Asuperscript epsilon () indicates an editorial change since the last revision or reapproval.INTRODUCTIONThe consumer safety specification addresses window fall prevention devices that

3、 protect againstpotential falls by children age five and under through open windows not designated for emergencyescape or rescue in installations more than 75 ft (23 m) above ground level in multiple family dwellingbuildings since windows at these heights are beyond the reach of rescue ladders curre

4、ntly in use.Window fall prevention devices currently available include window opening control devices, windowfall prevention screens, and some types of window guards. These devices use different strategies toprevent children from falling through open windows. Window opening control devices restrict

5、the sizeof the open area of the window so that it is too small for a young child to fall through. They do thisby allowing the window opening to be set at a predetermined position. Window fall prevention screensand fall prevention window guards provide a barrier to prevent a child from falling throug

6、h an openwindow. This specification does not apply to devices applied to windows installed in one and twofamily dwellings.A special study3by the U.S. Consumer Product Safety Commission indicates that young childrenare at high risk of death and serious injury from window falls. Children age five and

7、younger accountfor a higher percentage of window fall fatalities and injuries.4Window fall prevention devices usually differ in purpose and application from security/burglar bars.The general purpose of a window fall prevention device is to prevent a child age five or younger fromfalling through an o

8、pen window. The general purpose of a security bar is to prevent unlawful entrythrough a window. Generally window fall prevention devices and security bars are two separatedevices. However, a security bar could be used as a fall prevention device if it meets the requirementsof this specification.The

9、CPSC has advised caregivers to open windows less than 4 in. when children are present as onemeans to prevent child falls through open windows. Window opening control devices provide a meansthat the window, when opened in an initial operation, will satisfy the CPSC recommendation to openless than 4 i

10、n.5The 4-in. dimension is drawn from related building codes and standards for openingsin guardrail assemblies,6and is universally accepted as the appropriate dimension to prevent a childfrom passing through balcony or guard railing systems.An additional operation is required to open thewindow furthe

11、r. The additional operation must be performed without the use of keys, tools or specialknowledge. Security from forced entry is not within the scope of this standard and is not the intendedfunction of any of the devices referred to herein.1. Scope1.1 This safety specification establishes requirement

Terminology3.1 Definitions of Terms:3.1.1 aftermarket, adjreferring to a product or device thatis manufactured separately from a window but is intended to beused in conjunction with a window. For purposes

26、of thisstandard, such a device is intended to be attached to or near awindow or its frame in order to prevent a young child frompassing or falling through the window when the window isopened.3.1.2 emergency escape (egress) and rescue (ingress) win-dow, na window intended for emergency escape (egress

27、) andrescue (ingress) during an emergency situation such as fire, gasleak, etc., as defined by the prevailing applicable building andfire codes.3.1.3 fall prevention window guard, na device designed tofit into or onto a window to prevent a child from passing orfalling through an open window. General RequirementsWINDOW FALL PREVENTION SCREEN AND FALLPREVENTION WINDOW GUARD DEVICES4

37、.1 Window fall prevention screen or fall prevention win-dow guard devices shall be constructed so as to prohibit thefree passage of a 4.0 in. (102 mm) diameter rigid sphere13anywhere in the window opening (as required by applicablecodes for that jurisdiction), during or after testing as specifiedin

38、8.1 through 8.3, when the window fall prevention device isinstalled in accordance with the manufacturers instructions.4.2 The distance between window fall prevention screen orfall prevention window guard device structural members orcomponents after all testing is conducted shall not exceed 4.0in. (1

39、02 mm) when a 60 lbf14(267 N) direct force is applied inaccordance with the test method according to 8.2.4.3 Window fall prevention screen or fall prevention win-dow guard devices shall be free of sharp projections and edges.4.4 Window fall prevention screen or fall prevention win-dow guard devices

40、shall not interfere with the operation,function or performance of the window to applicable standards,and shall not violate light, ventilation, and emergency escapeand rescue requirements of the applicable building code.4.5 Each window fall prevention screen or fall preventionwindow guard device shal

41、l be sold with installation instruc-tions and safety information included in the packaging for eachdevice.4.6 Installation instructions shall include the statement thata copy of the safety information shall be provided to the ownerof the building in which the device is installed and to theoccupant i

42、n the dwelling where the device is installed (or is tobe installed).4.7 Installation instructions and safety information shall beconspicuous.4.8 Installation instructions and safety information shallspecify maximum window opening width and height for whichthe window fall prevention device is intende

43、d.4.9 Additional requirements for window fall preventionscreen assemblies used as window fall prevention devices.4.9.1 Window fall prevention screen assemblies designedfor exterior installation shall meet the weathering and durabil-ity requirements of ANSI/SMA 1201-2002: “Specifications forInsect Sc

44、reens for Windows, Sliding Doors and SwingingDoors.”4.9.2 Attachment of window fall prevention screen assem-blies to window units, framing, or surrounding materials, shallnot interfere with the operation, function or performance of thewindow to applicable standards, and shall not violate light,venti

45、lation, and emergency escape and rescue requirements ofthe applicable building code.4.9.3 Window fall prevention screen assemblies used aswindow fall prevention devices shall comply with applicablestandards contained in ANSI/SMA 1201-2002: “Specificationsfor Insect Screens for Windows, Sliding Doors

46、 and SwingingDoors.”4.9.4 Where window fall prevention screens are considered,the person specifying the window fall prevention screen(s)shall refer to this specification or Specification F 2090.NOTE 3Insect screens are intended to provide reasonable insectcontrol and are not intended nor designed fo

47、r the purpose of providingsecurity or to provide for the retention of objects or persons.WINDOW OPENING CONTROL DEVICESREASONING STATEMENT: It is up to each individualopening control device manufacturer to determine whether tomanufacture a child fall prevention opening control devicewhich meets both

This does not preclude any given window openingcontrol device manufacturer from offering a child fall preven-tion window opening control device that would be non-releasable or which would be designed with a more permanenttype of override mechanism, such as a keyed device or onewhich would require a tool to overcome, which would need toperform to the same requirements as the window fall preven-tion scree
