Asuperscript epsilon () indicates an editorial change since the last revision or reapproval.INTRODUCTIONThis consumer safety specification is intended to mitigate potential safety hazards associated witha childs use of a hand-held infant carri

3、er and thereby minimize the risk of injury or death. The specifichazards addressed by this standard are carrier handle strength to support the occupant, product tip over,and falls from elevated surfaces.1. Scope1.1 This consumer safety specification establishes perfor-mance requirements, test method

4、s, and marking requirementsto promote safe use of a hand-held infant carrier by anoccupant and caregiver.1.2 This consumer safety specification is intended to mini-mize the risk of incidents to an occupant resulting from normaluse and reasonably foreseeable misuse or abuse of a hand-heldinfant carri

5、er.1.3 No hand-held infant carrier produced after the approvaldate of this consumer safety specification, either by label orother means, shall indicate compliance with this specification,unless it conforms to all requirements contained herein.1.4 This consumer safety specification is not intended to

6、address accidents and injuries resulting from the interaction ofother persons with the child occupant in a hand-held infantcarrier or the accidents resulting from abuse and misuse bychildren able to walk.1.5 This consumer safety specification is not intended toaddress incidents or injuries resulting

7、 from use of the productin a motor vehicle, nor is it intended to address any issues thatmay arise from the manufacturer meeting the certificationrequirements of FMVSS-213 or other applicable add-on childrestraint standards.1.6 The values stated in inch-pound units are to be regardedas standard. The

8、 values given in parentheses are mathematicalconversions to SI units that are provided for information onlyand are not considered standard.1.7 The following precautionary caveat pertains only to thetest method portion, Section 7, of this consumer safety speci-fication: This standard does not purport

Terminology3.1 Definitions:3

17、.1.1 conspicuous, adja label that is visible, when theinfant carrier is in a manufacturers recommended use position,to a person standing near the infant carrier at any one positionaround the infant carrier but not necessarily visible from allpositions.3.1.2 hand-held infant carrier, na freestanding,

18、 rigid-sided product intended to carry an occupant whose torso iscompletely supported by the product to facilitate transportationby a caregiver by means of hand-holds or handles.3.1.3 manufacturers recommended use position(s), nanyposition that is presented as a normal, allowable, or acceptableconfi

19、guration for the use of the product by the manufacturer inany descriptive or instructional literature. This specificallyexcludes positions that the manufacturer shows in a likemanner in its literature to be unacceptable, unsafe or notrecommended.3.1.4 non-paper label, nany label material, such as pl

20、asticor metal, which either will not tear without the aid of tools ortears leaving a sharply defined edge.3.1.5 occupant, nthat individual who is in a product thatis set up in one of the manufacturers recommended usepositions.3.1.6 paper label, nany label material which tears withoutthe aid of tools

21、 and leaves a fibrous edge.4. Calibration and Standardization4.1 All testing shall be conducted on a concrete floor, whichmay be covered with18-in. (3-mm) thick vinyl flooringcovering, unless test instructs differently.4.2 The product shall be completely assembled, unlessotherwise noted, in accordan

22、ce with the manufacturers in-structions.4.3 No testing shall be conducted within 48 h of manufac-turing.4.4 The product to be tested shall be in a room with ambienttemperature of 73 6 9F (23 6 5C) for at least one hourprior to testing. Testing shall then be conducted within thistemperature range.4.5

23、 All testing required by this specification shall be con-ducted on the same unit.5. General Requirements5.1 There shall be no hazardous sharp edges or points asdefined by 16 CFR 1500.48 and 16 CFR 1500.49 before andafter testing to this consumer safety specification.5.2 There shall be no small parts

24、 as defined by 16 CFR 1501before testing or liberated as a result of testing to thisspecification.5.3 Product must comply with 16 CFR 1303.5.4 Wood PartsPrior to testing, any exposed wood partsshall be smooth and free from splinters.5.5 OpeningsHoles or slots that extend entirely through awall secti

25、on of any rigid material less than 0.375-in. (9.53-mm)thick and admit a 0.210-in. (5.33-mm) diameter rod, shall alsoadmit a 0.375-in. (9.53-mm) diameter rod. Holes or slots thatare between 0.210 in. (5.33 mm) and 0.375 in. (9.53 mm) andhave a wall thickness less than 0.375 in. (9.53 mm) but arelimit

26、ed in depth to 0.375 in. (9.53 mm) maximum by anotherrigid surface shall be permissible (see Fig. 3). The product shallbe evaluated in all manufacturers recommended use positions.5.6 Scissoring, Shearing, PinchingA product, when in amanufacturers recommended use position, shall be designedand constr

27、ucted so as to prevent injury to the occupant fromany scissoring, shearing, or pinching when members or com-ponents rotate about a common axis or fastening point, slide,pivot, fold, or otherwise move relative to one another. Scissor-ing, shearing, or pinching that may cause injury shall not bepermis

28、sible when the edges of any rigid parts admit a probegreater than 0.210 in. (5.33 mm) and less than 0.375 in. (5.33 mm) or greater duringtesti

31、ng in any manufacturers recommended use position(s) andtested in accordance with 7.1.2 and 7.1.3 shall be covered orotherwise designed to prevent injury from entrapment.5.8 Labeling:5.8.1 Warning Labels, whether paper or non-paper, shall bepermanent when tested in accordance with 7.4.1-7.4.3.5.8.2 W

32、arning statements applied directly onto the surfaceof the product by hot stamping, heat transfer, printing, woodburning, etc., shall be permanent when tested in accordancewith 7.4.4.5.8.3 Non-paper labels shall not liberate small parts whentested in accordance with 7.4.5.5.9 ToysToy accessories atta

33、ched to, removable from, orsold with an infant carrier, as well as their means of attachment,must meet applicable requirements of Consumer Safety Speci-fication F 963.5.10 Protective ComponentsIf a child can grasp compo-nents between the thumb and forefinger, or teeth, such as caps,sleeves or plugs

34、used for protection from sharp edges, points,or entrapment of fingers or toes or if there is at least a 0.040-in.(1.00-mm) gap between the component and its adjacent parentcomponent, such component shall not be removed when testedin accordance with 7.3.6. Performance RequirementsNOTE 1The forces tha

35、t are to be applied to the sample in the testsdescribed in Section 7 of this specification are readily applied by means ofa calibrated force gage.6.1 Carrying Handle IntegrityAll tests of 7.1 are to beperformed on the same product, sequentially and withoutrefurbishing or repositioning of adjustment.

36、 The carrier handleshall not break or unlatch on either one or both sides of thecarrier when tested in accordance to 7.1.2 and 7.1.3.6.2 Restraint SystemA restraint system shall be providedto secure a child in the seated positions in any of themanufacturers recommended use positions.FIG. 3 Opening E

37、xampleF20500836.2.1 For infant carriers that are not for use in motorvehicles, the restraint system shall include a waist restraint andcrotch restraint. The crotch restraints use shall be mandatorywhen the waist restraint is in use.6.2.2 The system and its closing means shall not slip morethan 1 in.

38、 (25 mm), break, separate, or permit the removal ofthe test dummy when tested in accordance with 7.56.3 Slip ResistanceAn infant carrier shall not slip morethan 0.12 in. (3.0 mm) within one minute when tested inaccordance with 7.2.7. Test Methods7.1 Carrying Handle IntegrityFor the tests in 7.1.2 an

39、d7.1.3 the product shall be loaded to the manufacturers maxi-mum rated load or with CAMI dummy, whichever is greater. Aweighted vest (see Fig. 4) with the CAMI dummy shall be usedto achieve manufacturers maximum rated load.7.1.1 Handle/Latch Preconditioning Cycling:7.1.1.1 Secure the infant carrier

40、onto a test platform with thehandle in the manufacturers recommended carry position andso that the base of the carrier cannot move in the direction ofthe force being applied.7.1.1.2 Apply an oscillating force to the handle in theforward and rearward direction normal to a plane establishedby the cent

41、er line of the rotating axis of the handle and thecenter of the grip area of the handle as shown in Fig. 5. Theoscillating force shall have a peak force of 20 6 1 lbf (89 6 4N) for 1000 cycles at a rate of 30 to 60 cycles per minute.7.1.2 Forward Facing Handle Endurance Test:7.1.2.1 Place the CAMI I

42、nfant Dummy, Mark II (see Fig. 1),with weighted vest as needed, into the infant carrier and securethe harness straps in accordance with the manufacturersinstructions. Pull the CAMI infant dummys legs forward sothat the dummy is tight against the crotch end of the harness.7.1.2.2 With the carry handl

43、e in the manufacturers recom-mended carry position, hang the carrier from the handle anddetermine the inclination of any convenient rigid surface on thecarrier. This value of inclination will be used in the initialplacement of the carrier in these endurance tests.7.1.2.3 Place the conditioned infant

44、 carrier with the headend of the carrier against a pivot point on a vertical surface asshown in Fig. 6. The inclination of the carrier should be thesame as measured while hanging freely.7.1.2.4 Attach a chain, from the same vertical surface suchthat the chain angle is 20 6 2 to the horizontal. Adjus

45、t thechain length if necessary.7.1.2.5 Allow the product to hang in this position for 15minutes.7.1.3 Rearward Facing Handle Endurance Test:7.1.3.1 Place the CAMI Infant Dummy, Mark II, withweighted vest as needed, into the infant carrier and secure theharness straps in accordance with the manufactu

46、rers instruc-tions. Push the CAMI infant dummys head and torso rearwardso that the dummy is tight against the seat back.7.1.3.2 With the carry handle in the manufacturers recom-mended carry position, hang the carrier from the handle anddetermine the inclination of any convenient rigid surface on the

47、carrier. This value of inclination will be used in the initialplacement of the carrier in these endurance tests.7.1.3.3 Place the conditioned infant carrier with the foot endof the carrier against a pivot point on a vertical surface asshown in Fig. 7. The inclination of the carrier should be thesame
