14、enter all numbering requests must be submitted directly to the PA5; 2.5 These administration guidelines were prepared by the industry to be followed on a voluntary basis. However, the FCC has implemented a number of orders and rules referenced by footnote to the appropriate order associated with tho

15、usands-block number pooling administration. Should the rules change, the associated text in the guidelines and references would change accordingly. In these guidelines, INC changed the term “NANPA” to “PA”, as appropriate. The FCC orders and rules incorporated in these guidelines are included in 15.

16、0. 2.6 NANP numbering resources shall be assigned to facilitate the most effective and efficient use of a finite numbering resource in order to prevent premature exhaust of an NPA and delay the need to develop and implement costly new numbering plans. Efficient resource management and code conservat

17、ion are necessary to stay the industry impacts of expanding the numbering resource (e.g., expansion from 10 to 11 or 12 digits). Impacts of NANP expansion include: a) customer impacts (e.g., dialing, telephone number (TN) changes to advertising and stationery, security systems, etc.); b) Customer Pr

18、emise Equipment (CPE) modifications; c) domestic and international switching hardware and software modifications; d) operational support systems (OSS) modifications and/or upgrades; and e) reprogramming of non-telecommunications databases that contain TNs. The NANP Resources assigned in this guideli

19、ne are expected to be used in conformance with this guideline and the related ITU-T recommendations. Misuse of a resource either as defined in this guideline or as defined in ITU-T E.156 “Guidelines for ITU-T action on reported misuse of E.164 number resources” should be reported to the NANPA.6See S

20、ection 13 for contact information. 2.7 When a service providers jurisdictional certification, license, or authorization to operate has been revoked, the appropriate regulatory authority should provide written direction and supporting documentation to NANPA and the PA to deny applications for the com

21、pany name associated with the revoked jurisdictional certification, license, or authorization7. 2.8 Block Applicants requesting resources from the industry inventory pool: 5 The PA will provide a report to NANPA of the SPs participating in pooling in a voluntary rate center outside of the top 100 MS

23、 Page 5 a) service providers must provide, as part of their applications for initial numbering resources, evidence (e.g., state commission order or state certificate to operate as a carrier) demonstrating that they are licensed and/or certified to provide service in the area in which they seek numbe

24、ring resources;8b) are required to provide appropriate evidence (See Section 4.3.1) to the PA that demonstrates they have or will have facilities in place to provide service within 60 calendar days of the numbering resources activation date for initial numbering resources.9Self-certification is not

25、acceptable. c) shall comply with state commission requests for copies of numbering resource applications (including supporting documentation accompanying applications) within one business day of receiving the request. State commissions have access to service providers applications for numbering reso

26、urces, including the supporting documentation that SPs submit to the PA (e.g., “Attach Documents” in PAS or email) to accompany those applications for numbering resources. If the documents are not being attached in PAS, the PAS tracking number shall be provided. State commissions may review copies o

27、f such applications in PAS, or may request copies of such applications (including supporting documentation accompanying applications) from the service providers operating within their states. Carriers that fail to comply with a state commission request for copies of numbering resource application ma

28、terials shall be denied numbering resources10 when the state commission demonstrates (e.g. by email or facsimile) to the PA that the carrier failed to comply with the request.11d) shall submit a customer letter as supporting documentation to accompany a dedicated code request when requesting a dedic

29、ated code for a single customer and MTE and utilization are met or it is the SPs initial request in the rate center. A single customer is one customer requiring 10,000 consecutive telephone numbers from one central office code for its own internal use, not for the purpose of providing telecommunicat

30、ions service12to its “end users” or “customers”.13The letter shall be on the customers letterhead documenting the need for 10,000 consecutive telephone numbers, indicating the state and rate center where the numbers are needed, and signed by a party within the customers organization with the authori

31、ty to make such a request (e.g., officer of the company). The SP shall submit to the PA (e.g., “Attach Documents” in PAS or email) this supporting documentation immediately after submitting the dedicated code 847 CFR 52.15 (g) (2). 947 CFR 52.15 (g) (2). 1047 CFR 52.15 (g) (5). 11FCC 00-429, 122. 12

If the documents are not being attached in PAS, the PAS tracking number shall be provided. When an SP requests a dedicated code for a single

33、customer and MTE and utilization are not met, a safety valve waiver is required. e) shall donate14numbering resources to the industry inventory pool via the block disconnect process, in accordance with these guidelines and any regulatory directives; f) shall establish internal policies and practices

34、 that provide for the efficient use and assignment of TNs to end users. These policies and practices shall balance product specifications, market strategies and customer needs with conservation principles to ensure “best practices” in TN utilization; g) shall use available numbers from a contaminate

35、d block before assigning TNs from an uncontaminated thousands-block, unless the available numbers in the opened thousands-block are not sufficient to meet a specific customer request15. This requirement shall apply to a service providers existing numbering resources as well as any new numbering reso

36、urces it obtains in the future.16The exceptions to the sequential numbering requirement are intended to address a customers specific need for TNs that cannot be filled from the service providers opened thousands-blocks, rather than requests for specific individual numbers (such as vanity numbers); h

37、) shall minimize the use of TNs within thousands-blocks for purposes other than subscriber assignments (e.g., Administrative Numbers); and i) will have a choice to initiate pooled block activation through Service Order Activation (SOA) interface to NPAC Service Management System (SMS), or through NP

38、AC personnel. 2.9 The schedule of holidays recognized by the PA will affect the administration of these guidelines. Holidays will not be considered a “calendar day” as a part of any timing of thousands-block allocations in association with these guidelines. 2.10 SPs and numbering resource administra

39、tors are responsible for managing numbering resources in accordance with these guidelines and the orders of applicable regulatory authorities. Both SPs and numbering resource administrators are subject to audits. Further information may be found in FCC 00-10462, FCC 00-42981-99, FCC 01-362 95-111 an

40、d 47CFR52.15(k). 14An SP can avoid the donation of blocks containing administrative numbers, e.g., TLDNs, Mobile Station Roaming Numbers (MSRN), by consolidating these numbers within blocks it intends to retain in compliance with FCC rules. The porting of TLDNs/MSRNs can cause call delivery to roami

42、vision in the FCC Wireline Competition Bureau, or other designated agents to: a) ensure uniformity in application of these guidelines by the PA to all thousands-block requests received by the PA; b) ensure compliance with these guidelines by Block Applicants and the PA; and c) ensure the efficient a

43、nd effective use of numbering resources by Block Applicants/Holders and efficient and effective management of numbering resources by the PA. 2.12 These guidelines were developed assuming pre-porting with Efficient Data Representation (EDR) as the preferred method of implementation.172.13 It is assum

44、ed from a wireline perspective that CO Codes/blocks allocated to a wireline Service Provider are to be utilized to provide service to a customers premise located in the same rate center that the CO Codes/blocks are assigned. Exceptions exist, for example, tariffed services such as foreign exchange s

45、ervice. 2.14 For the purposes of these guidelines, it is assumed that blocks donated to a pool from wireless grandfathered NXXs18cannot be assigned to SPs until regulatory authorities direct how to handle these unique numbering resources. Additionally, because these blocks of grandfathered numbers h

46、ave been donated to the pool, they are excluded from months to exhaust and utilization calculations on the Thousands-Block Months to Exhaust and Utilization Certification Worksheet TN level (Appendix 3) when a service provider requests additional thousands-blocks for growth. The block applicant shal

47、l include grandfathered codes and/or blocks that have not been disconnected/donated and are still in its inventory in the total numbering resources calculation in Appendix 3. 2.15 Blocks shall not be donated to a pool from any 976 central office code (NXX) because the 976 NXXs can only be used for I

48、nformation Delivery Services, are not associated with any rate center, and are not assigned to end-user customers. These codes are duplicated in new NPAs during NPA relief. 2.16 The NPAC broadcast rates for activations, disconnects and modifications are set to the following limits to accommodate service provider system thresholds.
