Scope1.1 The following requirements apply for the manufactureof powered parachute aircraft. This specification includ

3、es pilotoperating handbook requirements for powered parachute air-craft that were designed and manufactured in accordance withASTM standards.1.1.1 This specification covers the minimum requirementsfor information that shall be provided by the manufacturer orseller of new light sport aircraft, engine

4、s, or propellers as a partof the initial sale or transfer to the first end user.1.1.2 This specification does not apply to the sale or transferof used light sport aircraft, engines, or propellers.1.2 This specification applies to powered parachute aircraftseeking civil aviation authority approval, i

5、n the form of flightcertificates, flight permits, or other like documentation.1.3 This standard does not purport to address all of thesafety concerns, if any, associated with its use. It is theresponsibility of the user of this standard to establish appro-priate safety and health practices and deter

6、mine the applica-bility of regulatory requirements prior to use.2. Terminology2.1 Definitions:2.1.1 powered parachute, naircraft comprised of a flex-ible or semi-rigid wing connected to a fuselage in such a waythat the wing is not in position for flight until the aircraft is inmotion. This aircraft

7、has a fuselage with seats, engine, andwheels (or floats), such that the wing and engine cannot beflown without the wheels (or floats) and seat(s). Unique to thepowered parachute is the large displacement between thecenter of lift (high) and the center of gravity (low), which ispendulum effect. Pendu

8、lum effect limits angle of attackchanges, provides stall resistance and maintains flight stability.3. Significance and Use3.1 The purpose of this specification is to provide theminimum information necessary for the proper identificationand operation of each light sport aircraft.4. Information Requir

9、ements4.1 The information given shall be included where appli-cable on the information plate as specified in 4.2. In addition,the documented operating and maintenance instructions speci-fied in Sections 5 and 6 are to be furnished by the manufactureror seller, at the time of initial sale of each air

10、craft.4.2 Information PlateA manufacturer-issued fire proofinformation plate, printed in English or as defined by thegoverning civil aviation authority or agency in which theaircraft was initially sold, shall be permanently affixed to theaircraft in a visible location and shall be designed to remain

11、legible for the expected life of the aircraft. The informationplate shall be made of steel, and have the required informationeither stamped or engraved onto the plate.4.2.1 Serial NumberA manufacturer-issued unique iden-tifying number or code affixed to the aircraft.4.2.2 Name and Manufacturer, incl

12、uding the name of themanufacturers city, state, and country.4.2.3 Model NumberA manufacturer-issued unique iden-tifying number or code assigned to each manufactured type ofaircraft having the same structural design or components.4.2.4 Date of ManufactureThe date (month and year)determined by the man

13、ufacturer that the aircraft met hisrequired design and manufacturing specifications.5. Aircraft Operating Instructions5.1 Each light sport aircraft must include an Aircraft Oper-ating Instructions which includes:5.1.1 Operating LimitationsThe instructions shall includelistings of all appropriate air

14、-speed limitations for stall andmaximum speed, maximum wind limitations, weight andbalance, and power plant limitations.5.1.2 Operating DataThe instructions shall include infor-mation concerning normal and emergency procedures andother pertinent information.1This specification is under the jurisdict

17、 and oil, and any defini-tions of abbreviations and terminology.5.1.3.2 LimitationsA listing of limits including but notlimited to the airspeed(s), approved maneuvers, and engineoperating limits.5.1.3.3 Emergency ProceduresA listing of emergencyprocedures for items such as engine failure, air restar

18、t, fire, etc.5.1.3.4 Normal ProceduresThis section shall cover themanufacturers recommended procedures for normal opera-tions such as preflight inspections, takeoff and landing.5.1.3.5 PerformanceInformation related to the perfor-mance of the aircraft in various environmental and operatingconditions

19、 such as fuel range, take off distances and landingdistances. Additional data shall be provided on performance at(at least one) different flight weight and at (at least one)different density altitude.5.1.3.6 Weight and Balance Information related to weightand center of gravity requirements for the s

20、afe operation of theaircraft.5.1.3.7 Description of the Aircraft and its SystemsAgeneral description of the aircraft, controls, instruments, andoptional equipment.5.1.3.8 Handling, Servicing and MaintenanceInformationrelated to the approved maintenance procedures, manuals andapproved sources for inf

21、ormation or maintenance, or both.5.1.3.9 For powered parachute aircraft, the following addi-tional information shall be provided in the Aircraft OperatingInstructions, as required:(1) Aircraft SpeedMaximum and minimum speeds inmiles per hour.(2) Aircraft WeightMaximum and minimum total aircraftfligh

22、t weights.(3) Environmental RestrictionsRecommendations for op-erational restrictions relating to environmental conditions suchas, but not limited to, wind, rain, and extreme heat or cold.5.1.4 SupplementsThis section shall include any addi-tional information that the manufacturer wishes to add.5.1.

23、5 Data Location and Contact Information, for recoveryof certification documentation, should the original manufac-turer lose its ability to support the make and model.6. Maintenance Manual6.1 Each aircraft shall have a maintenance manual providedfor the aircraft that covers the minimum of the require

24、ments asdefined by the aircraft manufacturer.6.1.1 These shall include, as a minimum, mandatory para-chute assessment by manufacturer accepted personnel at theend of the second year of service and thereafter at the intervalsspecified by the parachute condition as specified by thereviewer and test.6.

25、1.2 These tests shall include porosity, strength and defor-mation evaluations.7. Manufacturers Statement of Compliance7.1 Each aircraft, aircraft engine and propeller shall in-cluded a statement identifying the ASTM standards used forthe design, quality control, continued maintenance, and pro-ductio

26、n acceptance testing of the product and attesting to thefact that the product is in compliance with the provisions ofthose specifications.8. Operators Responsibility8.1 One of the following statements shall be included in thepilot operating handbook and posted in the aircraft passengerarea so that i

27、t is visible to both the pilot and passenger uponentry or when seated in the aircraft:8.1.1 “There are inherent risks in the participation in recre-ational aviation aircraft. Operators and passengers of recre-ational aviation aircraft, by participation, accept the risksinherent in such participation

28、 of which the ordinary prudentperson is or should be aware. Pilots and passengers have a dutyto exercise good judgment and act in a responsible mannerwhile using the aircraft and to obey all oral or writtenwarnings, or both, prior to or during use of the aircraft, orboth.”8.1.2 “PASSENGER WARNING: T

29、his is a Special Light-Sport Aircraft and does not comply with federal safety regu-lations for standard aircraft.”9.
