On

19、January 25, 1995, INC designated several new codes (888, 877, 866, 855, etc.) to be reserved for Toll Free services.). Implementation of additional Toll Free numbers may require many network modifications, including the upgrade of hardware and software in the Access Service Providers (ASPs) networks

20、, the Access Service Customers (ASCs) networks, and the SMS/800 System. The national database of Toll Free numbers (SMS/800) is administered by the SMS/800 Management Team. The SMS/800 Management Team (SMT) utilize Unisys (SMS/800 Data Center), Sykes (SMS/800 Help Desk), and Telcordia (SMS/800 Site

21、Support) as vendors under contract to support the SMS/800 system. Database Service Management, Inc. (DSMI) is the SMS/800 Business Manager who manages SMS/800 on behalf of the SMT. SCP Owner/Operators (SCP O/O) connect to SMS/800 through the SMS/800 Data Center. 1.2 Testing Scope The purpose of this

22、 test plan is to verify and confirm that all service management and tollfree specific network components involved with the provisioning and processing of tollfree database access calls of all industry participants perform as expected. 1.3 Assumptions The testing will be performed via current SMS/800

23、 access arrangements The type of test will govern whether or not the testing will be done in the live production system or on the new production hardware prior to being live. Test cases involving actual test calls require a live SCP connected to the real network for processing. The Industry Testing

24、will be conducted during the time frames agreed to by the NGIIF based on the in service dates provided by the OBF/SNAC. Support for SMS/800 functionality testing will be provided by the SMS/800 Management Team using the SMS/800 Help Desk, the SMS/800 Data Center, and the SMS/800 Software Support Org

25、anization. 1.4 Responsibilities Many organizations will be involved with the successful implementation of the Toll Free Database Industry Test Plan. Listed below are the organizations identified to date, and the activities in which they are responsible, if they wish to participate. Additional organi

26、zations and responsibilities will be added as required. Each organization is responsible for identifying a “single point of contact“. 1.4.1 SMS/800 Management Team (SMT) Responsible for providing SMS/800 toll free system under Tariff F.C.C. No. 1: The Bell Operating Companies 800 Service Management

27、System (SMS/800) Functions. Responsible for administration and availability of new toll free NPA-250 Test Numbers (See Attachment 1 - SMS/800 Test Number Assignment Process). 1.4.2 NGIIF Facilitation of conference calls to review test plan development and testing progress. Provide the OBF- SNAC with

28、 the industry test start date, the industry test complete date, and the industry network ready date. 4 1.4.3 Access Service Providers (ASPs) Participate with the RESP ORGs as needed Provide to the industry availability of new toll free NPA functionality 1.4.4 Access Service Customers (ASCs) Ensure n

29、ew toll free NPA-250 test calls can route through their networks with the appropriate ANI II digit combination; specifically, but not limited to, 00, 23, and 24. Provide the industry with information that will facilitate the processing of test calls. Provision terminations (New Toll Free NXX Number)

30、 for test calls which uniquely identify the termination. 1.4.5 RESP ORGs Provide SCP Owner/Operators with Information required to facilitate the processing of test calls. Overall coordination for executing test calls with ASPs and SCP owners (e.g. Area of Service (AOS), and Carrier Traffic Allocatio

31、n). Building Test Records to test areas of SMS/800 functionality and to perform test calls they feel are important. Coordinate terminations for test calls which uniquely identify the termination. 2 Call-Through Test Calls in the New Toll Free NPA 2.1 Test Calls To test the physical routing of a call

32、 when a number in a new Toll Free NPA is dialed from a telephone that is within the defined AOS as well as from a telephone that is outside the AOS. 2.1.1 Assumptions Either a POTS routing number or a turn around number in the new Toll Free NPA can be used on the Customer Records created for call th

33、rough purposes. Test calls will be made to working -250 test numbers in the new Toll Free NPA and originate from within the AOS and outside the AOS of the new Toll Free NPA number dialed. Test calls will also be made to disconnected numbers and non working numbers. The logistics of the number of cal

34、ls placed and the SCPs accessed will be decided jointly by the testing ASC and involved ASPs. The ASC will ensure that they have the capability of routing (including appropriate ANI II digits) 250 calls in the new Toll Free NPA in their Network. 2.2 Test Scripts: 2.2.1 Calls from Within the Area of

35、Service (AOS) 2.2.1.1 Required Data Working 250 test numbers in the new Toll Free NPA Disconnected 250 test numbers in the new Toll Free NPA - with and without referral 2.2.1.2 Expected Results When a call is placed to a number in the new Toll Free NPA that is in service, the caller with an originat

36、ing ANI that is within the AOS will terminate to the POTS number or to the carrier routing the turnaround number. Calls placed to a number in the new Toll Free NPA that has been disconnected with referral will terminate to the POTS 5 number or to the carrier routing the turnaround number. Calls plac

37、ed to a number in the new Toll Free NPA that has been disconnected without referral will result in the “disconnect no referral announcement“ being returned. 2.2.2 Calls from Outside the Area of Service (AOS) 2.2.2.1 Required Data Working 250 test numbers in the new Toll Free NPA 2.2.2.2 Expected Res

38、ults When a call is placed to a number in the new Toll Free NPA that is in service, but the caller that is outside the AOS, Out of Band Announcement will be returned. 2.2.3 Calls to a Non Working number in the new Toll Free NPA 2.2.3.1 Required Data Assigned 250 test number in the new Toll Free NPA

39、Transitional 250 test number in the new Toll Free NPA Spare 250 test number in the new Toll Free NPA 2.2.3.2 Expected Results When a call is placed to a number in the new Toll Free NPA that is not in service, the caller will receive Vacant Code Announcement regardless of whether the originating ANI

40、is within or outside the AOS. 2.2.3.3 Comments The ASP will route the number in the new Toll Free NPA based on the originating ANI or LATA that is sent with the query and will return either a POTS number or the dialed number in the new Toll Free NPA and the CIC back to the network. 3 Procedures 3.1

41、Procedures for Failed Tests Performance observations outside of acceptable parameters shall be considered as having Failed the agreed upon Expectations, and will be referred to the ASP or ASC Access Service Provider/Access Service Customer responsible for the resolution of the problem. The ASP or AS

42、C will then develop and implement an Action Plan to bring performance levels up to agreed upon expectations. Attachment 3 should be used for the referral of Trouble Reports related to database problems associated with the new Toll Free NPA during the Industry Test Interval. 3.2 Procedures for Troubl

43、e Reporting and Statusing, and Maintenance 3.2.1 Trouble Reporting Troubles should be reported to the person/organization designated to receive transition test troubles. Attachment 3 should be used for the referral of Trouble Reports related to database problems associated with the new Toll Free NPA

44、 during the Industry Test Interval. 3.2.2 Statusing Maintenance Statusing and Escalation procedures will be done in accordance with locally agreed upon contracts and procedures. 6 3.2.3 Maintenance Procedures Existing company trouble reporting procedures are deemed adequate and will be utilized. The

45、refore, they do not need to be tested within the context of this test plan. 3.3 Performance Observations With the implementation of the new Toll Free NPA, the following types of performance criteria should be observed, and provided as noted in NGIIF Documents: Call Blocking Call Gapping Link Congest

46、ion Other Network Congestion Observation of Network components should be monitored by ASPs and ASCs during Implementation of the new Toll Free NPA. Any abnormalities in the network that are service affecting should be transmitted to the “Operating Company“ of the number in the new Toll Free NPA in a

47、 timely manner. Any Industry Test Plan participant requiring additional information concerning the above data should contact the appropriate ASCs and/or ASPs, using the NGIIF Contact Directory. The information will be supplied on request. 7 4 APPENDIX A SMS/800 TEST NUMBER ASSIGNMENT PROCESS FOR TOL

48、LFREE NPAs On September 8, 1995, the SMS/800 Management Team directed the SMS/800 Help Desk to implement the agreement reached by the SMS/800 Number Administration Committee (SNAC) and the Network Operations Forum (NOF) (now the NGIIF) regarding the utilization of the Toll Free (NPA-250) test number

49、s. This agreement stated that the line numbers from 0000 through 1499 (within the Toll Free NPA-250 code), would be reserved for testing purposes. The remaining line numbers in the Toll Free NPA-250 code are made available for general (customer) assignment. . It is assumed that this agreement will be extended for test numbers in all the new Toll Free NPAs. 4.1 Test Numbers for the Deployment of the new Toll Free NPA Responsible Organizations (Resp Orgs) may obtain toll free test numbers by calling the SMS/800 Help
