Significance and Use3.1 The purpose of this practice is to delineate informationand to establish
6、 procedures for the operation, maintenance,inspection, and training for amusement rides and devices.4. Owner/Operators Responsibility4.1 The owner/operator shall develop a program with nec-essary tasks to operate and maintain the amusement ride ordevice. The program shall include but not be limited
7、to:4.1.1 An operations program as outlined in Section 5;4.1.2 A maintenance program as outlined in Section 6;4.1.3 An inspection program as outlined in Section 7, and4.1.4 A training program as outlined in Section 8.5. Operations Program Requirements5.1 Operating DocumentThe owner/operator shall pre
8、-pare an Operating Document for each amusement ride ordevice based on the recommended instructions and specifica-tions provided by the manufacturer. This Operating Documentshall be made available to each amusement ride or deviceoperator and attendant. The Operating Document shall includebut not be l
9、imited to:5.1.1 Specific amusement ride or device operation policiesand procedures with pertinent information from the manufac-turers instructions, including, but not limited to:5.1.1.1 Description of the amusement ride or device opera-tion;5.1.1.2 Specific duties of each assigned operator(s) andatt
10、endant(s) position(s) of the amusement ride or device;5.1.1.3 General safety procedures;5.1.1.4 Instructions on specific procedures to follow in theevent of unusual conditions or an interruption of operation,including an Evacuation Plan outlined in 5.2, and5.1.1.5 Additional instructions from the ow
11、ner/operator.5.2 Evacuation PlanThe owner/operator shall have andmaintain an evacuation plan for each amusement ride ordevice.5.2.1 The owner/operator shall consider:5.2.1.1 Standard load/unload area evacuation as the pre-ferred protocol;5.2.1.2 Amusement ride or device manufacturers recom-mendation
12、s;5.2.1.3 Conditions of the environment that could impact anevacuation;5.2.1.4 Personnel responsible for performing an evacuation;5.2.1.5 Notification and cooperation with the outside agen-cies and entities intended to participate in an evacuation;5.2.1.6 Identification and location of equipment to

17、BT) Committee.15.2.1.9 Actions required prior to evacuation to preventinadvertent motion of the amusement ride or device, vehicle(s),carrier(s) and surrounding equipment in the evacuation path-way;5.2.1.10 Order or sequence of evacuation to evacuate ridersefficiently and safely;5.2.1.11 An appropria
18、te means of egress for evacuees;5.2.1.12 Removal of riders unable to assist in their ownevacuation because of disability, medical condition or otherreasons, and5.2.1.13 Procedures for arranging medical assistance asrequired during an evacuation.5.2.2 The owner/operator shall provide and document tra
19、in-ing on the evacuation plan.5.2.3 The owner/operator shall periodically review theevacuation plan and make adjustments as needed.5.3 Denying EntryThe owner/operator of an amusementride or device may deny entry to the amusement ride or deviceto any person, if in the opinion of the owner/operator th
20、e entrymay cause above normal exposure to risk of discomfort orinjury to the person who desires to enter, or if in the opinion ofthe owner/operator the entry may jeopardize the safety of otherpatrons or employees.5.3.1 Amusement ride or device operators should be givenguidelines on the special consi
21、derations concerning patronsize, and the special considerations applicable to physicallydisabled and mentally impaired patrons, related to the particu-lar amusement ride or device.5.4 SignageSigns or other media presented by the owner/operator for instructions for riding shall be prominently placeda
22、t all patron entrances and other appropriate locations asdeemed necessary by the owner/operator. Signs shall be bold indesign and concise.5.4.1 Instructions, restrictions, and warnings may includeheight requirements, health restrictions, and other duties andobligations of the riders such as, but not
23、 limited to, those listedin Section 9.5.4.2 Entrances to machinery rooms or restricted areas, orboth, should be posted when necessary to warn unauthorizedpersons not to enter.6. Maintenance Program Requirements6.1 Required ProgramThe owner/operator of an amuse-ment ride or device shall read and beco
24、me familiar with thecontents of the manufacturers maintenance instructions andspecifications when received. Based on the manufacturersrecommendations, the owner/operator shall implement a pro-gram of maintenance, testing, and inspection providing for theduties and responsibilities necessary in the c
25、are of eachamusement ride or device.6.1.1 This program of maintenance shall include a checklistto be made available to each person performing the regularlyscheduled maintenance on each amusement ride or device. Thechecklist shall include but not be limited to:6.1.1.1 Preventive maintenance assignmen
26、ts to be per-formed;6.1.1.2 Inspections to be performed;6.1.1.3 Special safety instructions, where applicable; and6.1.1.4 Any additional recommendations of the owner/operator.6.2 Water QualityThe owner/operator shall maintain ap-propriate water quality within an amusement ride or devicewhere individ
27、uals can reasonably be expected to ingest orcontact water volume sufficient to pose a substantial healthrisk.6.3 Replacement PartsReplacement parts for amusementrides and devices shall be:6.3.1 Procured from the original manufacturer of the amuse-ment ride or device, using the appropriate manufactur
28、er-supplied identifying nomenclature; or6.3.2 Procured or produced using appropriate originalmanufacturing drawings or specifications, or both, if available;or6.3.3 Procured or produced using specifications derivedfrom sufficient analysis to ensure parts of equivalent functionsand quality, to those
29、provided by the original manufacturer andin accordance with Practice F1193.6.3.4 Manufactured in conformance with Practice F1193.6.4 Non-Destructive TestingThe owner/operator shall beresponsible for implementing a program of testing based on therecommendations of the section on Non-Destructive Testi
30、ngRequirements of Practice F1193.7. Inspection Program Requirements7.1 Pre-opening InspectionThe owner/operator of amuse-ment rides or devices shall have an inspection programconsistent with the inspections outlined in this practice andPractice F1193.7.1.1 Prior to carrying riders, the owner/operato
31、r shallconduct or cause to be conducted a daily documented andsigned preopening inspection, based on provided instructions,to verify the proper operation of the amusement ride or device.The inspection program shall include, but not be limited to, thefollowing:7.1.1.1 Inspection of all rider-carrying
32、 devices, includingrestraint devices and latches;7.1.1.2 Visual inspection of entrances, exits, stairways, andramps;7.1.1.3 Visual inspection of loading and unloading areas;7.1.1.4 Functional test of all communication equipmentnecessary for the operation of the amusement ride or device;7.1.1.5 Inspe
33、ction or test of all automatic and manual safetydevices;7.1.1.6 Inspection or test of the brakes, including servicebrakes, emergency brakes, parking brakes, and back stops;7.1.1.7 Visual inspection of all fencing, guarding, and bar-ricades;7.1.1.8 Visual inspection of the amusement ride or devicestr
34、ucture; and7.1.1.9 Visual inspection of signs and other visual commu-nication.7.2 Pre-opening Test CyclePrior to carrying riders, theamusement ride or device shall be operated for a minimum ofone complete operating cycle.F770 1827.3 Unscheduled CessationAn amusement ride or device,or the specificall
35、y affected element, shall be appropriatelyinspected and operated, without riders, for a minimum of onecomplete operating cycle to determine that it is functioningproperly following an unscheduled cessation of operationcaused by:7.3.1 Malfunction or significant adjustment, or7.3.2 Mechanical, electri
36、cal, or operational modification, or7.3.3 Environmental conditions that affected the operation,or any combination of the three.7.4 Inspection DocumentsInspection documents deemedappropriate by the owner/operator to be maintained in theamusement ride or device file shall be filed in accordance withth
37、e procedures outlined in this practice and Practice F1193.7.5 Notification of ManufacturerThe owner/operator of anamusement ride or device shall promptly notify the manufac-turer of an incident, failure, or malfunction which, in theowner/operators judgment, affects the continued proper opera-tion of
38、 the amusement ride or device and is information ofwhich the manufacturer should be aware.8. Training Program Requirements8.1 TrainingThe owner/operator shall have documentedtraining programs for operators, attendants and maintenancepersonnel who are assigned duties on each amusement ride ordevice.8
39、.2 The training programs shall include, but not be limitedto, instructions on:8.2.1 Amusement ride or device operating procedures;8.2.2 Specific duties of the assigned position(s);8.2.3 General safety procedures;8.2.4 Specific procedures to follow in the event of unusualconditions or an interruption
40、 of operation;8.2.5 Evacuation plan;8.2.6 Inspection and preventative maintenance proceduresfor maintenance personnel, and8.2.7 Additional instructions or training under the supervi-sion of a trainer deemed necessary by the owner/operator.8.3 The owner/operator shall provide training under thesuperv
41、ision of a trainer for each operator, attendant andmaintenance personnel of an amusement ride or device. Thetraining program shall include:8.3.1 Demonstration by the trainer of the assigned duties ofthe operation or maintenance personnel, and8.3.2 Demonstration by the trainee under the supervision o
42、fthe trainer of the assigned duties.9. Patron Responsibility9.1 There are inherent risks in the participation in or on anyamusement ride, device, or attraction. Patrons of an amusementride, device, or attraction, by participation, accept the risksinherent in such participation of which the ordinary
43、prudentperson is or should be aware. Patrons have a duty to exercisegood judgment and act in a responsible manner while using theamusement ride, device, or attraction and to obey all oral orwritten warnings, or both, prior to or during participation, orboth.9.2 Patrons have a duty to not participate
44、 in or on anyamusement ride, device, or attraction when under the influenceof drugs or alcohol.9.3 Patrons have a duty to properly use all ride or devicesafety equipment provided.10. Classification of Injuries and Illnesses10.1 Recording Recommendations:10.1.1 The administration of emergency health
45、care serviceand treatment should be recorded as deemed appropriate by theowner/operator of amusement rides and devices to include thedocumentation of all first-aid treatment, including minor inju-ries and illnesses, in a first-aid log. Injuries and illnesses otherthan minor should be reported on a f
46、irst-aid incident report inaccordance with 10.1.2.10.1.2 First-Aid Incident ReportA first-aid incident reportshould be completed for injuries or illnesses that result inhospital admission or where medical treatment is given,recommended, or may be required at a future date. All injuriesor illnesses r
47、eported and other than those classified as minor,can be presumed to be in this category.10.1.3 Recorded InformationInformation recorded in thefirst-aid incident report should include, but not be limited to,the following, where applicable:10.1.3.1 Date the incident occurred.10.1.3.2 Name, address, an
48、d telephone number of the per-son to receive emergency health care service or treatment.10.1.3.3 Age of the person to receive emergency health careservice or treatment.10.1.3.4 Manufacturers name of the amusement ride ordevice where or on which the incident occurred.10.1.3.5 Description of the injur
49、y or illness. Physical de-scription of the injury or illness. Description of the eventscausing and related to the incident.10.1.3.6 Description of the first-aid service or treatmentadministered, including medications given.10.1.3.7 Incident classification in accordance with 10.2.10.1.3.8 Additional information deemed necessary by theowner/operator.10.2 Classification of First-Aid IncidentsWhen recordingan applicable first-aidrelated incident, the owner/operator ofan amusement ride or device should classify the injury orillness in accordance with each of the
