Scope1.1 PurposeThe purpose of this standard is to define acommercially useful practice in the United Stat

3、es of Americafor conducting a building energy performance assessment(BEPA) on a building involved in a commercial real estatetransaction and subsequent reporting of the building energyperformance information. The practice is intended to provide amethodology to the user for the collection, compilatio

4、n,analysis, and reporting of building energy performance infor-mation associated with a commercial building. The practicemay be used independently or as a voluntary supplement toGuide E2018 for property condition assessments or PracticeE1527 for Phase I environmental site assessments. Utilizationof

5、this practice and performance of a BEPA is voluntary. If theproperty owner (e.g., the seller) is unwilling to providebuilding energy use and cost information, a BEPA cannot beperformed.1.2 Building Energy PerformanceThis practice definesbuilding energy performance as the buildings total annualenergy

6、 use and cost for heating, cooling, electricity, and otherrelated uses. Energy use, for example, includes total electricitypurchased; purchased or delivered steam, hot water, or chilledwater; natural gas; fuel oil; coal; propane; biomass; or anyother matter consumed as fuel and any electricity gener

7、ated onsite from alternative energy systems (for example, wind energygenerator technology or solar photovoltaic systems).1.3 ObjectivesObjectives in the development of this prac-tice are to: (1) define a commercially useful practice forcollecting, compiling, and analyzing building energy perfor-manc

8、e information associated with a building involved in acommercial real estate transaction; (2) facilitate consistency inthe collection, compilation, analysis, and reporting of buildingenergy performance information as may be required underbuilding labeling, disclosure, or mandatory auditing regula-ti

9、ons; (3) supplement as needed a property condition assess-ment conducted in accordance with Guide E2018 or anenvironmental site assessment conducted in accordance withPractice E1527; (4) provide that the process for buildingenergy performance data collection, compilation, analysis, andreporting is c

10、onsistent, transparent, practical and reasonable;and (5) provide an industry standard for the conduct of a BEPAon a building involved in a commercial real estate transaction,subject to existing statutes and regulations which may differ interms of scope and practice.1.4 DocumentationThe scope of this

11、 practice includesdata collection, compilation and reporting requirements. Docu-mentation of all sources, records, and resources relied upon inthe investigation is provided in the report.1.5 Considerations Outside the ScopeThe use of thispractice is limited to the collection, compilation, and analys

12、isof building energy performance information as defined by thispractice. While this information may be used to facilitatebuilding benchmarking, labeling, rating or ranking, reportingof building energy performance information between a sellerand a buyer or a landlord and a tenant on a voluntary basis

13、 oras may be required by building labeling disclosure or manda-tory auditing regulations applicable to the building, or anyother use, such use is beyond the scope of this practice.1.6 Organization of This PracticeThis practice has 13sections and 12 appendices. The appendices are included forinformat

28、Terminology3.1 DefinitionsThis section provides definitions and de-scriptions of terms used in this practice, terms used in thispractice extracted from Practice E1527 and Guide E2018, anda list of acronyms for keywords used in this practice. The termsare an integral part of this practice and are cri

29、tical to anunderstanding of the practice and its use.3.2 Definitions of Terms Specific to This Standard:3.2.1 appropriate reporting, nrepresents a standardizedway to report building energy performance information col-lected in accordance with and under the specific conditionsidentified in this pract

30、ice to parties including, but not limitedto, prospective purchasers, owners, property managers, lend-ers, tenants, investors, or others, including government orregulatory entities, that may request such information.3.2.2 building energy performance, na buildings totalannual energy use and cost for h

31、eating, cooling, and electricityand other energy-related uses.3.2.3 building energy performance assessment, BEPA,nthe process as described in this practice by which a personor entity collects, analyzes and reports on the energy use andenergy cost associated with a building. The output from theproces

32、s is the pro forma building energy use and the pro formabuilding energy cost, which are considered representative forthe building at the time of the commercial real estate transac-tion. Also provided is a reasonable range for energy use andenergy cost. Finally, the process provides the actual buildi

33、ngenergy use and cost over the time period included in theinvestigation. A BEPA is based upon data collected over theprior three years, or back to the last major renovation ifcompleted less than three years ago, with one year minimum.If acceptable data is not available for the minimum of one year,a

34、BEPA cannot be conducted as prescribed in this standard.3.2.4 commercial real estate, nimproved real property,except a dwelling or property with four or less dwelling unitsexclusively for residential use. The term includes, but is notlimited to, improved real property used for retail, office,industr

35、ial, hospitality, agricultural, or other commercial, medi-cal or educational purposes; property used for residentialpurposes that has more than four residential dwelling units; andproperty with four or less dwelling units for residential usewhen it has a commercial function, as in the operation of s

44、gy that is gener-ated off site and delivered to a facility in the form of steam, hotwater, or chilled water.3.2.9 easily visible, adjdescribes observations of items,components and systems that are conspicuous, apparent, andobvious during the walk-through without: intrusion, relocationor removal of m

45、aterials, exploratory probing, use of specialprotective clothing, or use of any equipment (such as handtools, meters of any kind, ladders, and so forth). 47、se asdescribed in this practice refers to site energy use.3.2.11 energy use equation, nrelates the dependent vari-able, total site energy use, including electricity and on-sitefuel/district energy use, to independent variables whose vari-ability is known to impact significantly a buildings energy us

48、e.Independent variables may, for example, include weatherconditions (HDD and CDD), operating hours for the building,occupancy (or vacancy) rate, and number of occupants. Inde-pendent variables may also include any other variable(s)judged to have a significant influence on building energy useand deem

49、ed by the BEPA consultant to be available, appropri-ate, relevant for the analysis.3.2.12 energy use intensity (EUI), ntotal building energyuse divided by the buildings gross floor area. The units ofbuilding energy use intensity are typically kBtu/SF-yr. EUI isassociated with a building of a specific property type withspecific characteristics or other factors that may facilitatecomparison with similar type buildings with similar character-istics (see Appendix X7 for a sample checklist of buildingcharacteristics that can impact e
