accordance with applicable specifi-cations.5.3 The agency shall ensure that all equipment is properlymaintained in good operating condition and is calibrated asapp

37、licable.5.4 The agency shall perform all testing and inspection inaccordance with appropriate standards and quality controlcriteria. Documents unique to the user shall be furnished to theagency.6. General Capabilities6.1 Laboratory TestingThe laboratory testing services ofa road and paving materials

38、 testing agency shall include someor all of the following capabilities:6.1.1 Testing of road and paving materials and mixtures inthe laboratory,6.1.2 Testing of aggregate for compliance with specificationrequirements,6.1.3 Preparation and evaluation of mix design in accor-dance with the proper metho

39、d common to the geographicalarea in which it offers services or in accordance with theappropriate ASTM or AASHTO standard procedure,6.1.4 Determination of percent binder and gradation of plantaggregates in plant mix, and6.1.5 Determination and verification of mix properties forcomparison with the mi

40、x design.6.2 Field Testing and InspectionThe field services of aroad and paving materials testing and inspection agency shallinclude some or all of the following capabilities:6.2.1 Investigation of aggregate at the source for compli-ance with specification requirements,6.2.2 Inspection of proportion

41、ing and mixing at the plant orproject site in accordance with users requirements.6.2.3 Inspection of handling, laying, and rolling operationsof the mixture at the site,6.2.4 Determination of thickness of compacted mixture, and6.2.5 Determination of density and the percent compactionof a bituminous p

42、avement after construction.NOTE 1Since the requirements for construction control can varywidely from project to project depending upon the nature of the mixture,location, and intended use of the bituminous mixture in the project, thecapability of the agency for testing and inspection should be that

43、necessaryto accomplish construction control of the users specific project or specialrequirements.7. Personnel Qualifications7.1 Management and SupervisionThe testing and inspec-tion services of the agency shall be under the direction of aperson charged with scientific or engineering managerial re-sp

44、onsibility. This person should be a licensed engineer and afull-time employee of the agency and shall have a minimum of5 years experience in inspecting and testing of road and pavingmaterials and construction; however, in place of being alicensed engineer, a person with equivalent science-orienteded

45、ucation and experience in having satisfactorily directedtesting or inspection services, or both, of road and pavingmaterials is acceptable. This person shall possess all applicableprofessional licenses or certificates required by public law orrequirements of the authority in one or more fields which

46、 theperson directs.ANICET Level IV Certification in ConstructionMaterials TestingSubfield Asphalt would be considered anexample of an acceptable certification of the experience of thisindividual.NOTE 2The National Institute for Certification in Engineering Tech-nologies (NICET) is a nationally recog

47、nized certification organization.47.2 Supervising Field or Laboratory Technician or Inspec-tior:7.2.1 This person shall have a minimum of 3 years ofrelevant and progressively more responsible experience intesting and/or inspection of road and paving materials and hotmix asphalt construction as appro

48、priate to their job classifica-tion.7.2.2 This person shall have applicable technician level orinspector level, or higher, certifications/qualifications (see Note3) through a program approved by a State DOT, or have aNICET Level II certification in Construction MaterialsTestingAsphalt, or Transporta

49、tion TechnologistHighwayMaterials.7.3 Field/Plant Inspector or Testing Technician:7.3.1 This person shall have applicable technician level orinspector level certifications/qualifications (see Note 3)through a program approved by a State DOT, or, have a NICETLevel I certification in Construction Materials TestingAsphalt, or Transportation TechnologistHighway Materials.7.3.2 Trainees working toward certification can be used toperform the inspection or test, or both, if they work under thesupervision of a certified/qualified individual as described in
