AMERICAN NATIONAL STANDARD Approval of an American National Standard requires review by ANSI that the requirements for due process, c

6、onsensus, and other criteria for approval have been met by the standards developer. Consensus is established when, in the judgment of the ANSI Board of Standards Review, substantial agreement has been reached by directly and materially affected interests. Substantial agreement means much more than a

7、 simple majority, but not necessarily unanimity. Consensus requires that all views and objections be considered, and that a concerted effort be made towards their resolution. The use of American National Standards is completely voluntary; their existence does not in any respect preclude anyone, whet

8、her he has approved the standards or not, from manufacturing, marketing, purchasing, or using products, processes, or procedures not conforming to the standards. The American National Standards Institute does not develop standards and will in no circumstances give an interpretation of any American N

9、ational Standard. Moreover, no person shall have the right or authority to issue an interpretation of an American National Standard in the name of the American National Standards Institute. Requests for interpretations should be addressed to the secretariat or sponsor whose name appears on the title

For some of the response conditions, separate retry thresholds should be defined. Information provided to the end user should not ass

15、ist a fraudulent user in subsequent attempts at unauthorized use of the telecommunications charge card or other billing methods. 4.2.6 Customer Sub-Account Number (Optional) This component allows the operator services provided to identify multiple sub-accounts associated with a single billing number

16、. This component is not applicable to BNS response messages. 4.2.7 Specified Number (Optional) This component identifies a single specified number. If that number is not related to the telecommunications charge card account number, this component would provide the number to the operator services pro

17、vider. 4.2.8 Carrier (Optional) This component provides carrier preference information usable for call routing purposes. NOTE: The use of carrier preference information within operator services exchange access signalling protocols for call routing purposes may be subject to appropriate legal and reg

18、ulatory requirements. 4.3 Call Disposition Components 4.3.1 Message Type (Required) This component identifies the message type as the call disposition message. 4.3.2 Message Reference (Optional) This component contains the message reference identification. Its purpose is to relate this message uniqu

19、ely as part of a specific validation transaction. The message reference number provides supplemental closure between the authorization request and the call disposition messages. ATIS-0300230.2015 8 4.3.3 Call Type (Required) This component identifies the type of call attempted. Identified call types

20、 shall include telecommunications charge card, collect, and bill-to-third party calls. 4.3.4 Billing Number (Required) This component contains the primary account number as described in ATIS-0300212.2015. The billing number is provided here for closure between the authorization request and the call

21、disposition. For collect and bill-to-third party related validation transactions, the billing number is a telephone number to which charges are to be accrued. 4.3.5 Call Disposition Code (Required) This component contains information specifying the disposition of the call. Specific codes need to be

22、defined to indicate whether the call is completed or not completed. 4.3.6 Call Start Time (Required) This component contains the date and time at which the call began. This information shall contain the month, day, hour, minute, and second in Coordinated Universal Time. 4.3.7 Call End Time (Required

23、) This component contains the date and time at which the call ended. This information shall contain month, day, hour, minute, and second in Coordinated Universal Time. 4.3.8 Estimated Call Charge (Optional) This component contains the estimated call charge in Special Drawing Rights (SDRs) as defined

24、 in ITU-T Recommendation D.195. When the estimated call charge is greater than the allotted field size, an exception code should be used.
